About this file

This is Standard Form 30 Amendment of Solicitation/Modification of Contract for UPS maintenance services issued by the Department of Veterans Affairs, VISN 7 Network Contracting Office.

The amendment extends the offer receipt deadline from September 22, 2026 to September 24, 2026 at 1:00 PM EDT for solicitation 36C24727Q0028. The document adds five new contract line items (CLINs 0002, 1002, 2002, 3002, and 4002) for unscheduled repairs and emergencies not covered by regular preventive maintenance (PM) services, each with a maximum not-to-exceed amount of $5,000 per year. All unscheduled repairs and equipment requests require prior approval from the Contracting Officer's Representative (COR). The amendment also provides responses to five Requests for Information (RFI) received prior to the deadline, clarifying that the contract is PM only with parts and repairs billed separately. Battery replacement labor is included in the firm fixed price, while replacement battery parts are excluded. Air filters are identified as the only consumable included in the PM service scope. The contract covers comprehensive UPS maintenance and service calls for a base period (October 1, 2026 – September 30, 2027) plus four one-year option periods, with each period containing paired CLINs for monthly PM services and annual emergency repair allowances.

Request for Information

UPS Maintenance Services

36C24727Q0028

1. The scope lists “battery replacement labor”; is this billable or is to be included in the firm fixed price?

Battery replacement labor to be included in the firm fixed price contract. Cost of replacement batteries (parts) will not be included. (SOW paragraph B5c.)

2. How old are batteries?

Batteries are approximately 1 year old.

3. Are either of the units in need of repair?

No

4. In the attached solicitation it calls for “full-service”. In the UPS maintenance world that typically means that ALL parts are covered with the exception of batteries, capacitors and fans. The alternative is “PM Only” which means that scheduled and emergency service is covered but major parts and repairs are covered by a separate purchase order as needed. Can you clarify if all parts are to be covered (with the exception of batteries, capacitors and fans)? Or will parts and repairs be billed separately?

This contract is to be PM only. Parts and repairs shall be billed separately where required.

5. The solicitation states that “all parts” are to be included with preventive maintenance and that all materials, equipment, labor, and supervision are the responsibility of the contractor. Could the

Government please clarify what types of parts and materials are contemplated under this requirement, and whether the parts provision is intended to cover routine preventive-maintenance parts and consumables only, or also major UPS components that may be required during service or corrective maintenance?

Contract will be PM only. Of listed items in B2c, air filters will be only consumable that is part of requirement.
