About this file

This document is a justification for other than full and open competition for a federal contract opportunity issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8. The contract is for patient monitoring systems for three VA medical centers in San Juan, Lake Baldwin, and Lake Nona. The justification cites the contractor's unique qualifications as the incumbent systems are currently installed at the San Juan location and only the awardee can provide supplies and services without substantial duplication of costs or delays. Market research identified three SDVOSB sources capable of meeting requirements as authorized distributors for the incumbent, though only two expressed interest in writing. Historical pricing data will help determine fair and reasonable contract pricing. The contracting officer certification and required approvals are documented for a set-aside with an anticipated value over $750,000.
