B.4 STATEMENT OF WORK

I. Overview

The VA Caribbean Healthcare System (VACHS) operates facilities in Puerto Rico and US Virgin Islands. In Puerto Rico VACHS operates clinics across the island; in San Juan, Guayama, Ponce, Mayaguez, Arecibo, Utuado, Comerio, Ceiba, and Vieques.

VACHS is a Federal Coordinating Center (FCC) and in case of an emergency or a disaster VACHS is required to effectively communicate with the Local and Federal emergency management agencies in accordance with current VACHS Emergency Management Plan. If required, VACHS will need to activate the Continuation of Operations Plan (COOP) to relocate VACHS operations in an alternate remote site, where communications are essential to the VACHS mission until VACHS can re-establish normal operations or when the event in under control.

For VACHS it is imperative to maintain their daily operations within the VA Medical Center and the New Mental Health Domiciliary (MHD) situated at 653 Ave Munoz Rivera, San Juan, PR 00918. For this reason, it is required to expand the new and current radio infrastructure to the MHD to provide communication daily for clinical operations and VA Police operations. In case of emergency situations this will also provide voice communication capability. Also, as a Federal Coordinating Center (FCC) VACHS has the mission to coordinate the planning, training, exercising and operations of one or more National Disaster Medical Center (NDMS) Patient Reception Area (PRAs). FCC facilities will receive, triage, stage, track, and transport inpatients, affected by a disaster, to a participating NDMS medical facility capable of providing the required definitive care.

II. Statement of Work

This procurement package consists in expanding current two-way radio infrastructure to the new Mental Health Domiciliary and provide two-way radios fully compatible with VACHS new communication system and radio accessories. Based on this scope of work (SOW) description, item proposal shall be equal or better, to meet the government needs. The requested service will be work at the Hato Rey, Mental Health Domiciliary in San Juan. The existing system is the Motorola's MOTOTRBO IP site connect system, TDMA technology, and roaming, thus the proposed system must be Motorola compatible to ensure 100% operability.
