1. What subcontrac ng limita on should I plan for per VAAR of VAAR 852.219-75? The solicita on version of VAAR 852.219-75 does not set a subcontrac ng limita on for Services but does set 75% for special trade construc on contractors. A achment 3 version of VAAR 852.219-75 sets the limita on for subcontrac ng at 50% for Services and does not set a limita on for special trade construc on contractors.
Response: Contractors shall comply with VAAR 852.219-75 (a) (1) (iii) for Special trade construc on contractors, see RFQ sec on C.5 VAAR 852.219-75 as well as A achment 3 of the
RFQ.
2. As for invoicing, it states that invoices are paid in arrears a er services have been rendered and accepted. Would that be for the en rety of the contract, or for por ons completed at a certain me?
Response: Each Period of Performance (POP) period is 12-months in dura on. Invoices may be submi ed and processed once services have been rendered any me during the 12-month POP.
For example, all services have been rendered for site A in the third month of the POP; in turn, the Contractor shall submit an invoice for the services rendered.
3. As pertaining to insurance, C.3.d which is pictured below does not allow for exclusions for asbestos, but from my dealings with my insurance company, that is not an easy or cost-effec ve thing to do. Is this only for situa ons and companies that will have any chance of dealing with asbestos, or is this required for this contract?
Response: Insurance requirements must comply with FAR 28.307-2 and FAR 52.228-5 to include general liability insurance without any exclusionary clauses for asbestos that would voice general liability coverage.
4. When it comes to the requirements around the arc flash study, my understanding is that by the end of the contract, the goal would be to have the arc flash study up to date and current? With that understanding, can you provide me with the current state of the site's arc flash studies?
Response: No arc flash study required.
5. To request a copy of the one-line diagrams or any drawings of the VA medical center's electrical grid. Would it be possible for you to provide us with these? This will help us generate an accurate proposal that meets your requirements.
Response: Diagram/drawings have been provided on Amendment A0002, dtd 03-10-2024.
6. When looking at the templates for unit price and amount, I see Lake Baldwin does not have the 2nd 3-year maintenance as an op on. Was this inten onal?
Response: Yes. The dura on of the contract is 5-years. The services needed at each site occur once every 3-years; therefore, not all sites will repeat services during the 5-year contract period.
7. What are the bonding requirements for this project?
Response: If there are any bonding issues iden fied during the inspec ons they must be noted in the report.
8. We are looking for clarifica on on this sec on where it states "tes ng (Infrared Thermographic & Arc Flash included)". Was an Arc Flash study desired along with the inspec on and tes ng of the electrical power distribu on system?
Arc Flash is an engineering study outside of tes ng and maintenance and comes with a different set of standards with an increased me requirement for performance. While this is within our abili es, if an Arc Flash study is to be performed, we will need a set of drawings, guidance on performance, standards to be followed, specifica ons on what to be performed and deliverables required by the customer.
Response: Arc Flash study/tes ng not required for this contract. The sec on B.3 Performance Work Statement (PWS), paragraph 1 has been revised to removed ‘…& Arc Flash included..’
verbiage.
9. Regarding the ATS test: The SOW does not make it clear whether we should do a standard test (megger & ductor) or, a func on test for the ATSs (which lasts at least 3 hours) . In short, I don't know whether to consider 1 hour or 3 hours per ATS.
Response: Per PWS, tes ng shall be accomplished IAW latest edi ons of references listed in sec on 1.
10. Regarding switchgears: The equipment list shows there are 194 switchgears to test. Should I consider that the number given us refers to 194 sec ons or 194 switchgears with 3 sec ons each?
Response: Switchgear count is by whole unit, not sec ons, subsec ons or otherwise delineated.
11. Regarding Relays: In the switchgears and switchboards sec on, the specifica ons say the following: "6.5.2.7. Calibrate and maintain adjustable protec ve relays." No relays are listed, so we are not sure if this is a generic specifica on or if we will find relays to test and calibrate. If so, can you provide quan ty.
Response: Relays are integral to switchgear, breaker, etc. assemblies and shall be tested, calibrated, and maintained. No individual count of integral equipment shall be provided.
12. Regarding transformers: The equipment list only show us the number of transformers. It does not specify how many are Medium Voltage or Low Voltage; we also don't know which ones are dry or oil filled, how many are small or large. Furthermore, the spec ini ally talks about following NETA standards, but in the specific sec on on transformers the spec only men on the need for IR Scan for transformers and oil analysis for oil filled ones. Should we only plan on doing the IR Scan? How many transformers will need the oil sample?
Response: Equipment to include transformers regardless of voltage class shall be tested IAW references listed in sec on 1 of the PWS. No addi onal informa on shall be provided on counts of types. All oil filled transformers will require sampling and tes ng.
13. We have no ced an issue with the equipment inventory list for the electrical switchgear. There is not a list of equipment that states what quan es make up this category.
At Lake Nona, you have the following equipment items that are not specifically scheduled out between the Electrical Switchgear and Enclosed Circuit Breaker categories on page 13 of the solicita on.
Medium Voltage Circuit Breakers Protec ve Relays Medium Voltage Switches Low Voltage Circuit Breakers Low Voltage Switchboards
We need a breakdown on these equipment items and given quan es. This will impact pricing in a major way.

