About this file

This document is a Request for Quote (RFQ) for a Department of Veterans Affairs Relocation and Reconfiguration Services contract (Solicitation Number 36C24726R0007) for the Veterans Integrated Service Network 7. The solicitation is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year and potential option years, requiring a four-person crew (two supervisors and two workers) to provide relocation, receiving, delivering, and installation services primarily within a 50-mile radius of the Joseph Cleland Maxwell VA Medical Center. The contract includes various Contract Line Item Numbers (CLINs) for workload services, local and non-local truck trips, and ergonomic workstation setup and disconnection, with an estimated 8,320 labor hours in the base year and approximately 102 total truck trips.

Key contract requirements include maintaining a physical operating warehouse within the defined radius, providing certified installer letters for specific manufacturers (Teknion, Global Furniture Group, Versteel, Krug, and Amcase), and complying with all applicable federal, state, local, and VA requirements. The solicitation includes a Quality Assurance Surveillance Plan (QASP) and requires electronic invoicing in accordance with VA regulations. The quote submission deadline was amended to January 5, 2026, at 11 AM Eastern Time, with the Government emphasizing that all costs should be included in the contractor's quoted rates and that the 15-page quote limitation has been removed.

b) Can you confirm you are looking for one blended rate for all labor? (Instead of rates per labor category such as Project Manager, Mover, etc., which would be different.) one rate

c) Are CLINS 0002 and 0003 intended for hard costs (truck, fuel, mileage, etc.) or for labor as well (driver, movers, etc.) Yes

d) CLINS 0002 and 0003 indicate "each" as the unit. Can you please confirm that means you are estimating 90 local moves and 12 non-local moves per contract year? Yes
