RFQ 36C24727Q0038 Question and Service Line responses for Generator Preventative Maintenance
Questions:
1. Annual service quantities and load bank frequency
Reference: B.2.A.1, p. 4; B.2.E.1, pp. 5–6; B.3, pp. 13–14.
Please confirm the annual service quantities for each of the twelve generators: whether the annual Level II service is performed during one of the two semiannual visits or requires an additional visit, and the number of four-hour external load-bank tests required per generator per contract year. If Level II replaces one Level I visit, please identify whether the Level-I-only tasks in Table 1 must also be performed during the Level II visit.
One Level II service is required during one visit and one Level I service is required during the other; it is up to the vendor’s discretion which service level is conducted in the first/second visit;
one four-hour load bank will be required for a generator during whichever visit correlates with the completion of its Level II service; the vendor may choose to stagger some generators to receive Level I and others to receive Level II during the same visit; for example, in the first visit, the vendor may choose to perform Level I PMI&S for half of the generators and Level II (with load banks) on the other half and swap the halves for the second visit; tasks that are Level I and
Level II will be performed during both visits; Level I only tasks do not need to be performed during the Level II visit and Level II only tasks do not need to be performed during the Level I visit.
2. Confirmed asset inventory and portable unit
Reference: B.2.E.1.d, p. 6; B.2.I, p. 7.
Please provide or confirm the controlling equipment schedule for all twelve covered units, including VA asset ID, building/location, generator-set model and serial number, rated kW/kVA, voltage/phase, and fuel type. Section E.1.d separately references a portable generator; is that the Building 27 unit already listed, another listed unit, or an additional asset? Please also confirm whether the Building 82 authorization reference corresponds to the Water Tank unit identified as location 100-82. Please reconcile the Water Tank serial number: the installed nameplate reads I010283636 (capital I), while Section I lists ID10583636. Please also confirm ownership and continued inclusion of the Building 27 unit, including any rental, warranty or separate service arrangement that affects the contractor’s maintenance responsibility. Please also reconcile these photographed ratings with Section I: Building 88 is marked 100 kW standby, versus 125 kW listed; one of the two 71/71A sets, model 2000REOZMD, is marked
2000 kW standby, versus 2060 kW listed; and the Building 27 plate identifies XQ375-C13 at 340 kW / 425 kVA prime (60 Hz), versus XQ425 at 425 kW listed. Please confirm the matching asset and applicable generator-set rating basis for load-bank testing, recognizing that prime and standby ratings differ.
All generators at the facility operate on diesel; the portable generator mentioned in E.1.d was being rented and is slated to be returned and is not in the maintenance scope of work for this
RFQ 36C24727Q0038 Question and Service Line responses for Generator Preventative Maintenance reason; the building 82 authorization refers to the old water tank generator (100-82) and the serial number is correct on the nameplate, the ID in table one contains a typo; generators without a VA ID will be entered into the VA’s system to generate an ID and this will be provided to the vendor; VA owns the building 27 generator and does not have any separate arrangements that would affect the contractor maintenance responsibilities; the power outputs listed in the table are the standby power ratings only intended for short durations of time during a power outage; an updated table of generator information has been included for another answer at the end of this document.
3. Planned replacement of Building 2 and Building 4 units
Reference: B.2.I, p. 7; B.3, pp. 13–14; October 9 walkthrough discussion, subject to
Government confirmation.
During the walkthrough, replacement of the generators serving Buildings 2 and 4 was discussed as separate future work. Please confirm the anticipated replacement schedule and how this maintenance contract will apply before and after replacement, including any change in equipment specifications, responsibility during installation/commissioning, warranty-service coordination, and the method for adjusting the covered inventory and price if units are removed or substituted.
The building 2 and 4 generators will be included in the maintenance scope of work until the new generators are installed; the replacement contract is slated to begin during the beginning of next year upon installation of the new 2 and 4 generators, a contract modification will be included in the scope of work to include them in the maintenance; equipment specifications, commissioning responsibilities, etc will be coordinated with the vendor after completion or closer to completion of the replacements.
4. Load bank connections placement and electrical configuration
Reference: B.2.E.1, pp. 5–6; B.2.I, p. 7.
Please identify the available load-bank connection point and connector/termination type for each unit, any existing quick-connect equipment, and approved load-bank placement/cable-routing locations. For the two Building 71/71A units, please confirm whether testing is performed separately or through a paralleled arrangement, and identify any restrictions affecting full-nameplate loading. Please identify any connection/disconnection or switching work reserved for
VA personnel.
Generator for building 5 has quick connection points, all other generators require main connections; building 71/71A are tested through separate arrangements; no restrictions for full nameplate loading; no connection/disconnection reservations for VA personnel.
5. Fuel for testing
Reference: B.2.B.2 and C.1, p. 4; B.2.E.1, p. 5; Table 1 fuel-system tasks, pp. 7–8.
