This document is Amendment 0001 to RFQ 36C24726Q0617 issued by the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 7, located in Atlanta, Georgia. The amendment closes the question period for the solicitation, provides vendor questions and answers, restricts further communications to the contracting officer only, and confirms the solicitation closing date of June 24, 2026, at 12:00 PM EST. Offerors must acknowledge receipt of all amendments with their proposal submission.
The solicitation requests a temporary 2-megawatt diesel portable generator rental for the Central Valley Veterans Affairs Medical Center (CVVAMC) with an anticipated delivery date of July 14, 2026. The generator must provide 480/277V, 3-phase, 4-wire, 60 Hz electrical output and include 100 feet of 4/0 high-voltage cable per phase with camlock connectors. The VA will handle all electrical connections, fueling/refueling, utility outage coordination, and after-hours work. The contractor is responsible for delivering the generator with a full internal tank, performing preventive maintenance during the rental period, and providing 24-hour emergency response capability seven days a week including weekends and federal holidays. The generator will operate as standby equipment and run 24/7 only if a facility outage occurs. Offerors must provide three past performance references, with preference for federal or VA projects. The contractor must not contact the contracting officer's representative or government personnel regarding the solicitation.

RFQ 36C24726Q0617
Temporary 2-Megawatt Generator Rental
1. If not brand new, could you please provide the current / previous contract number?
a. This is a new requirement. There have been no prior contracts involving these requirements.
2. Confirm anticipated delivery or Notice to Proceed (NTP) date.
a. Anticipated/desired delivery date is July 14, 2026. Confirmation of date will occur upon award.
3. Confirm required electrical output (480/277V, 3-phase, 4-wire, 60 Hz).
a. Confirmed.
4. Specify generator connection point, connector type, and number of conductors per phase.
a. Generator will not be connected by contractor.
5. Confirm whether scope includes temporary switchgear, distribution equipment, cable ramps, installation, startup testing, and disconnection.
a. The scope does not include the listed items.
6. Confirm whether fuel and refueling are provided by VA or vendor.
a. Fueling/refueling will be provided/coordinated by the VA in the case where the generator connection is required.
7. Provide anticipated chiller load, expected generator loading, and estimated daily runtime.
a. 1500 tons max. 24/7 runtime if generator is required.
8. Confirm whether a site visit is allowed prior to quote submission.
a. No site visit. An image of the laydown location will be provided prior to delivery.
9. Clarify when the 24-hour delivery requirement starts (award, NTP, or separate request).
a. See 2 above for planned delivery date. If generator is required sooner/immediately due to emergency, 24-hour delivery requirement will begin from time of COR request.
10. Fuel / Refueling Responsibility Please confirm whether diesel fuel and refueling services for the temporary 2MW generator will be provided by the Government or are required to be included in the contractor’s quoted price.
a. Fueling/refueling will be provided/coordinated by the CVVAMC in the case where the generator connection and usage is required by the
CVVAMC.
11. Expected Run Time / Load Profile Please confirm whether the generator is expected to run continuously 24/7 during the rental period, or only during certain outage/testing periods. If available, please also provide the anticipated average load percentage or load profile.
a. Generator will act as standby. Should an outage occur during the rental period, the generator will run 24/7 until issues are resolved, at which point the generator will be returned to standby status.
12. Fuel Storage / Tank Requirements If the contractor is responsible for fuel, please confirm whether there are any required onsite fuel storage capacity, fuel tank, containment, environmental, or spill prevention requirements.
a. Contractor shall only be required for delivering the generator with a full internal tank. The CVVAMC shall be responsible for fueling/refueling if generator is connected and used by the CVVAMC.
13. Delivery Requirement The SOW states that the vendor shall have no more than 24 hours to bring the equipment to the CVVAMC. Please confirm whether this 24-hour delivery requirement begins upon contract award, upon notice to proceed, or upon a separate request from the facility/COR.
a. 24-delivery requirement would start upon NTP, though anticipated delivery date is listed above (see 2).
14. Generator Configuration The SOW specifies one 2-Megawatt diesel portable generator with 480-Volt output. Would the Government accept an equivalent paralleled generator solution, such as two 1MW units, if the system provides the required 2MW capacity and 480V output?
a. No; please provide a single 2-MW diesel portable generator with 480-Volt output.
15. Cable Requirement Please confirm whether the required 100 feet of 4/0 high-voltage cable is total cable length or 100 feet per phase/leg. Please also confirm the required connector type, camlock configuration, and whether cable ramps or cable protection will be required.
a. 100 feet of cabling is required per phase. Camlock required for generator, but other ends will be bare. Cable protection not a necessity.
16. Installation / Electrical Tie-In Please confirm whether the Government will provide the connection point and any required electrical tie-in support, or whether the contractor is responsible for all electrical connection work to the facility/chiller plant.
a. VA electricians will hook up the generator if/when generator is needed.
17. Utility Outage Coordination / After-Hours Work
The SOW states that outage-related work must occur after hours or on weekends. Please confirm whether any required utility outage will be coordinated by the VA/COR and whether the contractor should include after-hours labor for installation and removal in its quoted price.
