About this file

This document is a combined synopsis and solicitation/Request for Quotations (RFQ) for asbestos abatement services at Building 801 of the VA Augusta Health Care System in Augusta, Georgia. The solicitation number is 36C24726Q0749, issued as a firm-fixed-price contract set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified in the VetCert database at both quotation and award. The requirement involves removal and proper disposal of approximately 215 square feet of asbestos-containing floor tile and associated materials from five rooms (6B-102, 6B-103, 6B-104, 5B-102, and 5B-103). The period of performance is twenty calendar days following issuance of the Notice to Proceed. Quoted prices must be all-inclusive, encompassing labor, supervision, materials, equipment, containment, air monitoring, transportation, disposal, permits, testing, documentation, insurance, overhead, and profit, with a government estimate range between $25,000 and $100,000. The NAICS code is 236220 with a small business size standard of $45.0 million, and the product service code is Z1DA (Maintenance/Repair/Alteration of Hospitals).

Amendment 002 provides responses to vendor Requests for Information clarifying project execution details. The work may be completed in incremental phases allowing flexibility between floors. The VA will handle utility disconnections for sinks and other utilities, provide replacement ceiling tiles and new LVT flooring materials, and coordinate window access for exhaust during abatement. Contractors are responsible for removing countertops and cabinets, with no fire detection equipment requiring disarming. The substrate is assumed to require no repair, and all walls are mounted on steel stud construction. Only SBA-certified SDVOSBs are eligible, and quotations must be submitted in response to this combined notice, which serves as the only solicitation without a separate written RFQ issuance.
