QUESTIONS AND ANSWERS FOR RFQ 36C24819Q1217 (OVERHEAD PA SYSTEM)
QUESTION 1: The SOW states removal of existing cable and intercom components followed by installation of the new intercom system. Please clarify, I am just assuming you do not want the entire hospital intercom system down while the installation is going on. Do you envision piece by piece being taken down and brought up on the new system as the installation progresses?
ANSWER 1: The existing system is not in use, so it is fine for them to take as much of it down as needed to make the installation easier.
QUESTION 2: Do you wish for the majority of this work to happen within the interstitial floors and leave the amount of work to a minimum on the hospital floors? Existing conduit will be used I know but with all these new locations for the new speakers, these obviously will not all have existing conduits, so would you rather have your guys do more conduit work on the interstitials or have the contractor use a hepacart and do work on the main floors running cable through the ceiling spaces?
ANSWER 2: Should use the existing pathways where available, but for locations where there are no existing speakers, new cabling should be run through the interstitial as much as possible.
QUESTION 3: Timeframe in which you would like this project to be done by if awarded?
ANSWER 3: 120 days from award.
QUESTION 4: Clarify the 2x2 speaker count. 385 are noted as required in the SOW section 1, an additional 25 were noted at the walkthrough as needed. (Currently 360 speakers in place).
ANSWER 4: 385 is the correct total required.
QUESTION 5: 2x2 lay in “speaker tiles” are noted in the sow as required. 2x4 tiles were noted at the walk thru as typical existing. Please revise the sow or confirm how VA intends to resolve the discrepancy.
ANSWER 5: The speaker tiles should be 2x2; we will coordinate with in-house staff to split the 2x4 tiles.
QUESTION 6: Please provide floor plans of the existing building that include all areas to be covered by the new PA system.
ANSWER 6: See attached floor plans
QUESTION 7: On the floor plan note locations for 5ea amplifiers, it was noted at the walk thru that an amplifier was to be placed at each floor in the service space.
ANSWER 7: Drawings for interstitial spaces are not available. Amplifiers should go in the closest service bay to the Comm Center, which is Service Bay 1-6 on the first floor. The service bays for each floor are stacked on top of each other.
QUESTION 8: On the floor plan note the 30ea horn speaker locations, these were noted as required in the service space at the walk thru.
ANSWER 8: As-builts are available with original speaker locations but must be field-verified for accuracy.
QUESTION 9: On the floor plan note the 385 speaker locations.
ANSWER 9: This is not available. The contractor will be responsible to assess locations of existing and additional speakers.
QUESTION 10: Please confirm that 1 microphone is to be provided as the single system interface in room 4E-281. 3 additional microphones are to be provided as spares.
ANSWER 10: Yes, 1E-281, 1 microphone and 3 spares.
QUESTION 11: Please post the site visit sign in sheet.
ANSWER 11: The sign in sheet is not part of the RFQ and is an internal document to the VA and will not be posted.
QUESTION 12: Please confirm the period of performance for the project?
ANSWER 12: SEE QUESTION 3
QUESTION 13: After hours work was mentioned at the walkthrough as necessary for some areas, please define a percentage of work to be performed after hours.
ANSWER 13: Approximately 25-35% of the work will be after-hours.
QUESTION 14: ICRA process was mentioned at the walkthrough as being limited. Please confirm a specification or VA expectation.
ANSWER 14: The Infection Control Risk Assessment is provided and must be adhered to. It is expected that the work will produce little dust and so infection control requirements will be minimal. Regardless, the ICRA must be used for all clinical areas.
QUESTION 15: Confirm a specification for the new PA system and a design expectation.
ANSWER 15: Areas where new speakers are required the contractor should submit a proposed design for speaker locations for review by the Service POC. Conduit needed will be supplied by the government based on the approved design. Final as-builts of the full system are required.
QUESTION 16: Provide details on the technical components of the new PA system, ie;
ANSWER 16:

QUESTION 17: Please confirm scope for contractor provided as built drawings, we see a requirement for a before as builds and would question the need for this since the system is being replaced.
ANSWER 17: As-builts are required at the end of the project for the system that is installed under this contract.
QUESTION 18: Please confirm that contractor provided shop drawings will be acceptable in place of stamped design work product.
ANSWER 18: Shop drawings in CAD and PDF will be acceptable.
QUESTION 19: Confirm that CAD drawings are available as templates for contractor shops.
ANSWER 19: CAD drawings of the building are available (does not include existing PA system locations).
QUESTION 20: On the site visit it was noted that VA would provide all raceway including patching of existing, penetrations thru the interstitial floor and final locations in the suspended ceilings. Please confirm.
ANSWER 20: It is expected that existing conduit will be used to the full extent possible. No current speaker locations should require additional conduit, as the current wiring is already in conduit. Conduit and raceways that are required will be provided by the government.
QUESTION 21: On the site visit it was noted that VA would provide all raceway and AC power for the amplifier locations and elsewhere as required. Please confirm.
ANSWER 21: Correct, the power and conduit needed for amplifier locations will be provided by the government.
QUESTION 22: On the site visit it was noted that each floor would be a system zone, please confirm VA expectations.
ANSWER 22: Each floor of the hospital should be a separate zone.
