About this file

This is an Amendment to a Combined Solicitation/Request for Quote (RFQ) extending the submission deadline and providing clarifying answers to vendor questions regarding uniform and laundry services. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 7 is soliciting services for the Joseph Maxwell Cleland Atlanta VA Medical Center in Decatur, Georgia (zip code 30033). The solicitation is numbered 36C24726Q0553, with a revised closing date of June 5, 2026 at 10:00 AM Central Time. This acquisition is set-aside exclusively for service-disabled veteran-owned small business (SDVOSB) concerns under NAICS code 812320 (Laundry and Dry-Cleaning Services) with a small business size standard of $8.0 million. The Product Service Code is S209. Quotes must be submitted electronically to Sheryl Harris at sheryl.harris5@va.gov with no late submissions accepted. The Contracting Office is located at 3700 Crestwood Parkway, Duluth, Georgia 30096.

The requirement is to provide uniform rental and laundry services for approximately 450 employees across three service lines: EMS (175 employees), Food Nutrition (95 employees), and Engineering (150 employees), excluding the previously mentioned Ambassador service line. The contractor must supply, clean, maintain, repair, and manage inventory of work uniforms with custom VA branding (3x3 inch embroidered logos with department-specific text). Uniform specifications include T474 shirts and PT88 cargo pants as baseline apparel, with specialized requirements for certain Engineering shops including flame-resistant (FR) garments meeting PPE Category 2 (8.0 cal/cm²) standards. Initial uniform delivery must occur within 4 to 10 weeks of receiving finalized sizing data from the Government. The contractor must provide uniform drop chutes as facility infrastructure and implement a standard 7-day turnaround cycle for weekly pickup and delivery to a central linen sorting dock. Pricing must be structured as an all-inclusive annual program price using a single unit of issue (EA) per line item (CLIN 0001-4001), with vendors required to submit a separate Uniform Replacement Cost Schedule detailing baseline costs for shirts, cargo pants, coveralls, and FR garments. The contractor absorbs replacement costs for normal wear and tear, including chemical spills during standard hospital duties, but not for employee negligence or malicious damage. No incumbent contractor exists, and the Government has not provided historical pricing or an Independent Government Cost Estimate (IGCE) range.

QUESTIONS AND ANSWERS

Category 1: Scope of Work & Personnel Discrepancies

1. Omission of Ambassador Personnel Details: Section 1 (Purpose and Scope of Service) explicitly names "ambassadors" as one of the four service lines requiring uniform services. However, the headcount table at the conclusion of Section 5 only lists EMS (175), Food Nutrition (95), and Engineering (150) for a baseline total of 420 employees, omitting the Ambassadors completely. Are Ambassadors included within the 420 headcount, or is there a separate staffing number for this group? Please provide the exact personnel count for Ambassadors. No, Ambassadors are not included within the 420 headcounts. This contract will not include the Ambassador service line.

2. Missing Technical Specifications for Ambassadors: Section 2.1 provides meticulous fabric, color, and design specifications for EMS, Food Service, and Engineering. However, no uniform specifications are listed for the Ambassadors service line. Please provide the required garment type (e.g., polo shirts, button-downs, blazers), specific colors, fabric blends, and total set allocations for Ambassador personnel. This contract will not include the Ambassador service line.

3. Engineering Shop Headcount Breakdown: For the Engineering department (totaling 150 employees), Section 2.1 details 9 specialized shops with varying uniform requirements—ranging from 100% cotton pants and shirts to flame-resistant coveralls and high-visibility reflective clothing. To ensure precise inventory procurement, please provide the exact headcount breakdown for each of these 9 individual shops (Electric, Plumbing, AC, AC Operator, Area Maintenance, Painters, In-House Construction, Grounds, and Motor Vehicle Operators).

Electric Shop – 10

0. Plumbing – 8

0. AC Shop – 15

0. AC Equipment Operator – 11

0. Area Maintenance – 21

0. Painters – 5

0. In House Construction – 9

0. Grounds – 22

0. Motor Vehicle Operators – 18

0. Managers – 5

0. Supervisors/ Work Leaders - 18

Category 2: Garment Specifications & OSHA/FR Compliance

4. Arc Flash / FR Certified Performance Standards: Section 2.11 states that the contractor must monitor and track the laundering lifecycle of "all arc flash rated clothing", and Section 2.1 notes that AC Equipment Operators require "Fire rated long sleeve shirts". Please specify the exact minimum Arc Thermal Performance Value (ATPV) or Calorie rating (e.g., HRC 2, 8 cal/cm²) required for these garments to meet OSHA safety mandates. PPE category 2 (8.0 cal/cm^2)

5. Flame-Resistant (FR) vs. 100% Cotton Clarification: Section 2.1 lists "100% Cotton" for several shops (Electric, Plumbing, AC Shop, Area Maintenance, Construction, Motor Vehicles) but explicitly states "Fire rated" for the AC Equipment Operator shop. Are the standard 100% cotton garments for the other shops required to be certified FR/Arc-Flash garments, or are they standard commercial-grade 100% cotton workwear? The Electric shop and AC shop will require PPE category 2 uniform. The other shops only require standard commercial grade 100% cotton workwear.

