About this file

This document is an Amendment (Amendment 0002) to a solicitation for the Exterior Glass Panel Replacement project at the Lee County VA Health Care Clinic. The amendment extends the offer receipt deadline to April 1, 2025, at 10 AM EDT and provides clarifying questions and answers about the project. The solicitation is a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside, specifically for replacing 34 broken glass panels at the facility.

Key project details include contractor responsibilities for removing and reinstalling existing sunshade devices, matching glass color as closely as possible to the original discontinued tint, and protecting the site during installation. The contractor must provide a 12"x12" glass sample meeting contract specifications and a warranty for glass and installation. The project is administered by the Department of Veterans Affairs Network Contracting Office 8, located in Bay Pines, Florida, and requires contractors to be registered in the System for Award Management (SAM) and VetCert databases.

AMENDMENT 0002

Lee County VA Health Care Clinic Exterior Glass Panel Replacement

QUESTIONS AND ANSWERS

1. Question: Sunshade Removal/Reinstallation: Are there existing sunshade devices (architectural fins, brise-soleils, etc.) installed over or adjacent to the glass panels? If so, will their removal and reinstallation be required as part of this contract, or will this be handled by the VA or another contractor?

Answer: Contractor is responsible for removing and replacing existing sunshade devices (architectural fins, brise-soleils, etc.) as part of this contract.

2. Question: Color Matching and Glass Tint: The proposal indicates that the existing Caribbean glass tint is discontinued, and the replacement (Pilkington Blue-Green) may result in a visible mismatch. Will the VA require color/tint matching across adjacent panes for visual uniformity? Or is the replacement of only the 34 broken panels, regardless of visual difference, acceptable?

Answer: The VA acknowledges the current glass color is obsolete; match the color as close as possible to the original color.

3. Question: Site Access and Lift Equipment Usage: Will a designated staging area or lift access path be provided, or are there any known access limitations (e.g., landscaping, walkways, underground utilities) that could affect equipment positioning?

Answer: Equipment path will be designated by VA. Contractor is responsible for protecting the grass, bushes, trees, building from damage. Any damage caused by the Contractor is the Contractor’s responsibility to repair and/or replace.

4. Question: As-Built Documentation / Submittals: Question: Will the contractor be required to submit shop drawings, glass samples, or final as-built documentation for review and approval?

Answer: Contractor shall provide a glass sample, 12”x12”, meeting specifications provided in the contract. No shop drawings, no As-Built documentation required. Warranty for glass and installation required.
