About this file
This document is a Question and Answer Document related to a federal contract opportunity for the installation of a Boiler Remote Alarm Panel.
The key details are as follows: The remote alarm panel is to be a basic panel with indicator lamps, alarm horn, strobe, and silence pushbutton, and will be tied into an existing MSA controller in the control room. The Statement of Work will be updated to include high natural gas pressure and high propane header pressure alarms on the remote alarm panel. The CLIN structure has been revised to eliminate conduit and wire as separate line items, with those materials to be included in the bid prices. Electronic drawings will not be provided for the DA tank/condensate tank or boiler control panels. The high propane header pressure switch alarm can be located on the inside of the plant rather than outside. The natural gas and propane gas pressure alarms are to be standalone alarms on the plant floor, not tied into the SCADA system. This is in relation to Federal Contract Opportunity 36C24824Q1263 for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8.

Solicitation Questions
1. Please confirm information provided during walk-thru as follows:
a. Remote Alarm panel to be basic panel with indicator lamps for specified alarms and include alarm horn, strobe, and silence pushbutton.
i. Answer: Yes
b. Statement of work was too vague concerning CO alarm system, and that only remote audible and visual alarms are to be provided and to be tied into existing MSA controller in control room.
i. Answer: See updated SOW.
c. Statement of Work will be updated with amendment to include High Natural gas pressure and high propane header pressure alarms now also on the remote alarm panel.
i. Answer: See updated SOW.
2. Please confirm CLIN Line items will be revised to eliminate Conduit line item and Spool of wire
Line item, and that these items should be included in the bid prices as “installation materials” for the remote alarm panel and remote alarm & Strobes.
a. Answer: CLIN Structure Changed with Amendment Dated 7-15-2024.
3. Will electronic copies in dwg or dxf format be made available for the DA tank / condensate tank, so that they can be revised to show the new tie-ins for the remote alarm panel?
a. Answer: No
4. Will electronic copies of the Boiler control panels be provided so revisions can be made for the new secondary low atomizing media pressure switch that is to be added?
a. Answer: No
5. During the walkthrough, the location we were shown for the High Propane header pressure switch alarm to be added is outside between the gas regulator and the emergency shutoff switch. This would not be the ideal location. Can the switch be located on the inside of the plant, after the shutoff valve for better accessibility and testing?
a. Answer: Yes
6. Will the added Natural gas pressure and propane gas pressure alarms be a separate alarm panel on the plant floor, or should they be included in the Remote Alarm panel scheduled to be installed in the control room?
a. Answer: They should be alarming on the Plant Floor (audible and visual).
7. Per previous RFQ# 36C24824Q0925 that was cancelled, one of the RFI question & answer concerning the Remote Alarm panel was a requirement for the panel to communicate to the
SCADA system. Is this still a requirement, or is it to be a standalone alarm panel?
a. Answer: Standalone Panel.
8. Will the natural gas incoming high gas pressure alarm be a standalone alarm, or will it need to be tied into the plant master or SCADA system?
a. Answer: Standalone.
9. Will the propane gas incoming high gas pressure alarm be a standalone alarm, or will it need to be tied into the plant master or SCADA system?
a. Answer: Standalone.