6. Painter Coverall Quantities and Cycles: Section 2.1 states that Painters require a "100% cotton painter white coverall". Please clarify the standard weekly allocation per employee for coveralls (e.g., 7 sets per person like the standard lines, or a different rotation). 10 sets per person

7. EMS "Red Shirt" Substituted or Added Allocation: Section 2.1 states that EMS Workers, Work Leaders, and Supervisors will receive "1 red short sleeve shirt according to their role" in addition to their 5 short-sleeve and 2 long-sleeve polo shirts. Does this red shirt replace one of the short-sleeve garments, or is it an 8th garment issued outside of the standard 7-set baseline allocation? It is the eighth garment provided in addition to the standard seven-piece baseline allocation.

Category 3: Custom Branding, Emblems, & Personalization

8. Application Method for Custom Branding: Section 3.1.3 states that shirts must feature the "VA logo, department and job titles on the upper left side". Please clarify the approved branding application method: must these elements be directly embroidered, silk-screened, or applied via commercial heat-seal patches? If embroidered, please provide the estimated stitch count or standard dimensions for pricing consistency. The approved branding application is embroidered; the stitch count is unknown.

9. Source Graphics for Specialty Logos: Section 2.1 requires department-specific branding text underneath the primary VA logo, such as "EMS logo," "EMS WORKLEADER logo," and "SUPERVISOR logo". Will the Government provide vector graphic files (.AI, .EPS) or pre-approved high-resolution design templates to the winning contractor upon award? Yes, a pre-approved logo will be provided upon award.

10. Dual-Labeling Requirements: Section 3.1.1 and 3.2.1 state that bar codes are acceptable provided that "written identification is also present" for employee names and ID numbers on the inside collars/waistlines. Does the VAMC require a physical heat-stamped name label in addition to a digital tracking barcode on every garment, or can a single heat-transfer barcode containing the employee's name suffice? Single heat-transfer barcode that contains the employee's name.

Category 4: Logistics, Facility Infrastructure, & Delivery

11. On-Site Distribution Scope (Bulk vs. Lockers): Section 2.4 designates the drop-off point as "1670 Clairmont Road Decatur Ga, 30033 south entrances dock A". Upon arrival at Dock A, is the delivery driver required to sort and distribute the clean uniforms directly into individual departmental locker rooms, or is delivery completed in bulk to a central linen sorting dock room? Delivery will be completed in bulk to a central linen sorting dock room.

12. Locker and Hamper Infrastructure Requirements: The SOW details the drop-off and pickup parameters but does not specify if the contractor is expected to supply structural facility assets. Is the contractor required to furnish personal garment lockers, soiled uniform drop chutes, or mobile laundry hampers/bins? If so, please provide the required styles and quantities. The contractor shall provide uniform drop chutes.

13. Staggered Weekly Turnaround Timeline: Section 2.4 states that the contractor will pick up soiled uniforms weekly "on a day set by the vendor," but further declares that clean uniforms "shall be returned to the same pick-up point the following week (Wednesday)". If the vendor sets a pickup day other than Wednesday (e.g., Friday), does the Government strictly require a split-schedule drop-off on Wednesday, or is a standard 7-day single-visit turnaround cycle acceptable (e.g., pick up Tuesday, drop off clean items from the prior week on Tuesday)? A standard 7-day single-visit turnaround cycle acceptable (e.g., pick up Tuesday, drop off clean items from the prior week on Tuesday).

14. Facility Zip Code Discrepancy: Section 1 and Section 2.4 list the medical center's zip code as 30033, while Section 3 lists the zip code as 30030. Please confirm the correct postal zip code for the facility. 30033 Category 5: Timeline & Implementation Ambiguities

15. Contradiction in Initial Delivery Timeline: Section 2.2 states that the contractor must provide properly sized uniforms "within 4 to 10 weeks or, as soon as possible". However, Section 3 states that the contractor must be prepared to provide them "within 4 weeks of receiving the list". Given standard industry supply chains for customized embroidery and extended sizes (up to 6X and size 54+ waist), which timeline takes precedence? Section 2.2 specifies that the contractor must provide properly sized uniforms (within 4 to 10 weeks or as soon as possible). This timeline will take precedence.

