AMENDMENT 0001

Vendor’s Questions:

Q.1 The government has provided a set of attachments in the RFP (Section D) to be completed with our submission package. In which volume should these be submitted?

A.1 Attachments D-1 through D-6 shall be completed and returned as Section D

Attachments with quoter’s package.

Q.2 Will the government allow the contractor to submit CPARS instead of PPQ where available?

A.2 Quoter can submit CPARS information; however, it will not substitute for Past

Performance Questionnaire (PPQ). PPQ shall be completed by two (2) of the quoter’s reference(s) that are not quoter's employees. Refer to Page 83 Solicitation Pages, Documents, and Attachments to be completed and returned, item e.

Q.3 Does the Government expect to see the QCP, VA training certificates, and

Attachment D-4 as Appendices in the Technical Volume?

A.3 Yes, in Volume I. Refer to

Q.4 Will the Government accept two Cancer Tumor Registry past performances instead of three?

A.4 The Government has requested only two (2) Past Performance Questionnaires.

Refer to Page 83, Solicitation Pages, Documents, and Attachments to be Completed and Returned: Item e. Additionally, interested vendors shall have at least three (3) years of experience in providing cancer registry services and recent experience with the

COC standards. Refer to page nine (9), B.3 Performance Work Statement, 1.3.

Q.5 The government is requesting a Firm Fixed Price quote with a unit price and well-defined quantities for deliverables. However, the procurement is defined as an IDIQ with Task Orders issued as needed. Will the government consider revising this procurement from an IDIQ to a FFP Single Award Contract because

Tasks, Deliverables and Quantities are already well-defined?

A.5 Refer to page 88, E.4 52.216-1 Type of Contract (Apr 1984).

Q.6 The government lists $1,300,000.00 as the ceiling for the IDIQ. If the government does not change the contract type from IDIQ to a Firm Fixed Price

Single Award contract, will the government consider increasing the ceiling of the

IDIQ to accommodate for potential demand for services beyond quantities defined in the PWS?

A.6 Refer to page 47, C.4 clause 52.216-19 Order Limitations (Oct 1995).

Q.7 The government requests that the contractor shall show proof that those providing abstracting services are Certified Tumor Registrars (CTR) or Oncology

Data Specialist (ODS). Will the government consider adding Key Personnel to the

Evaluation Criteria, with the evaluation factor that CTRs are current employees, and hold VA Credentials?

A.7 The Government has included Key Personnel in the Performance Standards. Being a current VA employee and/or holding VA credentials is not a requirement for this contract; however, can be included in the offer for technical capability information provided to review. Refer to pg. 23 - Section 4.7.4.4 and 4.7.4.5. Refer to Section E -beginning on pg. 78.

Q.8 The government requests past performance of comparable CTR services to those described in the Performance Work Statement at a VA facility or medical hospital. Will the government consider broadening this language to indicate

"those described in the Performance Work Statement at a VA Facility or Medical

Hospital, or at an Enterprise-level demonstrating performance for the VA National

Oncology Program or another major health system"?

A.8 The Government will expand the language on pg. 93 Past Performance Subfactor A to state: "those described in the Performance Work Statement at a VA Facility, Medical

Hospital, or at an Enterprise-level demonstrating performance for the VA National

Oncology Program."

Q.9 Will the government please consider revising the due date of the proposal response to two weeks after the day responses are provided to Q&A so that vendors may adjust their approach and provide a comprehensive response in alignment with requirements?

A.9 The due date for response to RFQ is extended to 1:00pm, 3/28/2024.

Q.10 Can the government indicate if there any page restrictions on the technical capability or past performance volumes?

A.10 There are no page restrictions. The total size of the quote (Volumes I, II, and III) shall not exceed 6MB. Refer to page 83 Format.

Q.11 Can the government indicate if VA facilities included in the solicitation are

Commission on Cancer (CoC) accredited?

A.11 Not COC accredited.

Q.12 Can the government indicate if VA facilities included in this solicitation are exempt from the Florida Cancer Data System (FCDS) abstractor code requirement?

