Questions.
1. Does the government provide Asbestos training / cert at no cost to contractor before start of contract? The government does not provide this service to contractors.
2. With COVID-19 still being an issue will government help contractor with sufficient N95 masks for the duration of the job? Contractors are to provide their own masks.
3. How many people can we have on a crew? As many as is needed to complete the tasks in a timely manner; no limit.
4. Is the government covering the cost of the initial background checks? Yes
5. Will the initial 4 background checks be covered by the government? Yes
6. Clarification on the 4 personnel with background checks will be the key personnel allowed to complete service requests and be on grounds? Yes, other personnel can perform work but must be escorted by VA personnel when accessing telecom rooms.
7. Is the allowance for the 4 background checks reimbursed or does the government pay upfront?
The Government performs and pays for the background investigations.
8. Does the contractor need a low voltage license person on staff? Yes, staff are required to operate under an approved Florida Electrical License.
9. Are there any required permits that need to be pulled? The VA is the permitting organization.
10. Is a Florida business license required? Yes, or an approved reciprocity business license approved by the Florida Department of Professional Regulation.
11. Manufacturers Extended warranty is a staff required to be onsite after services are completed?
No
12. Are we creating a Fiber Ring? No, the campus infrastructure is already in place, the contractor will be adding or replacing fiber runs as needed.
13. Are we running fibers to separate Faceplates at user end? The fiber runs will most likely exclusively be connections intra building, connecting from a patch panel in one telecom closet to a patch panel in another.
14. How many drops are Cat 6A cables? All drops are required to be Cat 6A cable
15. How many drops are Cat 3? None, Cat 3 cable should not be used.
16. Will R&M Cat 6A cable with same specs as Mohawk Cat 6a be used as a substitute? A substitute cable product may be used but must match all specs of the preferred product and must be approved by the COR prior to use.
17. Can flex conduit be used for cabling? Only for short distances, six foot or less.
18. What is the window time frame after a service ticket is logged that we have to get there to complete service call work or any work the government needs performed? Service tickets will be prioritized; normal requests should be completed within 3 business days, emergencies within 24 hours.
19. Is this a Cat6A Panduit solution (as I see the patch panel is a Panduit part number but is a Cat6 not Cat6A?) Revised part number Panduit DP246X88TGY data infrastructure should support Cat 6A for all installations.
20. The fiber enclosures are Ortronics, what solution needs to be the fiber and connectors? Fiber and connectors need to meet specs outlined in SOW.
21. I see the fiber is MM, does it need to be OM3 or OM4 50 micron or a regular MM 62.5? All fiber shall be multimode graded index fiber with a 12 strain/62.5/125-micron core/cladding diameter, buffered to 900 microns, and housed in a UL, OFNR rated jacket.
22. For the Network rack and wire management should I use Ortronics solution? Network rack and wire management hardware should meet the requirements in the SOW.
23. CLIN0001AA - is this price for a single category 6A outlet? All labor, tools, equipment, materials, parts, transportation, services, and supervision required to install a maximum of 328 feet of
CAT6A network cable. This task is to include wall plates, jacks, cable management, labels, pull strings and required incidentals materials to complete a cable run.
24. CLIN0001AA – are we to quote plenum or non-plenum category 6A cable? Mohawk/

25. CLIN 0001AB – how many strands of fiber are required? Scope of Work Intra-Building Data Backbone states 12 strands, is that correct? All fiber shall be multimode graded index fiber with a 12 strain/62.5/125-micron core/cladding diameter, buffered to 900 microns, and housed in a UL, OFNR rated jacket.
26. CLIN 0001AB – are we to quote plenum or non-plenum fiber cable? Plenum.
27. CLIN 0001AB – mentions wall plates, is this horizontal fiber cable or backbone fiber cable?
Horizontal fiber cable.
28. Scope of Work #3 Cabling Requirements – mentions 25 pair cable. This is not mentioned in the
Pricing Schedule, is it required and if so where do we include it? Removed from Statement of work.
29. Scope of Work Twisted Pair Wall Outlet Terminations – mentions RJ-11 jacks for voice. Are we to terminate the Category 6A cable onto the RJ-11 jacks and if so the Pricing Schedule does not differentiate between data or voice cables. Yes, terminate the CAT 6A in RJ-11 Jack as required by the work order.
