NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at 1670 Clairmont Rd Decatur GA 30033 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Contract under FAR Part 13.5. This notice satisfies the posting requirements at FAR Part 5.301(d)(1).
The intended Contractor is Kub Technologies Inc., located at 111 Research Drive, Stratford, CT 06615.
The Joseph Maxwell Cleland Atlanta VA Medical Center has a (1) Mozart 3-D Specimen Tomosynthesis System from KUB Technologies, for X-rays of breast specimens after localization lumpectomies or excisions. Mozart iQ system utilizes 3D specimen tomosynthesis (the standard of care in breast cancer surgery) to take X-ray images of breast specimens. Viewing the image in 3 dimensions allows for accurate and precise identification of the tumor and clip, which can be obscured by dense tissue on traditional 2D imaging. Currently, Atlanta VA does not have such a device.
The Mozart System from KUBTEC is a major advancement in the surgical treatment of breast cancer.
The system uses 3D specimen tomosynthesis, the gold standard for diagnostic mammography, to enable surgeons and radiologists to accurately identify positive or close margins intraoperatively. In addition, the crisp, high quality images with 3D magnification allow you to see finer details such as microcalcifications, spiculations and lymph nodes and shaved cavities more clearly. It enables surgeons to differentiate between healthy and involved tissue for greater breast conservation and ultimately a superior cosmetic outcome for patients. The Mozart System has been shown to decrease re-excisions by 50%, while preserving healthy tissue for breast cosmesis. The Image Blender allows the user to overlay the x-ray image to the specimen jpeg image to further enhance the viewing and interpretation of the specimen.
The contract is expected to be awarded under FAR 6.103-1, which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The contract will be a one-time, firm fixed price contract not to exceed a period of 12 months. A Justification for single source has been prepared.
The North American Industry Classification System (NAICS) for this requirement is, 334517. The Federal Supply Class (FSC) is 6525. The Small Business Administration (SBA) size standard for this sector is 1200 employees.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
