Amendment of Solicitation/Modification of Contract

This Standard Form 30 amendment, issued May 11, 2026, pertains to RFQ 36C24726Q0509 for temporary 2-megawatt generator rental services to be administered by the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 7 in Atlanta, Georgia. The amendment closes the question-answer period with no additional questions accepted and includes vendor questions and answers as an attachment. Offerors are directed to refrain from contacting the Contracting Officer's Representative or other government personnel, with all communications directed to the identified Contracting Officer, Jessica Cummings. The solicitation closing date remains May 13, 2026, at 12:00 PM EST, with no extension to the deadline.

The vendor questions and answers clarify critical requirements for the generator rental: a single 2-megawatt generator must be provided to Statement of Work specifications, not a paralleled configuration; the generator shall be delivered with a full internal tank, with subsequent fuel requirements managed by the Charleston Veterans Affairs Medical Center (CVVAMC); no site visit is required; the generator serves as backup power for transformer failure scenarios and may operate 24/7 when deployed; no second generator is required for maintenance; and this represents a new contract requirement with no incumbent contractor or prior CVVAMC contracts.

Questions

RFQ 36C24726Q0509

Temporary 2-Megawatt Generator Rental

1. Will the Government accept a paralleled generator configuration providing equivalent or greater than 2MW output at 480V? For example. Could we provide two (2) 1.2MW Generators?

1. No; please provide a single 2MW Generator to the specifications in SOW.

2. In reference to the solicitation for the 2- Megawatt generator, do we need to address fuel for its operation?

Please provide the generator with its internal tank full upon delivery. Subsequent fuel requirements will be dealt with by the CVVAMC if/when needed.

3. What (if any) are the space/site restraints for the generator?

No space/site restraints. Provide generator to specs listed in SOW. Site location will be provided prior to delivery.

4. Will this generator be installed as a backup power source or will it be required to run 24 hours a day 7 days a week?

Generator is to be used as a backup. Should transformers at the chiller plant fail, the generator will be hooked up by CVVAMC staff and run 24/7 until issues can be resolved.

5. Who will be responsible for fueling the diesel generator?

See answer to question 2.

6. Will there be a site visit?

No; a site visit should not be required.

7. The scope says: all work that requires a utility outage will need to take place during afterhours (1700 – 0500) or during weekends. Will maintenance for the generator be allowed during these times or will a 2nd generator need to be on site to prevent a power outage?

In the case where the generator is hooked up, maintenance may be allowed during these times. A 2nd generator will not be required.

8. We are performing independent research on the Combined Synopsis/Solicitation (36C24726Q0509). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

This is a new contract requirement. No prior contracts from the CVVAMC.