14. We should add medium voltage transformers to this list of equipment requiring further informa on. These transformers are dras cally different in their scope from the low voltage transformers. Right now, the solicita on has 232 transformers for just Lake Nona. The overwhelming majority of these transformers are low voltage types. Pricing is significantly different between the two types of transformers due to scope and me to perform tes ng. Addi onally, medium voltage oil-type transformers should be listed separately as they have a specialized lab test on the enclosed insula ng oil.

15. Are we performing primary or secondary injec on tes ng on LV breakers?

16. What is the minimum breaker size that needs to have primary or secondary tes ng done? 200A was referenced during the site visit walk through. Do thermal-magne c breakers need to be tested or just electronic trip?

17. Do we need to perform a full NETA test on the MV breakers? This will require racking out every breaker and lowering them to the floor.
Response: yes
18. Do we need to test relays associated with each MV circuit breaker? If required, what type of relay tes ng?
Response: yes. All
19. Is the contractor providing/execu ng the LOTO procedures or VA personnel?
Response: Yes. Contractor required to follow all OSHA and other procedures required by law.

20. What tes ng is required for ATS Switches? Is it a func onal test, cleaning, lubrica ng? Will an electrician be providing back-up power to ATS Loads?
Response: Many ATSs have bypass and isola on capabili es however that varies campus to campus. For ATS that cannot be bypassed/isolated then an outage will be coordinated by VA personnel.
21. Will any deficiencies found such as a breaker replacement or repair be dealt with on a separate contract after a proposal by the contractor is provided and awarded?
Response: Deficiencies will be iden fied and reported as required by this PWS. No other ac on or commitment is made or inferred.
22. Will any emergency electrical services be dealt with on a separate contract/PO?
Response: Contractor responsible for mee ng requirements of this PWS. In the event of emergency services, all services will be dealt with on a case-by-case basis with direc on and guidance from the Contrac ng Officer (CO).
23. Will the contractor be required to work on Sundays for weekend hours also?
Response: Yes, some weekend work may be required to minimize the impact to pa ent care services.
24. Can a total breakdown list of equipment with Building/Loca on/Breaker manufacture (example only below) that need to be tested or calibrated?
Response: See previous reports. If info is not included, then answer is no.
25. How many liquid cooled transformers are there in case refilling is necessary?
Response: Not included in PWS
26. Will tes ng be needed for protec ve relays (the ones needing calibra on) and wa relays ( the ones needing calibra on)? If so, please provide the quan es by loca on of the Protec ve Relays, the instruments needing calibra on, and the wa hour meters needing calibra on.

27. Clarify that the VA will coordinate with us on scheduling and coordina ng the work.
Response: VA personnel will coordinate outage/inspec on schedule with contractor
28. Clarify what the work hours will be for all work impac ng pa ents.
Response: see PWS paragraph H:
29. Will the VA Electrical staff perform the switching in coordina on with us?
Response: Yes
30. Will the VA coordinate and pay for u lity outages?
Response: VA shall coordinate outages. No payment will be made outside of this contract.
31. This scope covers both inspec on and tes ng and maintenance in Sec on B.3 1. But there was discussion during the site visit that we were not to perform PM on the gear just tes ng and inspec on please clarify the scope.
Response: Maintenance shall be performed IAW with references listed in PWS.

32. Will the VA Electrical staff assist with escor ng, keys, access to perform both the IR scan during normal hours and the other work a er hours as required?
Response: Yes. VA will escort and have keys. IR scans can be accomplished during the normal hours provided it doesn’t disrupt pa ent care or other opera on, as directed by COR IAW this
PWS.
33. Is there 480v availability in electrical rooms or nearby to provide power to our Primary Injec on tes ng unit?
Response: Majority of electrical closets have 480-volt panels. No 480-volt receptacles are available in any closet.
34. Regarding the classifica on of the project as services. I ask you to consider reclassifying it as specialty contractors.
Response: See response for ques on 1.
35. the PWS men ons “Arc Flash” on page 9 but does not specifically men on performing a study. The line-item pricing on page 13 does not include language or a pricing line for an Arc Flash Study. We are thinking the pricing should only include IR with the tes ng and pm. Please confirm the request for an Arc Flash Study or just IR.
Response: arc flash study not required.
36. Page 2 of amendment 0001 shows 3-year Inspec on. Did it change to only 3 year (NOT 5)?
Response: Inspec on & tes ng services occur at each VA site once every 3-years. The total dura on of the contact is 5-years.
