B.4 STATEMENT OF OBJECTIVE (SOO)

Orlando VA Medical Center Medical Media Service

TV Studio & Media Asset Management Replacement

I. Introduction:

The Orlando Veterans Affairs Medical Center (OVAMC) at Lake Nona needs to upgrade its existing equipment, library management system, and accessories for Medical Media Service at the Lake Nona VAMC.

II. Purpose:

The purpose of this SOO is to obtain a contractor who will design, assess, procure, assemble, install, integrate, test, and remove obsolete cables and equipment. The contractor will provide all labor, materials, transportation, and equipment required to complete the design and installation, updating the library management system to provide more storage and compatible with the existing equipment including the Mac/Apple workstations and TV studio equipment.

III. Scope:

The Orlando VAMC is seeking a replacement/upgrade of the existing Library Management System (Harmonic) that will be fully compatible with all Medical Media’s existing equipment and accessories, including the Mac/Apple workstations and TV studio. The Orlando Medical Media Service will need training on the new equipment and features as part of the scope of work. The video ingests and data asset storage component, is a library management system (Harmonic) Spectrum Media Center system. It functions as the primary video ingest and data asset storage and management for Medical Media. The data storage consists of HD/UHD/4K resolution video formats, as well as all Medical Media digital media assets including photography, graphic design formats for printing, digital signage assets, and other business-centric documentation. The library management system (Harmonic) VLAN is connected to the Medical Media VLAN to form the Medical Media LAN infrastructure (Stand Along System). Replace old surge protector in the room to protect the new equipment.

IV. Period and Place of Performance:

This contract shall be effective on the day of issuance. It is anticipated that preliminary work under this task order will commence upon completion of the kickoff meeting. Place of Performance is at the Orlando VA Medical Center, 13800 Veterans Way, Orlando FL 32827.

V. Background:

The existing Harmonic system was purchased in 2013 with a basic interface to store all digital media created by Medical Media Services. The current storage capability is 50TB and we are using 35TB. The current Internal Digital Library Management System is already more than 10-years-old, and it is severely past the 3-year lifecycle. The equipment is beyond the end-of-life stage and the operation system is Microsoft Windows 7. There is a high risk of permanently losing 32TB of AV catalogs and the continued slowed and/or failed operation.

The Orlando VA Healthcare System is seeking to modernize the library management system (Harmonic) with an industrial-level digital media asset management solution(s) suitable for HD/UHD/4K video production, digital media asset management, HD/UHD/4K video ingest, archive and retrieval for Medical Media’s digital media assets to include but is not limited to photos, graphics, video, audio, and documents. All these assets are to be used by trained and qualified staff in the Medical Media department that will be fully compatible with all Medical Media’s existing equipment and accessories, including the Mac/Apple workstations and the TV studio.

VI. Performance Objective (Required results):

The objective of this SOO is to allow for a solution to known requirements to upgrade the existing library management system (Harmonic). Medical Media Production Service uses multimedia-based information to support and enhance the communications process in support of the OVAHCS mission. Multimedia and Audiovisual Production professionals capture, create and exploit visual images and sounds that provide timely, accurate and highly accessible information for communication, assessment training and decision making. The scope of AV services is comprised of video production, graphic design, illustration, printing services, photography, audiovisual equipment support and conference room scheduling Tier-1 support.

Offerors shall use the SOO, together with other applicable portions of this Request for Quote (RFQ), as the basis for preparing their Proposed solution to meet the requirements of this SOO. The following areas, outlined in attachment A are the areas that will be used for this requirement:

Design a plan to upgrade the existing, up-to-date library management system (Harmonic), software, and training needed to operate the system. Replace all surge protector in the room to protect the new equipment. The contractor is required to assemble the new library management system inside the Medical Media Services 4G208-01 Clinic Side. The Point of Contact (POC) will approve the completion of the work.

a. Area #1, Library Management System (4G208-01 Clinic Side)

The OVAMC operates a High-Definition (HD) Television Production Studio and postproduction facility managed by the Orlando VA Medical Center (OVAMC) Medical Media Service. The video production infrastructure is digital and connected via SDI fiber and ethernet data transport. The video ingests and data asset storage component is a library management system (Harmonic) Spectrum Media Center system and functions as the primary video ingest and data asset storage, and management. Data storage consists of HD, and lower resolution video formats, as well as all Medical Media digital media assets, to include but is not limited to photography, graphic design formats for Printing and Digital Signage assets, and other business-centric documentation. The library management system (Harmonic) VLAN is connected to the Medical Media VLAN to form the independent Medical Media LAN infrastructure.
