Questions and Answers
Q1: Incumbent / Current State Is there an existing environmental monitoring system currently in place across these facilities, or will this be a net-new deployment?
A1: Net-new deployment. AVAHCS currently has some environmental monitoring equipment in place (e.g. Viewpoint temperature and humidity sensors, some pressure sensors), but these existing systems are not part of this procurement. The contractor provides a complete standalone system per SOW specifications. There is not expected to be any integration of existing sensors, and most are portable and can be easily moved or removed; we anticipate the existing equipment to be irrelevant to the contractor's scope.
Q2: Preferred Architecture Direction The SOW allows flexibility (standalone, segmented network, or cellular/FedRAMP cloud). Does the VA have a preferred or previously successful architecture approach for similar deployments within VISN 7?
A2: The Government does not mandate a single network architecture. Offerors shall propose an approach that meets the performance, security, and installation constraints in the SOW. The Government has experience with solutions that use cellular gateway backhaul to a FedRAMP-authorized platform, and with solutions that use isolated or segmented architectures. Offerors should identify required VA IT and VA OIT dependencies, approval steps, and schedule impacts for their proposed approach, especially at leased CBOCs where landlord limitations may apply.
Q3: VA OIT / Cyber Approval Expectations Should offerors assume a full RMF/ATO process will be required, or is a standalone/cellular architecture expected to streamline approval?
A3: Offerors should assume VA OIT cybersecurity review will be required. The specific approval path (including whether RMF artifacts and ATO support are required) depends on the proposed architecture, system categorization, and any connectivity to VA networks. The SOW requires the contractor to support VA OIT’s determination process and provide the required artifacts upon direction. Offerors should describe their cybersecurity approach, the approvals they expect will be required, and the associated schedule impacts.
Q4: Site Access / Survey Timing Will there be an opportunity for a coordinated site visit or pre-bid walkthrough to validate sensor placement, pressure boundaries, and network feasibility?
A4: Yes. The Government intends to offer a coordinated site visit during the solicitation period.
The Government will provide written Q&A responses to all offerors. Additional information (floor plans or photos where available) may be provided to support proposal development.”

Site visit will be held on May 5, 2026, at 10:00 AM ET. Vendors shall meet in the courtyard near the cooling towers on the backside of the facility. **Please note that the requirements of the SOW apply to multiple facilities (Main, TDVV, FTM, and specified CBOCs) detailed in Appendix A. This visit will focus on the main facility only and is intended as a representative walkthrough to help offerors understand typical conditions and access considerations but, obviously it will not cover the other locations nor even all areas of the main facility as areas like the OR will be actively engaged in patient care and SPS will be in the middle of their daily operations and is under controlled entry where every individual would need to dress out in PPE.**
Q5: Evaluation Emphasis For the technical factor, are there specific areas (e.g., cybersecurity approach, deployment methodology, system reliability) that will be weighted more heavily?
A5: From an Engineering standpoint, the technical evaluation should emphasize system reliability and alarm performance, ability to meet the sensor performance specifications, cybersecurity feasibility and approval approach, deployment methodology consistent with non-invasive installation constraints, and training and sustainment approach.
