About this file

This is an amendment to a Request for Quotation (RFQ) for flagpole replacement services issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 7, located in Tucker, Georgia (ZIP 30084). The solicitation number is 36C24726Q0437, with a revised response deadline of May 7, 2026, at 12:00 PM Eastern Time. The primary point of contact is Contract Specialist Stanley Turner at Stanley.turner@va.gov. This is classified under Product Service Code N083 and NAICS Code 238990, with no Recovery Act funds, set-asides, or Small Disadvantaged Veteran-Owned Small Business classifications indicated.

The amendment revises key requirements and extends the project performance period from 120 to 180 days from the date of award. Wind speed ratings have been downgraded from the original specifications to accommodate a 3-inch diameter pole: the unflagged windspeed rating is now 108 mph minimum (reduced from 200 mph), and the flagged windspeed rating is now 83 mph minimum (reduced from 100 mph). Government prioritizes stated pole dimensions over wind load performance if both cannot be simultaneously achieved. The solicitation requires site-batched concrete only (ready-mix is not acceptable), qualified project superintendents (which may be subcontractor employees), and allows one individual to serve multiple roles (Superintendent, SSHO, QCM) if properly qualified. Contractors must coordinate with the Contracting Officer's Representative to develop a combined pedestrian access plan, parking, and laydown areas. Disposal of existing flagpoles and concrete footings has no special restrictions, and no components require salvage or return to the VA. Labor classifications include laborers under supervision and maintenance workers skilled in setting commercial 20-foot flagpoles, subject to SCA wage determination requirements.

CONTINUATION PAGE

Here are answers to these questions, highlighted below:

Question 1:

Would the Government consider a larger diameter pole acceptable if required to meet the specified wind load criteria? Negative; the SOW will be amended to update the wind rating to accommodate a 3” diameter pole.

Question 2:

Please clarify whether the Government intends to prioritize the stated pole dimensions or the stated wind load performance in the event both cannot be simultaneously achieved. The Government intends to prioritize the stated pole dimensions.

Question 3:

Was there a specific manufacturer or product used during market research that was determined to meet the solicitation requirements as currently written? If so, would the Government please identify that source so all offerors may quote on an equal basis. Could the Government provide what was used as the basis for design please? Specific manufacturer was not used. Flag company was brought in to give estimate on replacing poles with same specs. Ball on top was changed from silver to gold.

Question 4:

Where the existing flagpoles installed with sand inside ,PVC , sleeves or concrete? Exact material is unknown. The government can only assume it is some type of sleeve, sand in the annular space, and concrete around the sleeve.

Question 5:

Superintendent Requirement Please confirm whether the project Superintendent is required to be a direct employee of the Prime Contractor, or if a qualified subcontractor employee may fulfill this role. Qualified subcontractor may fulfill the project Superintendent.

Question 6:

Combined Roles (Superintendent / SSHO / QCM) Please confirm if one individual may serve in multiple roles (Superintendent, SSHO, and/or QCM), provided all qualification and certification requirements are met. One individual may serve in multiple roles as long as they are qualified to do the work.

Question 7:

Concrete Specification and Mix Please confirm if the requirement to use only site-batched concrete is mandatory, or if ready-mix concrete can be used if it meets all performance and curing requirements. If site-batching is required, are there any restrictions or guidance on mixing location, water source, or testing protocols? Confirmed; site-batched concrete only. Water available on site.

Question 8:

Flagpole and Sleeve Specifications Can the Government provide the exact flagpole manufacturer/model or product data sheet that the new flagpoles and sleeves must match? If not, will the Government accept equivalent commercial flagpole systems that meet or exceed the described requirements? An exact manufacture was not used; the government will accept equivalent commercial flagpole systems that meet or exceed described requirements.

Question 9:

Work Area Access and Phasing Will a work area phasing plan be provided by the Government, or is the contractor responsible for developing and submitting a phasing and pedestrian access plan for approval? Are there any anticipated restrictions on parking, laydown, or staging areas? Contractor will review area with the COR or designee to come up with a combined pedestrian access plan, parking and laydown areas to ensure minimal Veteran impact for parking and access to the main entrance if necessary.

Question 10:

Disposal Requirements Are there any special requirements or restrictions regarding the disposal or recycling of the existing flagpoles and concrete footings? Are any flagpoles or components to be salvaged or returned to the VA? Will a waste disposal plan be required? No restrictions. No parts to be salvaged or returned to the VA. No waste disposal plan is required.

Question 11: Wage Determination and Labor Classifications Can the Government clarify which SCA labor classifications are expected to be used for this work (e.g., General Maintenance Worker, Laborer, Carpenter, etc.)? Laborers may be used with supervision of the project Superintendent or Lead. Pole setting should be performed and completed with direct supervision of the project Superintendent by Maintenance Workers skilled in setting of commercial 20’ flag poles.
