AMENDMENT 0006

Vendor’s Questions Q.1 Can the Provider bill for other services other than the listed CPT codes (non-capitated)?

A.1 BILLING-CPT CODES: The Contractor shall adhere to the most current procedural terminology (CPT) coding standards used for primary care and mental health services – examples listed of CPT and Health Care Common Procedural Coding System (HCPCs) – this list is not all inclusive as it is subject to conformance to the Centers for Medicare and Medicaid Services (CMS) regulations. The contractor shall submit applicable codes should changes be required based on CMS updates. As such, the contractor is responsible for identifying applicable CPT, HCPCs and any additional coding each year as CMS regulations are updated.

Q.2 How are after-hours billed?

A.2 If a patient goes to an after-hours clinic due to an urgency or an emergency, the VA will be billed for the visit if the level of care or the services needed are not available at his clinic site or at the time of the urgency or emergency. If the visit is not considered urgent or emergent, the patient may be responsible for the bill. If it is determined that VA will not pay for the visit, there is a process for the patient to request a reconsideration. If a primary care clinic is designed to provide routine services after hours, that visit should not be billed.

Q.3 If Stress tests, colonoscopies, and endometrial biopsies are required, how are these and other procedures billed?

A.3 All services that are not included in the contract will be referred and managed by community care with either local providers or in San Juan, PR.

Q.4 Can prenatal and midwifery care be billed separately from the capitated rate?

A.4 VA is authorized to provide comprehensive pre-natal, intra [1] partum and post-partum care to eligible women Veterans. Maternity benefits begin with the confirmation of pregnancy, preferably in the first trimester, and continue through the final post-partum visit, usually at 6-8 weeks after the delivery, when the Veteran is medically released from obstetric care. Providers must initiate a Community Care Maternity Consult and notify the Maternity Care Coordinator at 787-641-7582 extensions 128602 or 128601.

Q.5 If one of the PACT Team has multi-disciplinary capabilities and can meet the needs of this solicitation, would it be acceptable to use them in multiple roles?

A.5 Yes, as long as the providers meets the clinical care standards and continuity

Q.6 If there are space constraints for the 4-5 VA personnel in the CBOC, can close proximity or additional office of the provider be acceptable to the house.

A.6 Yes Q.7 Will the cost of services performed in the community be the responsibility of the VA? (Question13, from AMENDMENT 0001 dated 03/18/2021)
