CORRECTION OF SANITARY SEWER MAINS

MIAMI VAMC

Q1: Paragraph A.3.1.A – TAB A: GENERAL INFO; Indicates the Offeror submitting a current “EMR” letter from its Insurer within this part of its Proposal. However, Paragraph A.3.5.f – Safety or Environmental Violations & EMR; Indicates the Offeror also submitting “their past Safety & Environmental record.” I currently assume that because this provision falls under paragraph A.3.5 – Evaluation & Award Determination, that this additional information would only be required to be submitted by the Offeror post-proposal submission / pre-award if being considered, and as requested by the Contracting Officer. Please confirm / advise.

ANSWER: All firms must submit EMR with the original proposal submission.

Q2: Paragraph A.4.3 - Special Requirements, Bullet Point 4; States “Some work will have to be performed during the evening hours… or weekends….” Please indicate specifically what scope / areas of work are required to be performed during these premium time work hours

ANSWER: This will be part of the phasing plan or weekly production schedule. This will fluctuate do hospital operations. That’s is why we like plan shut downs 2 weeks in advance.

Q3: Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

ANSWER: NO

Q4: Will the Government provide comprehensive written badging requirements for the project if badging is required?

ANSWER: Yes, the COR will be responsible

Q5: Where will the designated parking area be for workers accessing the construction site?

ANSWER: Yes, contactors have limited parking that provides access to the construction site

Q6: Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

ANSWER: Yes

Q7: During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.?

ANSWER: Yes

Q8: Has the work area been checked for asbestos, lead, and mold? How are contractors to address this?

ANSWER: See attached Asbestos Survey

Q9: Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

ANSWER: This is all speculation at this point. The contract arrangement is a firm fixed price (FFP) and no adjustments will be allowed.

Q10: Describe any and all tasks that may be required for this project as it relates to infectious control?

ANSWER: SECTION 01 00 00

GENERAL REQUIREMENTS 1.8 infection prevention measures

Q11: For interior areas of work, can we use free circulation with our HEPA filters.

ANSWER: HEP filters SECTION 01 00 00 GENERAL REQUIREMENTS 1.8 infection prevention measures, Q12: The scope of work states to “correct deficiencies” with sewer and sanitary systems. Is the government’s intention to replace the whole sewer system or to do spot repairs on deficient areas?

ANSWER: Replace. Replace IAW design drawings and specifications

Q13: Does the government have an estimate for the cubic yardage of contaminated soils to be removed and replaced?

ANSWER: No

Q14: Please confirm that the alternates are deductive in nature.

ANSWER: Yes. These are Bid Deducts

Q15: Please confirm that this is the replacement of only the main risers, not branch lines or fixtures.

ANSWER: Per Sheet Note 5 & 6 of PD111, piping is to be replaced to just before the slab penetration and all plumbing fixtures are to remain. This would include the replacement of all branch sanitary piping serving fixtures to a point before there penetration of the slab. Sanitary piping that is inaccessible near a singular fixture is to remain (i.e. in a wall). All wall demolition and reconstruction is noted on A-401 to A-407 and is reserved for main risers only.

Q16: Since we are only doing basement to second floor, how does the government want to handle cutting down individual risers?

ANSWER: "Cutting" presumed to mean "shutting". Shut down of individual risers shall be coordinated with the government. Work shall be scheduled in advance and occur during off hours or on weekends to minimize impact.

Q17: Please provide a phasing plan approved by the government and the VA.

ANSWER: The prime contractor will provide phasing plan “part of the cost estimate” Once the prime has completed the plan must be approved by Miami VA staff.

Q18: We would like to state that we believe the government would be better served by a vertical, riser by riser replacement rather than a floor by floor replacement.

ANSWER: This was discussed during design. However, to limit the impact on floors above due to prolonged riser shutdowns, the clinic by clinic approach was chosen.

Q19: Please have the engineers provide drawings that show each of the branch lines that come out of all the risers we are replacing. Without these drawings shutdowns are nearly impossible.

ANSWER: See attached drawings

Q20: Are we to assume we are replacing all carriers at each fixture?

ANSWER: Fixtures and carriers are not to be replaced. Sanitary branch piping serving a fixture is to be replaced on the level below to the penetration of the slab.

Q21: If we come upon an unforeseen condition, will the problem be expedited so we can adhere to our scheduling and shutdown times? ANSWER: yes, handled through the COR

a. Sheet notes – various (PP101 Sheet note 1 - paraphrased) – work shall occur during nights 6pm-6am, unless the riser is determined to be inactive during normal hours. If the outage extends past 6am, it must be planned two weeks in advance.

We expect these outages to last significantly longer than one work day, how is the hospital planning to coordinate that? ANSWER: The is the responsibility of the prime contractor, to ensure there are no disruptions to service.

If we are to make the system usable after every work day, costs and time will increase significantly. ANSWER: The systems have to remain functional, if work last longer temporary system will have to be put in place.

Q22: It seems that the VA is looking to replace the mains in the basement and the riser piping up to the 2nd floor. Please confirm that the fixtures are distribution piping are not to be worked on.

ANSWER: Fixtures and carriers are not to be replaced. "Distribution piping" presumed to mean domestic water piping. No domestic water piping shall be disturbed in this project.

Q23: How are we to handle tying into existing distribution lines and riser piping at the edge of our scope of work? Tying in old degraded piping into the new piping will be challenging and will likely require non-standard fixes.

ANSWER: The contractor will submit a condition found report, work on solution with the A & firm

Q24: There are notes (e.g. PP115 - Sheet note 6) indicating the coordinated removal of duct work along with the replacement of sanitary lines. In other areas in the hospital where we run into unforeseen conditions such as duct work, medical gas, fire sprinkler, etc. how are we to handle the work? ANSWER: Yes submit condition found reports and possible change order to complete unforeseen work

Is there a process for expedited reviews to keep the project moving without significantly interfering with our project schedule?

ANSWER: Yes, this will be handled the COR & CO

Q25: Replacement of Pipe: please confirm that the only pipe to be replaced is that which is mentioned and shown on the drawings?

ANSWER: Yes

Q26: Will service weight No-Hub cast iron pipe and fittings be accepted for the project?

ANSWER:

SECTION 22 66 00

CHEMICAL-WASTE SYSTEMS FOR LABORATORY AND HEALTHCARE FACILITIES

Q27: Will there be any special procedures for the removal and transportation of any contaminated materials encountered?

ANSWER: Contaminated waste must be removed by a certified waste disposal company.

Q28: Provide location for dumpsters for debris removal.

ANSWER: A location will be provided.

Q29: Requesting additional site visit to access the basement.

ANSWER: Additional site visit scheduled for 18 May, 2018, 8:00-09:00 AM (EST)
