Statement of Work
GENERAL INFORMATION
Purpose The purpose of this acquisition is to acquire cleaning and restoration services for specified Carl Vinson VA Medical Center (CVVAMC) Air Handling Units (AHUs), specifically, the heating and cooling coils within the AHUs. This need arises from a recent VISN 07 Stand-Down order related to correcting deficiencies with facility AHUs and air quality concerns.
Background This contract need arises from the recent VISN 07 AHU Stand-Down order affecting all VISN 07 VA Medical Centers. During inspections, there were several AHUs around the CVVAMC that were identified as needing coil restoration services to correct conditions observed within the AHU coils during these inspections. An AHU coil restoration and cleaning service will bring these units back to optimal performance levels by removing biofilm and debris build-up on the heating/cooling coils, increasing HVAC system efficiency, reducing power usage, and removing the potential for supply air quality issues to arise in the future.
Scope of Work The contractor will be responsible for providing coil cleaning and restoration services for ten (10) AHU units that have been identified to need this service around the Carl Vinson VAMC campus. The contractors need to provide an advanced coil restoration solution through the combination of probiotic treatment and a superheated water (steam) sanitation process.
The probiotic + superheated water coil cleaning process offers a deeper level of biofilm removal and long-term microbial suppression that cannot be achieved through traditional dry-steam cleaning methods alone. This method uses an eco‑friendly probiotic foaming agent that penetrates deep within coil fins to detach embedded biofilms at a microscopic level, followed by super‑heated water that sanitizes without damaging coil surfaces; the coils are then re‑treated with probiotics to provide residual biofilm blocking and ongoing microbial control. Probiotic systems have been shown to continuously outcompete harmful microbes and prevent biofilm regrowth over time, a capability absent in conventional methods that only offer one-time removal without sustained protection. This makes the probiotic-based approach particularly advantageous in a healthcare facility where indoor air quality and equipment longevity are critical.
The specified AHU units needing this service and their respective locations are listed in the table below:

· Site preparation, initial area/unit inspection if needed, and work area setup
· All coil cleaning/restoration procedures
· Waste/debris removal and proper disposal

Cleaning solutions and any chemicals that may be used during the process must be environmentally safe and approval for the use of these chemicals may be necessary if there are any concerns from facility personnel.
The contractor shall perform sufficient cleanup as necessary on each unit serviced after the restoration work is completed. This includes removal/cleanup of debris or any biofilm buildup that was removed from the coils during cleaning procedures. The contractor shall ensure that no debris/waste is present within the condensate pan or the surrounding area or anywhere within or around the AHU prior to finishing service on each individual AHU. The contractor shall be responsible for the transportation of the removed debris and any waste off-site and disposing of the removed debris/waste in accordance with applicable regulatory requirements.
