II. SCOPE OF WORK:
A. General Construction Requirements: Provide all supervision, labor, materials, tools and equipment, and all other resources necessary for the construction of the new deck floor at the canteen kitchen and the metal deck roof and support structural steel system that covers the walkway and carpentry shop area at the VA Caribbean Healthcare System San Juan, in accordance with the design drawings and specifications described herein and other specific tasks as further defined by this Request for Proposal (RFP). All proposals are to provide construction services for this project. This document does not relieve the contractor of their professional responsibility to be in compliance with this Scope of Work, Specifications, Drawings, VA Directives and applicable local & federal laws.
B. Project Overview: This construction project contemplates the temporary retrofit of the damaged metal deck floor at the canteen kitchen and the metal deck roof and support structural steel system that covers the walkway and carpentry shop area in compliance with VA guidelines and other references as listed in section VII, Resources. Construction work includes, but is not limited to, demolition, site preparation, grading, landscaping, environmental permits/monitoring/controls, temporary fencing, motorized gates, roadwork, curbs/sidewalks, civil work, deep and shallow foundations, structural framing, architectural finishes, signage/wayfinding, plumbing, and electrical/lighting work. All work shall be performed per the project’s design drawings and specifications.
C. Specific Project Requirements: Construction works shall include but not limited to:
1. Canteen Area Retrofit.:
(a) This area has several structural deficiencies requiring immediate attention. The structural approach is a two-phase process as described below:
i. Temporary Shoring Condition.
A. Kitchen area is required to be fully operational until a new space can be identified in another area. To comply with this requirement, it will be necessary to retrofit several temporary supports that were previously installed in areas where the metal deck has lost effective cross-sectional area due to exposure to water and detergents provoking corrosion on the deck. Deficiencies in the construction of these supports were identified, and details are provided to improve connections. The purpose of this retrofit is to guarantee that the floor system is properly supported for a limited period of time, until a new space is identified and all operations are moved to that area.
B. A quality assurance process will be required to confirm that field welds were properly performed. A certified weld inspector shall perform field inspection/observations and tests, if required.
ii. Floor Deck Retrofit.
A. A kitchen area relocation will be taking place under a separate project. This portion is labeled as “Phase 2” and is not included under this contract. All related work will be deferred for a future contract. Work related to “Phase 1” should only be included in this contract.
2. Metal Roof Replacement:
(a) The structural approach consists in the complete demolition of the existing metal roof and its structural components at the carpentry shop and walkway areas. A new similar configuration will be designed to meet the required load demands and to provide the desired functionality.
(b) The proposed configuration is composed of two independent structures; one at the carpentry shop area and the other at the walkway next to the laundry area.
(c) Each structure has been designed to self-support their respective lateral load demands (i.e. wind and seismic) but, for the vertical loads the structures are dependent of the existing adjacent structures. To transfer only vertical loads, the connections to the existing structure will be designed to work as roller type connections.
(d) The existing Electrical Medium Voltage Feeders, located at the top of the Carpentry Shop area will be supported by means of a Structural Steel bridge support system that will span between each of the existing buildings that confines the Carpentry area.
(e) For the construction of the new structures, demolition of portions of the existing adjacent structures will be necessary. Once the new structure has been constructed, the contractor shall rebuild them back to their original condition.
(f) A temporary pedestrian tunnel shall be built to allow continuous access of personnel through construction site. The tunnel should be built to ensure safe passage of personnel accessing between the main building and utility areas such as: operation control center (graphics control room), boiler room, chiller plant, generators, cart wash area, carpentry shop, paint shop, and welding shop. The tunnel shall be wide enough to allow movement of equipment used in those areas such as laundry carts. All proposed means and methods of construction shall be timely discussed with VA prior to any mobilization taking place.
3. Responsibilities:
(a) The RFP documents are intended to define existing conditions, certain required items and design parameters to be included in the project. Contractor shall verify all existing conditions and consider any deviations from the drawings prior to contract award. It is the Contractor’s responsibility to complete the documents and construction in a manner consistent with the intent of the RFP documents within the required time period (contract length).
(b) Prior to any mobilization and construction, the contractor shall request and have approved an Infection Control Construction Permit, a Construction Safety Certification, and an Interim Life Safety Measures Certification from the VA Medical Center. Also, project schedule and construction phases have tomust be approved by VA Chief Engineering. Contractor shall provide all necessary environmental documents and related EQB approved permits for construction.