16. Ownership of Fitting/Sizing Kits: Section 2.3 references a timeline tied to "when the sizing kits is received by the contractor". Does the VAMC possess and provide proprietary sizing line garments to the contractor, or is the contractor required to source and provide their own manufacturer-specific sizing fitment kits? The contractor required to source and provide their own manufacturer-specific sizing fitment kits

17. Trigger Date for Production Window: Section 2.3 states that the COR will forward an Excel list of uniforms required by name, quantity, and size within two days of the last initial measurement session. Please confirm that the official delivery window clock (whether 4 weeks or 10 weeks) commences on the date this finalized Excel data is successfully received by the contractor. COR will forward an Excel list of uniforms required by name, quantity, and size prior to the measurement.

Category 6: Pricing Matrix, Invoicing, & Loss Control Financials

18. Structural Conflict in Price Schedule Unit of Issue: Section B.2 (Price/Cost Schedule Template) lists a rigid structure of a single line item per contract period (CLIN 0001 through 4001) with a Quantity of 1.00 and a Unit of EA. However, Section 2.4 and Section 2.10 state that pricing and invoicing must be strictly transaction-based, computed from "the number of individual garments involved" and "the number of items rented and cleaned". Because the SOW anticipates continuous inventory fluctuations due to staffing adjustments, a flat annual or monthly "EA" CLIN prevents compliant billing. Will the Government amend Section B.2 to provide a transactional matrix featuring individual unit rates per piece for Garment Rental (Per Week) and Laundering Services (Per Wash)?

This will be the description for all line items 0001-4001 The purpose of this Statement of Work is to provide a work uniforms service for identified service line and employees at the Joseph Maxwell Cleland Atlanta VA Medical Center in Decatur, GA. The service lines are EMS, Food nutrition, engineering, and ambassadors. The Vendor shall provide uniform services, including:

1. Supplying a variety of uniform types and sizes for male and female

1. Custom branding uniforms with Company logos.

1. Regular delivery and pickup of uniforms.

1. Cleaning, maintenance, and repair of uniforms.

1. Management of inventory and fitting services

19. Grand Total Calculation Basis: If the Government maintains the 1.00 EA structure in Section B.2, please clarify what that single unit price must represent mathematically: should offerors input an all-inclusive annual program price or an all-inclusive monthly service price to generate the Grand Total? offerors input an all-inclusive annual program price

20. Uniform Replacement Value Baseline: Section 2.7 establishes a depreciated repayment schedule (50% or 25% payout) for lost or unreturned garments based on their operational age. Because the pricing template does not account for standalone inventory item valuations, should offerors append a separate "Uniform Replacement Cost Schedule" to their price proposal to establish the baseline replacement values for standard shirts, cargo pants, coveralls, and FR garments? To facilitate clarity and transparency in uniform replacement pricing, the Government requests that offerors append a separate "Uniform Replacement Cost Schedule" to their price proposals. This schedule should establish baseline replacement costs for standard shirts, cargo pants, coveralls, and flame-resistant (FR) garments. Providing this information will ensure consistent evaluation of replacement charges throughout the contract period.

21. Negligent Damage vs. Standard Wear-and-Tear: Section 2.6 requires the contractor to replace uniforms torn or worn beyond repair at "no additional cost to the Government". Does this mandate apply strictly to natural degradation from commercial laundering and standard hospital work, or is the contractor expected to absorb the replacement costs for items subjected to active employee negligence, external chemical spills, or malicious damage? The contractor is expected to absorb replacement costs for uniforms damaged through normal wear and tears, including external chemical spills occurring during standard hospital duties. Replacement costs for items damaged due to employee negligence or malicious actions are not required to be covered by the contractor.

22. Incumbent and prior contract context: Is there a current or recent incumbent performing this requirement, and if so, what is the incumbent name, contract number and / or award amount?

· If there's an Incumbent, has there been any significant "Change in Scope" or increase in the numbers between the incumbent's award solicitation and this 2026 solicitation? No incumbent

23. IGCE Range: Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location? No not currently.

24. Embroidery pricing is based on the stitch count, size of logo along with the number of placements required. An example would be a a left chest logo 4”x4” with a name on the left chest would be 2 placements. If first and last name then that would be considered 3 placements with logo. If you have the logos for each department to view that would be helpful and if you have the stitch counts for each logo then we can provide a more accurate quote for the wide range of services, quantities & placements required for your inquiry.”

Right now, here is the current logo that all service lines will be using just changing the department under the logo and, the logo size is 3x3.

Here is the apparel that we agree on.
