STATEMENT OF WORK (SOW)

1. SCOPE: The Veterans Affairs Caribbean Healthcare System (VACHS) Facility Management

Service (FMS) has a need for Contractor to perform an assessment to evaluate the existing ventilation system and to identify the duct infiltrations through the approximately 2,000 linear square feet of supply and return ductworks distribution for the (8) eight Operating Room (OR) suites located at its main facility, in San Juan, Puerto Rico. The goal is to identify the current air leakages to ensure optimal air quality, required air changes per hours, rooms pressurization, system efficiency, and compliance with latest VA guidelines and safety standards. The Contractor shall also perform a Testing, Adjusting, and Balancing (TAB) water and air testing balance to leave the area in full compliance with the VA HVAC design manual.

2. General Requirements: The Contractor shall provide all labor, equipment, insurances tools and materials needed to perform the services describes in the scope.

2.1. The Contractor is required to perform services on operating rooms available work hours.

Availability will be defined by the CO and FMS point of contact (POC). Services shall be performed during weekends, and after the OR after regular working hours.

2.2. The Contractor shall develop a strategic plan to minimize the impact to the Operating

Rooms.

2.3. The Contractor shall also state if any ceiling repairs are necessary.

2.4. Technician providing TAB services must be certified by the National Environmental

Balancing Bureau (NEBB).

3. Period of Performance: Services shall be completed no later than forty-five (45) days from contract award.

4. Tasks: The Contractor shall perform the following tasks:

4.1. Pre-Assessment and Planning Site Survey: Conduct a thorough site survey of the ventilation systems in all eight (8) OR suites.

4.2. Leakage Detection: Use advanced diagnostic tools such as smoke pencils, ultrasonic leak detectors, and pressure testing to accurately identify leakages.

4.3. Planning: Develop a detailed repair plan specifying the location and nature of each leakage.

4.4. Water Balancing: The Contractor shall also perform a TAB water and air testing balance before and after the leaks have been identified.

4.5. Assessment Report: The Contractor must submit the report stating their assessment to the CO and FMS POC for evaluation and further decisions.

4.6. Final Water/Air Balancing and System Commission: The Contractor shall perform one final TAB Water and Air Balancing and leave all the VAVS programed in compliance with the Ventilations parameters.

5. Suggested Timeline: The Contractor shall follow the suggested timeline, in the provision of these services:

5.1. Weeks 1 - 2: Pre-Assessment and Planning

5.2. Weeks 3 - 4: Leak Identification and Report

5.3. Weeks 5 - 6: Final TAB Water Balancing and Commissioning

Note: The Contractor may complete the services soon sooner than the suggested timeline, as long as services are completed within forty-five (45) from contract award

6. Deliverables: The Contractor shall be responsible for providing the following deliverables:

6.1. Initial Assessment Report: A detailed report summarizing the current state of the ventilation system, including airflow measurements, pressure differential data, and any identified duct infiltrations or system deficiencies.

6.2. Testing Results and Data Logs: Comprehensive data from all tests conducted, such as airflow performance, pressure tests, and filtration efficiency measurements.

6.3. Identification of Infiltration Points: Documentation and diagrams pinpointing areas of air infiltration in the ductwork and ventilation pathways.

6.4. Recommendations Report: Detailed recommendations for corrective actions, upgrades, or maintenance required to optimize the ventilation system’s performance in the operating rooms.

6.5. Compliance Analysis: An evaluation of the ventilation system's compliance with relevant hospital standards, industry regulations, and best practices.

6.6. Final Report and Executive Summary: A final report compiling all findings, recommendations, and data, accompanied by an executive summary highlighting key insights and proposed next steps.

7. Compliance and Safety: To ensure safety is enforced during the provision of these services, the Contractor shall:

7.1. Ensure all activities adhere to relevant health, safety, and infection control standards.

7.2. Utilize personal protective equipment (PPE) and implement necessary safety protocols to protect employees, as well as the VACHS staff, patients, and visitors.

7.3. Obtain any required permits or approvals prior to commencing work.

7.4. By adhering to this detailed SOW, we aim to effectively identify the ventilation system leakages in the eight (8) OR suites, will which lead to a separate procurement to repair such leaks.

7.5. The Contractor's equipment shall meet the specifications listed below and shall comply with the Occupational Safety and Health Administration’s (OSHA) standards, as well as any applicable fire regulation. Contractor’s equipment shall be in good condition and shall comply with all Government safety standards and all The Joint Commission (TJC) equipment standards. Any equipment, which the FMS POC considers in disrepair or unsafe shall be removed from the premises and shall be replaced with equivalent equipment that is in good conditions and meets the specifications contained herein.

8. Communication and Coordination: To ensure effective communication and coordination is performed, the Contractor shall:

8.1. Maintain clear and ongoing communication with the CO and FMS POC for his contract.

8.2. Provide regular progress updates and address any concerns promptly.

Ensure minimal disruption to hospital operations and patient care.