(c) Contractor shall completely prepare site, prior to the installation of the equipment, and furnish all labor, equipment and materials necessary to perform work for this specific project as required by this statement of work and the project specifications and drawings.
(d) All projects associated construction and temporary work shall conform to the latest VA specifications, VA Standards, energy conservation methods, EPA, OSHA, NFPA, NEC, ASHRAE, LIFE SAFETY CODE, IBC, local, Federal and industry requirements and regulations.
(e) The Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire job.
(f) The Contractor shall comply with all applicable federal, state and local requirements for protecting the safety of the contractor’s employees, building occupants and the environment. In particular, all applicable standards of the Occupational Safety and Health Administration (OSHA) shall be followed when working in accordance with this project. No process or materials shall be employed in such a manner that they will introduce additional hazards into occupied space.
(g) The Contractors should visit the site as scheduled by the PM/COR and CO as shown in the RFPthe RFP. Additional visits are not allowed by the Government.
(h) Contractor shall have comprehensive knowledge, experience, expertise, equipment and personnel to complete this work.
(i) Contractor shall keep the VA Project Manager informed at all times of the status and progress of the project.
(j) Detailed Schedule and Narrative: The Contractor shall provide a detailed phasing schedule and written narrative, indicating specific dates for each step of the construction process in concurrence with the progress schedule.
(k) Contract Progress Schedule: The progress schedule will be provided in a time scaled bar graph format for each project phase. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and a detailed breakdown of the construction tasks. All schedule items will show a start date and a completion date.
(l) Breakdown the construction period in at least eight construction tasks as required, (e.g.: site preparation, demolition, equipment procurement, equipment/materials delivery, equipment installation, architectural finishes, tests, and final inspection, etc.).
(m) The Contractor shall develop a well-organized, practicable and complete written narrative construction phasing for the proposed project in order that the normal hospital operations will not be interrupted except by previous and timely coordination with VA staff through the Project Manager.
(n) The Contractor shall specify how much allowance has been made for adverse weather in the schedule.
(o) The Contractor shall specify the days of the week and the hours of construction operations during each phase of the work.
(p) The Contractor shall prepare written minutes of each meeting with the Government concerning contractual, design and construction matters. Copies of the minutes shall be furnished to the Contracting Officer and within seven (7) calendar days of the meetings. The Contractor shall prepare written records of phone conversations addressing major project issues, and furnish a copy to the Contracting Officer within five (5) calendar days of contract.

(r) Any related supporting system, apparatus, material or work not mentioned, or any incidental accessories necessary to make the work complete in all respects and ready for operation even if not particularly specified, shall be furnished, delivered and installed by the Contractor without additional cost to the Government.
(s) Construction General Sections' applicable requirements: the Contractor shall comply with the applicable construction project requirements (e.g. submission of final as-built drawings, shop drawings, tests, safety requirements, new material and equipment provision and installation requirements, Buy American Act, payment and performance bonds requirements; insurance requirements; progress payments and schedules, work inspection and supervision, daily logs requirements, material and workmanship, guaranty, cleaning up, accident prevention, and other requirements) included in the specifications.
(t) Pedestrian and/or Vehicular Maintenance of Traffic: The construction of the proposed project shall allow for full operation of the existing hospital at all times and maintaining the operations of all existing utility services and fire exits. In addition, it shall maintain free and unobstructed access to facility emergency vehicles and for fire, police, and other emergency response forces in accordance with NFPA 241. Open excavations, trenches, etc. shall be protected with fences, covers, and railings to maintain safe pedestrian and vehicular traffic passage at all times.
i. Protect and cover routes from all existing exterior exits to the perimeter of the construction limits.
ii. Provide temporary utility connections including power, site lighting, and other services without operational disruption to the existing buildings and site facilities.
iii. Use of reflective stop paddles and other types of portable signs to increase visibility to warn drivers of the presence of guards and visitors/staff pedestrians.
iv. Provide appropriate way-finding signage.
v. Coordinate all activities within the facility with the VA Project Manager. Ensure all work within and adjacent to the construction area is properly and timely coordinated with VA. The operation of the facility shall not be interrupted.
vi. Prior to any work being performed, method and scheduling of required cutting, altering, and removal of existing roads, walks and entrances must be submitted for timely review and approval to the VA Project Manager.
