About this file
This is a Notice of Intent to Sole Source a federal contract for pharmacy equipment and services. The Department of Veterans Affairs, Network Contracting Office 07 at Dublin VA Medical Center (Dublin, GA) intends to award a sole source contract to Parata Systems LLC (Durham, NC) under FAR Part 6.103-1. The contract requires Parata Systems to provide, deliver, install, and maintain a fully operational Parata Pre-Packager system (ATV2 model) at the Carl Vinson VA Medical Center Pharmacy in Dublin, GA. The system will support unit-dose and multi-dose medication packaging to enhance efficiency, accuracy, and patient safety. All services must be performed by manufacturer-trained service engineers and include proprietary software installation, system integration, training, preventive maintenance, software patches, remote diagnostic access, and a manufacturer maintenance service plan. Parata Systems is identified as the only responsible available source due to its proprietary hardware and software that is not authorized for third-party vendor service; warranties and system guarantees are voided if unauthorized vendors perform maintenance. Market research confirmed no other automated tablet packaging system is compatible with the existing Parata infrastructure without significant costly modifications that would disrupt pharmacy workflows and create patient safety risks.
Interested parties must submit a capabilities statement by April 10, 2026, at 3:00 PM Eastern Time to Earnest Ellison, Contracting Officer, at earnest.ellison@va.gov. The solicitation number is 36C24726Q0429, and the product service code is 6530 (Medical/Surgical Supplies and Devices). The Notice of Intent disclaims that the Government is not obligated to award a contract and reserves the right to use submitted information as deemed necessary. Responses to this notice will not be considered adequate responses to a formal solicitation; the Government may subsequently publish a pre-solicitation synopsis and solicitation in Federal Business Opportunities.