Will the Government provide the fuel consumed during required operational and load-bank testing, including any necessary tank replenishment, or must the contractor include fuel supply and delivery in the fixed price? If contractor-furnished, please provide the applicable tank capacities, fuel specifications and delivery/access requirements for pricing.
The fuel consumed during operation and load bank testing will be paid for by the government.
6. Transfer switch scope and outage coordination
Reference: B.2.D.1–2, p. 5; E.1.d–e, p. 6; Table 1 electrical/transfer-operation tasks, pp. 9–10.
Please provide the quantity and identification of transfer switches associated with the covered generators and confirm the required switch maintenance/testing beyond the wiring, indicator and transfer-operation checks listed in Table 1. Please identify required shutdown/transfer windows, advance outage-request requirements beyond the stated 24-hour visit notice, and any required temporary-power or contingency arrangements during testing. Will any required testing have to occur outside the stated weekday 8:00 a.m.–4:30 p.m. service hours?
Transfer switch maintenance beyond what is listed in the statement of work for this contract is not required.
7. Initial due dates and baseline service records
Reference: B.2.A.4, p. 4; D.2, p. 5; Table 1, pp. 7–10.
Please provide the most recent Level I, Level II and load-bank service dates and available reports for each covered unit, including known outstanding deficiencies, and confirm the first required service dates after the November 1, 2026 contract start. Please identify any overdue or initial catch-up work that must be included in the base-year fixed price.
No service date is set after the contract start date, the first visit is typically during the Spring but specific dates are up to the vendors discretion so long as the government is informed of the date that the service is planned to take place beforehand; the government can provide the vendor with the most recent reports which were last conducted on September 30th of 2026;
there is no overdue/catch up work for the base year.
8. Optional and emergency service pricing and associated equipment
Reference: B.2.H, pp. 6–7; J.3, p. 10; B.3, pp. 13–14.
Section H requires separately authorized optional work and emergency repairs, while the price schedule contains one annual line item per performance year. Please confirm whether the annual fixed price includes only preventive maintenance/testing and emergency-response availability, with authorized repair labor, parts and optional work priced separately. An earlier project SOW included a $20,000 per-year emergency-repair not-to-exceed allowance, which is not stated in the issued RFQ. Please confirm whether that allowance applies and, if so, whether and where it must be included in the quote. Please state how bidders should submit any required labor rates, call-out charges or material pricing, and define the associated equipment covered by the emergency-repair obligation.
The contract amount includes preventative maintenance/testing, authorized labor, and replacement parts; the $20,000 Not to Exceed amount is no longer included in the contract price; additional funds that are requested for emergency maintenance by the contractor may be allocated by the government in a contract modification.
9. Governing standard and acceptance criteria
Reference: B.2.A.2, p. 4; E.1, p. 5; D.3, p. 5; Table 1 closing note, p. 10. See also issued Table
1, pp. 7–10, and earlier project SOW Table 1.
Please identify the controlling NFPA 110 edition and applicable chapter/table, resolve the related bracketed verification note in Section A.2, and provide the Government's test pass/fail and retest requirements, including the process when manufacturer exhaust-temperature criteria cannot be obtained for an older unit. Please identify the official authorized to accept the completed maintenance/test records and whether that official's signature is required for invoice acceptance. Please confirm that the issued Table 1 is the controlling routine-maintenance checklist and clarify whether generator wiring inspection, rear-bearing and overspeed-switch lubrication, and housing-cover removal listed in the earlier project SOW remain required. Please confirm whether governor-oil changes are annual Level II only as shown in the issued RFQ.
The referenced table for the 2025 edition of NFPA 110 can be found in chapter “Annex A –
Explanatory Material” on pages 110-32 to 110-34, the codebook can be accessed for free with the creation of a NFPA account at this link: https://www.nfpa.org/codes-and-standards/nfpa-110-standard-development/110 ; failures during the load bank test must be promptly documented and corrected/re-tested, the documentation of the failure should then be submitted along with the other maintenance/test data, for older generators where the exhaust temperature cannot be obtained, the vendor may use a portable data logger with a thermocouple/RTD placed sufficiently close to the exhaust manifold, the vendor must document which of the generators this procedure is used on and submitted along with other test/maintenance data; the COR is authorized to receive the maintenance/test data and further invoicing details will be discussed after rewarding of the contract; table 1 is the maintenance checklist and generator wiring inspection, rear-bearing and overspeed-switch lubrication, and housing-cover removal listed in the earlier project SOW remain required; governor oil change should be Level I and Level II (an amendment will be added to include these in the RFQ).
10. Vendor control attachment and maintenance records
Reference: B.2.A.3, p. 4; D.1 and D.4, p. 5; Table 1 closing note, p. 10; M, p. 11.
