36C24821Q0591 – NF/SG Special Mode Transportation – North Region Amendment 0001 - Responses to Vendor Questions

1. Will personnel be needed on a 24-hour basis or will regular working hours be in place?

Response: Per Paragraph 4(a) of the Performance Work Statement, “Services may be required 24-hours per day/7-day a week, 365 days a year, within the states of Florida and Georgia.” The same rates shall apply 24 hours per day. Vendors can anticipate approximately 10 trips per month outside of normal working hours.

2. How large is the NF/SG VA Health System’s catchment area by radius? Are the timeframes for responding to calls realistic with the area we need to cover?

Response: See attached map of the NF/SG VHS. Current contractors have been able to adhere to the required response times with no issues. Vendors should include their Performance Plan for covering the catchment area in the Technical Capacity volume of their quote.

3. Which system is in place to calculate miles?

Response: Bing Maps. However, no mileage calculations will be necessary for trips, as the Price/Cost Schedule uses flat-rate pricing, regardless of mileage.

4. Should personnel be assigned to each location to ensure 30 mins scheduled window and 1-hour unscheduled window can be made?

Response: No. This section of the PWS has also been revised to clarify the requirement.

5. If using sub-contractors from the State of GA will they be required to have special certificates or authorization to pick-up/drop-off patients in Florida? (i.e. Certificate of Need or ACLS) Response: There are no special requirements that the VA is aware of.

6. Will there be any storage or parking of vehicles/equipment at any of the locations?

Response: No

7. Who was the incumbent?

Response: There are 2 current incumbent contractors:

North Region South Region Excelsior Ambulance Service, Inc. Navarre Corp.

Contract #: 36C24821P0602 Contract #: 36C24820D0019

8. Will all calls come directly from dispatch?

Response: No, Call will come from Travel Office and AOD’s.

9. Will we need to purchase PKI from the VA or will this be provided with the award? If not, should this be acquired before submitting the proposal?

Response: No

10. What are the estimated wait times for the crew? Will this be something that we should factor in the base or add as a separate addendum?

Response: Previous contracts allowed for a maximum of 10 minutes wait time before charging a per-minute fee. This per-minute fee has been removed from this solicitation, as there were no instances of abnormally long wait times on the previous contracts and no charges were incurred. There will not be a separate Line Item for wait times.

11. Page 36 paragraph #5 (Past Performance Information) of the solicitation states the following:

“An assessment of the level of expectation the Government has in a quoter’s ability to meet the requirements of the solicitation, based on a demonstrated record of performance.” What are the discriminators for assessing a "demonstrated record of performance"?

36C24821Q0591 – NF/SG Special Mode Transportation – North Region Amendment 0001 - Responses to Vendor Questions

Response: In accordance with Section E.2 52.212-2 Evaluation of Quotes, paragraph c (3):

Quoters are encouraged to submit any national safety or outstanding customer service awards that have been awarded within the last 3 years. Quoter is welcome to submit any other past performance information that he/she believes is pertinent for the Awarder to know regarding organization’s past performance. The past performance evaluation may be based on the contracting officer’s knowledge of and previous experience with the supply or service being acquired; Customer surveys (See D.4) and past performance questionnaire replies;

Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/;

or any other reasonable basis.

NOTE: A quoter who has no relevant past performance history will be given a neutral rating and will not be evaluated either favorably or unfavorably, in accordance with FAR 15.305 (a)(2)(iv).

12. “The past performance evaluation may be based on the contracting officer’s knowledge of and previous experience with the supply or service being acquired.” Does this statement allude that if the contracting officer's knowledge and experience with the type of special needs transport services an offer’s company provides, then it's considered to be unsubstantiated, or will the contracting officer contact the offer for clarification?

Response: See response to Question #11.

13. “Customer surveys and past performance questionnaire replies See D.4); Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. The surveys ask (What contracts did this offeror perform for your company? Provide the total contract amount, dates of performance, and contract number).”

For offers that provide wheelchair and stretcher transport services via Medicare (where there isn't a specific contract number or specified value), would it be acceptable to submit the companies Medicare Transport number and the estimated billing values of transports to a given facility along with facility administration contact information? If not, will you please provide suggestions for properly depicting offer's demonstrated record of performance?

Response: See response to Question #11.

14. Does the total quantity represent the estimated number of trips only? If so, would you provide an estimated average mileage per trip?

Response: Estimated average mileage is not available. All trips under this requirement will be within the catchment area as defined in the Performance Work Statement, Section 1.

Quoters should plan their pricing accordingly.

15. Is this solicitation only for veterans?

Response: This solicitation is Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Interested vendors must meet all the requirements of VAAR Clause 852.219-10.

16. Are there any current primes who are looking for subcontractors that you could provide us information on so we may partner with them?

Response: An Award Notice will be posted to beta.sam.gov once award is made. Any vendor interested in subcontracting may coordinate directly with the awardee at that time.

17. How do we submit proposals?

Response: Please submit all quotes to the Contracting Officer at daniel.dove@va.gov. See E.1 52.212-1 Instructions to Quoters for more details.