30. Scope of Work Faceplate Jack Specifications – does each outlet require 3 cables? If so the
Pricing Schedule does no mention three cables. Please clarify? The price is per cable pull. Some outlets may require multiple pulls. Some will require one.
31. The wall plate drawing will not open, can you provide a new one? I’ll repost the attachments.
32. Scope of Work Required Fiber Specifications – is the multimode 62.5 (OM1) per the Scope of Work or 50 micron (OM3) per CLIN 0001AB. ? All fiber shall be multimode graded index fiber with a 12 strain/62.5/125-micron core/cladding diameter, buffered to 900 microns, and housed in a UL, OFNR rated jacket.
33. Scope of Work Cable Installation Requirements D – states that exposed cable must be installed in conduit. Where do we include the cost in the Pricing Schedule? Installation of conduit is not a requirement of this contract. Conduit runs are provided by the VA electric shop.
34. Scope of Work Cable Installation Requirements U – states that exposed cable must be installed in metallic raceway. Where do we include that o the Pricing Schedule? Installation of conduit is not a requirement of this contract. Conduit runs are provided by the VA electric shop.
35. Scope of Work Cable Installation Requirements P – mentions entrance cables. Will outside plant rated cabling be required ad if so where do we include it on the Pricing Schedule? Removed from the scope of work.
36. Scope of Work Required Closet / Rack Equipment – mentions horizontal and vertical wire management. They are not listed on the Pricing Schedule, where do we include them?
Removed from revised scope.
37. Scope of Work #3 Voice Cable Terminations – mentions termination cables on 66 blocks. Do we terminate the Category 6A voice cables on 66 blocks in the telecom rooms? Yes.
38. Scope of Work – are patch cords required and if so where do we include them on the Pricing
Schedule? VA IT installs the patch cable.
39. Statement of Work paragraph page 15, paragraph, “6- Manufacturer's Extended Warranty”, states, “The offeror shall offer a manufacturer's extended warranty of no less than 10 years for the installed cabling system, in addition to its own warranty. The offeror shall describe the manufacturer's extended warranty in its technical response.” However, in the Combined Synopsis document, on page 3, paragraph, “Per FAR 13.106‐2 ‐‐ Evaluation of Quotations”, under “Comparative assessment”, no such evaluation is made on the sufficiency of the “offeror’s described manufacturers extended warranty”.
Would the government add to the “Comparative assessment”, a section titled?
Manufacturer’s Warranty For the Copper System: The offeror shall provide a current and active copy of its company’s certification as a “Mohawk’s Accredited Contractor Program using Mohawk’s Network Cable Products”.
For the Fiber System: The offeror shall provide copy of its company’s Corning/Seicor certification validating its ability to offer OEM extended 10 year warranty.
The offeror shall provide a narrative describing how the company will ensure the manufacturer's extended warranty on both Copper and Fiber systems.
Warranty portion of the scope of work has been revised. See revised scope of work.
40. In the Combined Synopsis document, on page 3, paragraph, “Per FAR 13.106‐2 ‐‐ Evaluation of
Quotations”, under “Comparative assessment”.
Proposed Personnel The offeror shall provide qualifications of personnel which would support cable installations services. Offerors are required to propose at least two personnel with the necessary license and certification.
Would the Government please state what Licenses and Certifications the 2 personnel must have and provide in this proposal response?
The State of Florida requires a “Florida Limited Energy (low Voltage) License” at a minimum. It is incumbent on the offeror to proposal properly trained personnel.
41. Does the Government require that offerors “provide qualifications of personnel” in the form of a list of qualifications, including licenses and certs, that personnel candidates will be measured against, or does the Government require resumes for a minimum of 2 “key” personnel and the proposed Project Manager, also key?
The proposed personnel will be compared against the other quotes. The qualifications can be present in the form of a resume, narrative, chart, etc. The offeror needs ensure the information is provided; the format is up to the offeror.
42. Q#4: Please confirm that Attachment 3 _ New Vendor Forms and Attachment 4 _ W9 Vendor
Form are not required to be included in the quote response? Yes, the new vendor and w9 shall be included in the quote submission