Please provide the referenced Vendor Control for Equipment Maintenance memorandum/Attachment A before quotes are due. Please also confirm the required maintenance/test report template or electronic format, test-data submission deadline, record-retention period and party responsible for retention, resolving the bracketed verification note following Table 1.
This memo is distributed after contract rewarding; test data will be retained indefinitely following completion of the contract objectives; no test data report template is required so long as the test data is presented to the government in a clear, interpretable way; The government will be https://www.nfpa.org/codes-and-standards/nfpa-110-standard-development/110 https://www.nfpa.org/codes-and-standards/nfpa-110-standard-development/110 responsible for retaining the test data to aid in further analysis, maintenance, and troubleshooting; no deadline for test data submission so long as they are submitted within a reasonable timeframe after completion of each visit.
11. Routine consumables and one-gallon limits
Reference: B.2.B.2–3 and C, pp. 4–5; Table 1 lubrication/cooling rows, p. 8; H.1, p. 6.
Table 1 limits oil and coolant top-offs to one gallon, while Section B.2 includes lubricants/coolant and required filters/gaskets. Please confirm whether the one-gallon limits apply per unit per service visit, and how necessary quantities exceeding those limits should be authorized and priced. Please also confirm whether defective battery replacement is an optional authorized repair rather than an included routine PM consumable.
The one-gallon limit is for topping off fluid levels during level I visits; this is not to be confused with the oil change during the level II service which will require large amounts of oil; all oils for each unit are to be provided by the contractor; the government will replace defective batteries if needed.
12. Can superintendent also have duties of SSHO & QC?
The superintendent may have these duties; the VA may also designate staff to assist with safety supervision and quality control during PMI&S work.
1. Load Bank Testing Frequency
The Statement of Work requires a four-hour load-bank test at 25%, 50%, 75%, and
100% load. Please confirm whether this load-bank test is required once annually in conjunction with the Level II PMI&S, or whether it must be performed following both the semiannual Level I and annual Level II services.
One Level II service is required during one visit and one Level I service during the other, it is up to the contractor’s discretion one which service is conducted first; one four-hour load bank will be required for a generator during whichever visit correlates with the completion of the its Level
II PMI&S service.
2. Diesel Fuel for Load Bank Testing
Please confirm whether the VA will provide/replenish the diesel fuel consumed during the required load-bank testing, or whether the Contractor is responsible for furnishing the fuel consumed during testing.
The fuel consumed during operation and load bank testing will be paid for by the government.
3. Invoicing Schedule
Please clarify the invoicing schedule for the annual Firm-Fixed-Price CLIN. May the
Contractor invoice upon completion and acceptance of each scheduled maintenance cycle (Level I and Level II), or is another invoicing schedule required?
The contractor may invoice after completion and acceptance of both visits or issue one invoice after the first visit then issue another after the second, so long as the price per visit is accurate and does not exceed the amount allocated in the contract.
4. Load Bank Equipment / Connections
Please confirm whether the Contractor is responsible for providing all load-bank cables, temporary connections, adapters, and related equipment necessary to connect the external load bank to each of the twelve generators.
Yes, the vendor is to provide all necessary cables, adapters, temp connections, and other equipment required for external load testing.
5. In the scope, I see that there is a 4-hour load test required, I am assuming that we are to include that amount within the semi-annual cost?
Yes, the contract includes the cost of one load bank testing per generator that is to be conducted during the same visit that the level II service is completed under.
6. Does the four-hour load-bank testing requirement apply following each semiannual maintenance visit or only once annually per generator?
The four-hour load bank will be required for a generator during whichever visit correlates with the completion of its Level II PMI&S service (one load bank per generator annually).
7. Is the emergency-response obligation included in the fixed annual contract price, with authorized repairs separately compensated?
The emergency response-obligation is not included in the annual contract price; the contract price only covers the amount needed for authorized repairs/maintenance/testing; any additional funds that are required for emergency maintenance by the contractor will be allocated by the government in a contract modification.
8. Will the Government issue corrections or additional guidance concerning the bracketed verification notes appearing in the Statement of Work?
Yes, the government will clarify additional bracketed information with the vendor that is awarded the contract.
9. Please confirm the official quotation deadline and whether the October 21, 2026 date supersedes the earlier pre-solicitation dates.
The October 21 deadline supersedes the previous pre-solicitation date.
10. Are all twelve listed generators expected to remain within the maintenance scope throughout the base year?
All generators are expected to remain in the scope of work during the base year; the contract to replace generators 2 and 4 is slated to begin during the start of next year but these generators are to stay in the scope of work until the new generators are fully installed; the new building 2 and 4 generators will then be added to the scope of work via a contract modification; additional requirements for the new generators will be discussed with the contract awardee after installation or closer to installation.
11. Approximate number, make/model, and kW of generators (and any ATS/MTS) in scope
No ATS/MTS is required under the contract
