Questions and Answers:

Q.1 Can you clarify "services should be provided by a contractor with prior Veterans Health Administration (VHA) experience", are you referring to experience working in the VA, with the VA, or knowledgeable of the VA system?

Answer: Knowledge of VA System is preferred but it is not mandatory.

Q.2 Additionally, if the vendor does not have contract experience with the VA for this subject, are they still encouraged to apply?

Answer: Yes.

Q.3 In B.2., Paragraph 1 on Page 6 of 58, the solicitation states, "Due to the laws, statutes, rules, and regulations applying to the Federal Government, and the Department of Veterans Affairs, these services should be provided by a contractor with prior Veterans Health Administration (VHA) experience." Question: Is prior experience providing HR training to the Veterans Benefits Administration (VBA) suitable or only VHA?

Answer: Yes, VBA past performance is acceptable.

Q.4 In B.2., Paragraph 5 on Page 7 of 58, the length of session is marked as Mon-Fri and 8 Hours per day. Question: Can you confirm that each training session is to be 5, eight-hour days?

Answer: This is a tentative schedule. Final training agenda will be coordinated and approved by the COR.

Q.5 How many breaks are to be offered during the training session? How long is each break?

Answer: Exact amount and length of breaks shall be coordinated with the COR and captured on the training agenda provided to the COR prior to the start of each session.

For the purpose of this solicitation the vendor has the liberty to provide a suggested break plan and lunch break in their draft agenda.

Q.6: Is there an incumbent for this requirement, and if so, what is the company's name?

Answer: No. This is a new requirement.

Q.7: According to the answers given for questions related to the RFI, the same 250 participants would complete their training requirements within a week. This RFP suggests that each day of the 5-day live/virtual sessions, different participants would receive the same training. Do you expect that each group of participants will complete their training during the same week, or that each participant would not be fully trained until the fourth quarter? If completion is expected within the same week, please note that the RFP only spells out the topic requirements for 4-days.

In other words, is Monday one group of 250 supervisors taking specific topics, and then Tuesday the same topics are presented again but to a different group of 250 supervisors, and Wednesday -the same topics again, but to another different group of 250 supervisors?

Answer: The intend of the quarterly training is to have the same 250 participants attend each one of the quarterly training sessions. Training shall be varied from quarterly session to quarterly session. The COR and the vendor shall work directly to coordinate specific training topics upon award and prior to each quarterly session. A training agenda/curriculum shall be provided to the COR for review and approval prior to each quarterly training session.

Q.8 Is this now a "Simplified Acquisition" project with a maximum funding limitation of $250,000?

Answer: Funding limits will be adjusted if necessary, during the evaluation process.

Q.9 Please confirm this is now only a 1-year project (4 quarters)

Answer: As stated on the solicitation this is a 12-month period of performance base contract only. The vendor shall provide four (4) training sessions approximately one (1) training session per quarter. Specific training dates will be coordinated directly with the COR upon award.

Q.10 Is the total number of supervisors to be trained in this 4-part quarterly training 250 per quarter - and no more than 1,000 maximum - for the life of the contract?

Answer: The intend of the quarterly training is to have the same 250 participants attend each one of the quarterly training sessions. Training shall be varied from quarterly session to quarterly session.

Q.11. Can you clarify how many supervisors will receive live on-site training each session and will require a hard copy of the workbooks and how many will be Virtual with electronic copies of materials?

Answer: The vendor shall work directly with the COR upon award and prior to the start of each session to identify the exact amount of in person and virtual participants. The total amount of hardcopy workbooks for the duration of the period of performance shall not exceed 250 workbooks.
