Amendment 0003 to Solicitation 36C24727Q0013

This is Amendment 0003 to a Federal Acquisition Regulation (FAR) solicitation issued by the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 7 in Atlanta, Georgia. The amendment provides official government responses to 34 contractor questions and updates contingency contract line item numbers (CLINs).

The solicitation is for automatic door opener maintenance and repair services at Carl Vinson VA Medical Center (CVVAMC), covering approximately 125 door operators across multiple buildings. The base contract period runs October 1, 2026 through September 30, 2027, with four one-year optional periods. The contractor must provide all labor, supervision, transportation, tools, equipment, replacement parts, attic stock inventory, Ready Service Kits (RSK), inspections, preventative maintenance, and corrective maintenance to maintain doors in fully operational and AAADM-compliant condition. Key clarifications provided include: contingency CLINs (0002, 1002, 2002, 3002, 4002) are prefilled at $50,000 per year and subject to prior written Contracting Officer approval; replacement operators need not match current manufacturer but must be equivalent compatible; the VA will provide adequate on-site storage for attic stock; work to bring doors to code beyond minor repairs may be addressed through separate quotes and contract modifications; only five total replacement assemblies are required regardless of manufacturer; and all costs for maintaining and replenishing RSK inventory must be included in the fixed-price preventative maintenance CLINs. The document includes a complete inventory list of all 125 automatic door openers by building, door number, configuration, and manufacturer/brand.

GRAND TOTAL ________________

1. Can the VA provide a complete inventory of existing automatic door operators, including manufacturer, model, and quantity? Additionally, are replacement operators required to match the currently installed manufacturer, or will equivalent compatible operators be acceptable? Are they requiring a specific brand of operator assemblies to be stocked? See attached door list.

2. Will the VA provide secure storage space for the required attic stock inventory? The SOW requires the contractor to maintain an onsite inventory of replacement operators and components but also states that the VA will not be responsible for storage of equipment, materials, or tools.

Please clarify how the required attic stock inventory is expected to be stored on site. The VA will have adequate storage space for attic stock items.

3. Is the Work needed to bring doors up to code a separate priced item from the bid? Would that work be handled as a quote outside of the PM checks and Inspections line items? Per SOW, if other equipment/repairs are required to bring doors up to code that are not included in the minor repairs or RSK sections, those may be addressed using a separate quote and a mod to the contract.

4. We would like to request a list of all units as well as their makes, lists of hardware, approximate age, as well as their current known issues and status. See question 1.

5. In reference to the materials that need to be stored on site for the attic stock inventory as per page

6 of 61 of the Solicitation, if there are multiple manufactures of doors will we need to stock 5 of each of those manufacturer's parts or just 5 total? Only 5 total, unless the manufacturer recommendations specifies which part must be utilized.

6. Can you also verify what the VA considers a “minor repair” that is required to be performed as part of the contractor’s Firm-Fixed-Price preventive maintenance services described on page 6 of

61 of the solicitation? Minor repairs are those outlined in the SOW and with equipment included in the RSK.

7. Will the Government accept Procore as the Contractor's primary project management, submittal, RFI, document control, and data tracking platform for this project? Procore will not be used for service contracts. Any documents/communication will occur with the COR via email or phone.

8. Can the contractor use an existing office inside the building for a temporary construction office during construction instead of setting up a temporary trailer? No.

9. Can the contractor use the existing restroom facilities in the work area or adjacent ones nearby?

Yes. Please ensure that restroom cleanliness is maintained during and after use.

10. Since the bid opening is to be electronically submitted, would there be consideration to also have the bid opening done via a phone call or Teams call? No.

11. Will any obstructions / furniture be removed prior to start of work on the interior of the buildings that might be in the way of the work? For those doors that may have any obstructions/furniture, those shall be removed immediately prior to inspection/maintenance.

12. Are we to include the 50K year contingency in our bid or is this contingency money carried by the VA? This has been addressed in the amendment.

13. For the technical proposal and previous experience requirement can the GC use the subcontractor’s prior experience? No.

14. Can the VA provide a complete inventory of existing automatic door operators, including manufacturer, model, and quantity? See question 1.

15. Are replacement operators required to match the currently installed manufacturer, or will equivalent compatible operators be acceptable? See question 5.

16. Will the VA require a specific brand to of operator assemblies to be stocked? See question 5.

See question

18. Should the cost of maintaining attic stock be baked into the monthly PM cost? Yes.

19. SOW states "As the contractor uses inventory during contract performance, the contractor shall replenish inventory to maintain operational readiness". How many of each item should we include in our pricing per year? For example - We'll have 5 single operators on hand, but how many are generally used per year? Must maintain 5 on hand at all times.

20. Is the labor associated w/ replacing the equipment in attic stock expected to be included in our monthly PM price or will all repairs separate from monthly Preventative Maintenance be quoted separately? Maintenance of attic stock to be included in proposal. Replacement of current equipment with that in RSK shall be considered a minor repair to be included in proposal cost.

21. Please confirm if you want us to fill in $50k on each annual contingency line in the Price

Schedule? This line has been addressed in the amendment.

22. Can the VA provide an equipment schedule listing the manufacturers/brands (e.g., Stanley, Horton, Besam), model numbers, door types (sliding vs. swing), and approximate age for the

~125 operators? See question 1.

23. Are any operators currently non-operational or in need of repair prior to contract performance?

Listed in Door/opener schedule in Question 1. 5A/9A exterior doors not working properly.

Door at 17A entrance is not locking properly.

24. Must the 10 replacement assemblies (5 single / 5 dual) and spare boards/motors be exact OEM-certified parts, or are universal commercial assemblies acceptable? See question 5.

25. Will the VA provide a secure, on-site storage space for the contractor to maintain the required

RSK inventory? See question 2.

26. Can the VA publish the sign-in sheet and any technical Q&A notes distributed during the August

26 site visit? No.

27. Can we get a complete list of all doors? See question 1.

28. Are there any revolving doors? No revolving doors.

29. I work in a lot of VA hospitals for automatic doors and have never performed monthly

Preventative maintenance on all doors. We do annual or semiannual Preventative maintenance.

Would this be possible? Or are they set on monthly? Maintenance to occur monthly.

30. When replacement of a motor, gearbox, controller, single operator assembly, or dual operator assembly is required due to failure, is that work considered an included minor repair under the fixed-price maintenance CLIN? Yes. Repairs using equipment in RSK will be included in minor repairs.

31. If replacement of these components requires use of parts from the contractors maintained Ready

Service Kit (RSK), is replenishment of the inventory considered part of the fixed monthly price or eligible for reimbursement through the contingency CLIN? Maintenance/replenishment of the

RSK to be included in the proposal price.

32. What criteria will the Government use to distinguish a "minor repair" from a repair that should be funded under the contingency CLIN? Minor repairs shall be to components included in the

SOW and to those included in the RSK.

33. Are complete operator replacements, door-package replacements, access-control integrations, structural modifications, and damage resulting from accidents or abuse intended to be funded through the contingency CLIN? Any repairs/replacements not outlined in the SOW under the minor repairs section or stemming from parts in the RSK shall be funded through contingency funds or mods if repairs/replacements are necessary.

34. For evaluation purposes, should we assume that all costs associated with maintaining and replenishing the required RSK inventory are to be included in the fixed-price maintenance CLIN?

Yes.
