X x x Tittle: Elevators Inspection and Certification The purpose of this amendment is to provide answers to the questions submitted by potential vendors regarding the Elevators Inspection and Certification solicitation (No. 36C24823Q2006).

1. Will VA be providing a mechanic and weights to perform the test while our Inspector "witnesses" the test? (This is typically done by the VA's elevator maintenance contractor, Any QEI elevator inspector performing their own test is in violation of the Code of Ethics (National Association of Elevator Safety Authorities Code of Conduct- Under the “Duties of a QEI Elevator Inspector” section 2.2 of the ASME QEI-1-2018 Standard for the Qualification of Elevator Inspectors mentions that a QEI elevator inspector is to “WITNESS” only.)

Answer:

VA will provide a mechanic and weight to perform the elevator 5-yr load tests and inspector will witness the test according to standards. PWS statement referring to this topic shall be dismissed.
