About this file
This amendment to a solicitation provides responses to contractor questions and attaches a site visit roster. The solicitation is for construction services to upgrade the domestic water system and increase hurricane hardening at a Department of Veterans Affairs medical center in Puerto Rico. The responses clarify that corrosion allowance should consider all tank parts in contact with water, umbrella roofs may be considered, interior cathodic protection is not required, grounding and perimeter safety systems can be fabricated from painted carbon steel or galvanized material, and a level indicator system is required. Additionally, the foundation detail was not intended to limit design and the concrete mat and piles will remain, but the tank anchorage must resist seismic and wind forces. No changes were made to the response deadline.

At section 22 12 16 2.2B specifies a corrosion allowance (CA) of 0.1 in. Please confirm if this CA is to be considered only for tanks parts in contact with water.
Per AWWA D100: Corrosion allowance, if any, to be added to parts that will be in contact with water and to parts that will not be in contact with water (Sec. 3.9).
2.
The CA, must be considered on the roof plates also? Please clarify.
Refer to answer #1.
3.
Can a self-supported umbrella-type roof be considered in lieu of a supported cone roof?
No cone roof is mentioned on specification 22 12 16. The roof type shall be per the tank's manufacturer design according the tank's capacity size.
4.
Please, confirm if a cathodic protection system is required for the tank’s interior surface.
Because no contact the tank's surface with the soil, sit on a concrete mat, no cathodic protection is required.
5.
Can you confirm If a grounding system is required to be connected to tank?
Confirmed tank's grounding system.
6.
Can you confirm if the exterior vertical ladder and the roof perimeter safety railing system can be fabricated in carbon steel and painted or galvanized painted material?
Per spec 22 12 16 section 3.6 METALLIC COATINGS: "A. Tank members, protection shield, ladders, ladder safety cages, rigging lugs, overflow pipe and riser shall be zinc-coated (galvanized) by the hot-dip method, ASTM A123/A123M. Bolts and similar fasteners shall be zinc-coated by the hot-dip method, ASTM A153/A153M. Hot-dip galvanized surfaces abraded or burned off by welding operations shall be repaired with zinc repair compound in stick or powder form, applied in accordance with the manufacturer's printed instructions."
7.
Is a liquid level indicator system required for the tank? Which type of level indicator do you require?
The tank manufacturer will furnish an Aluminum Level Board indicator similar to Shand & Jurs 92302 with a transmitter similar to Shand & Jurs MCG2420. Refer to spec. 22 12 16 section 2.6 for more information.

Section 1 on drawing sheet S-303 shows the typical tank floor section, which basically corresponds to a type 6 foundation, and states that the design of the connection of the tank shell to the foundation is by the tank manufacturer. Type 6 tanks utilize a steel base ring shell embedded into the concrete foundation which also serves as the tank bottom. However, per ASCE 7-16, for type 6 tanks, the overturning ratio, J, as determined by AWWA D100-11, shall not exceed 0.785. The J ratio relates to the seismic loading and is a criterion used to determine if the tank requires mechanical anchorage. A value of less than 0.785 indicates that the tank wall will not experience uplift and does not need anchorage. Conversely, a J ratio greater than 1.54 requires the tank to be mechanically anchored. Ratios between the
two values may or may not require mechanical anchorage depending on other factors. Essentially, the ASCE is requiring embedded shell steel tanks not to be used in areas where uplift occurs due to seismic activity as there is a risk of the shell separating from the concrete tank bottom during a seismic event. The preliminary design of this tank shows that the overturning ratio J is around 1.6, which indicates that the tank is not stable against overturning and hence mechanical anchorage must be provided to resist seismic loading. For most applications, Venergy will design our water tanks to use foundations types 1 through 5. With foundation types 1 through 5, the storage tank will include a steel bottom which structurally ties into the tank shell creating a one uniform structure. Please, consult with the project designers to revise the foundation construction.
The detail mentioned was not intended to limit the contractor or direct the contractor to a Type 6 tank. The referenced detail was simply meant to direct the contractor’s delegated tank designer to design the tank base anchorage to resist the code required seismic and wind forces as required. The concrete mat and piles are required and will remain unchanged.