A.12 VA Medical Center (VAMC) follows National Commission on Cancer standards and State requirements. Refer to page nine (9) 1.2.

Q.13 Can the government indicate if contractors will be required to collect subsequent treatment information?

A.13 Yes, once the backlog is caught up. VA Medical Center shall require contractors to collect follow-up information.

Q.14 Based on our experience, 80% of cases would require follow up. Would the government consider increasing quantity of follow up to 1600 to align with the expected cases, or is the contractor expected to complete only a portion of expected follow up?

A.14 Yes, VAMC would consider increasing quantity to meet needs.

Q.15 Given that the RFP contains a Wage Determination requirement, would the government provide labor category descriptions, including education and years of experience, for each LCAT required under this contract?

A.15 Wage Determination classification for Certified Tumor Registrar (CTR) or

Oncology Data Specialist (ODS) is 12190 Medical Record Technician. Refer to RFQ page 11, 2. Qualifications.

Q.16 In the ‘Instructions to Quoters’ the RFP says “Complete required attachments as identified in Section D – Contract Documents, Exhibits, or

Attachments, attachments D-1 through D-6 and return signed documents with quote submission.” Can the government please confirm if Attachment D4 –

Contractor Rules of Behavior is due as part of the proposal or upon award? If it is due as part of the proposal, since this is an IDIQ and proposed staff will be identified over the life of the vehicle, can the attachment be signed by the Offeror as opposed an individual?

A.16 Attachment D-4 can be signed by the quoter as opposed to an individual.

Q.17 In the ‘Instructions to Quoters’ the RFP says “Complete required attachments as identified in Section D – Contract Documents, Exhibits, or

Attachments, attachments D-1 through D-6 and return signed documents with quote submission.” Can the government please confirm if Attachment D6 – VA

Information and Information System Security/Privacy is due as part of the proposal or upon award? If it is due as part of the proposal, since this is an IDIQ and proposed staff will be identified over the life of the vehicle, can the attachment be signed by the Offeror as opposed to an individual?

A.17 Attachment D-6 can be signed by the quoter as opposed to an individual.

Q.18 Can the Government clarify if the number of estimated quantities provided in the solicitation is for evaluation purposes only?

A.18 Estimated quantities provided on pg. 7 Price Schedule is an approximate quantity that will be expected to be completed during the contract year for each line item.

Q.19 The VA Remote Network Access system, the Citrix Access Gateway (CAG), can be slow and cumbersome to use, especially when operating in various VA systems at once. Would the Government consider providing Government

Furnished Equipment (GFE) in the form of Laptop Computers allowing a more seamless connection to the network via the RESCUE VPN and thus improving

ODS efficiency?

A.19 Government Furnished Equipment (GFE) is not allowed for this contract and will not be provided. Refer to pg. 9 - section B.3 1.4

Q.20 The quantity of estimated follow-up cases for each year is 250, except for

Option Year four (4) where this jumps to 5000. Can the government confirm this is an accurate estimation?

A.20 The quantity of estimated follow-up cases for each year is accurate. The significant change is that by Option Year Four (4), all back-log will be up to date and the focus will shift to the need of follow-up case assistance/support.

Q.21 What is the Productivity the Team is meeting currently?

A.21 VAMC CTR is focused on case finding; abstracting and follow-up are not being performed.

Q.22 What is the Electronic Health Record System?

A.22 The Veterans Health Administration (VHA) Directive 1907.01 maintains policy for a

VHA-wide Health Information Management (HIM) program which manages paper, electronic health information and health records at Department of Veterans Affairs (VA) medical facilities. Electronic health record (EHR) is the digital collection of patient health information resulting from clinical patient care, medical testing and other care-related activities. Refer to page nine (9), 1.7 Policy/Directives/ Handbooks.

Q.23 Can you confirm the incumbent for the above effort? If so, could you please provide the incumbent name as well as the contract number?

A.23 There is no incumbent performing required Cancer Registry Services; this is a new requirement.
