About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation (36C24726Q0357) issued by the Ralph H. Johnson VAMC in Charleston, SC, for remote managed services supporting a Jeron Provider® 790 nurse call system at the Atlanta VAMC in Decatur, GA. The RFQ quote due date is March 20, 2026, with an estimated contract start date of April 1, 2026. The contract scope includes remote software support services for 29 units of software modules (ADT Integration, SIP Phone Integration, etc.) with one main head-end interface and associated gateways. Key clarifications confirm this is a new requirement with no incumbent contractor, CLIN 0003 (Onsite Administrator) has been removed from the RFQ for the base year and all option years, and the Jeron system has an existing Authority to Operate (ATO) with an Enterprise Risk Assessment (ERA) on file. Factory certification and training from Jeron (Ametek) are required for all staff performing remote support.

Service level expectations mandate 99.9% uptime (life safety/patient safety system), response within a few to 24 hours maximum for issues, and immediate response for emergencies. Proactive system health monitoring and preventive maintenance are preferred over reactive break/fix support, and after-hours and emergency support is required. VA Centrix is the only approved remote access method, and contractor personnel must comply with VA cybersecurity frameworks and controls. Weekly status reports are required in PDF format with correct presentation of graphs, charts, data, and paragraphs; no VA template is provided. Contractor responsibility for third-party system integrations (ADT, SIP phones) is limited to Jeron software faults only, not third-party system failures. Technical evaluation will assess Technical Approach, Experience, and Past Performance with emphasis on service continuity, patient safety risk reduction, and mission alignment with Veteran care delivery objectives. No named key personnel are required. The COR will be located at Atlanta, with the contracting office in Charleston serving as the formal contracting point.

The SOW states hardware/software replacement outside warranty is not included. Will the VA provide a current warranty status report for all covered software licenses (Section IV) at contract award, or is the contractor expected to assess warranty status independently?

Jeron devices have a warranty period of 5 years from purchase for the software and components. VAMC had the system installed in 2023.

Section II states 'No additional nurse call equipment will be provided as part of this agreement, outside of the equipment specifically quoted herein.' Does this mean the contractor is not expected to quote any hardware in this solicitation, only the software support services in Section IV?

Some additional hardware may be needed for quick swap in field for same device/equipment/hardware when issues arise. Otherwise, current installed equipment is repaired via RMA from Jeron.

The SOW references 29 units for most software modules (e.g., ADT Integration, SIP Phone Integration). Can the VA confirm the total number of active Jeron Provider® 790 server nodes and client workstations currently deployed, and whether this count may change during the period of performance?

Only 1 main head end interface. The rest are just gateways and related network connection equipment or user equipment items.

Will the contractor be responsible for supporting Jeron integrations with third-party systems (e.g., ADT integration, SIP phone systems) when issues originate in those third-party systems, or only when the fault lies within the Jeron software itself?

To Jeron software fault issues only that are causing issues with the third-party tie in.

Can the VA confirm that VA Centrix is the only approved remote access method for this contract, or are there additional VA-approved remote access tools (e.g., VA TIC-compliant VPN) that may be used?

VA Centrix is the only remote access method approved.

Is the Jeron Provider® 790 system currently on the VA's Authority to Operate (ATO) list, and will the contractor have access to the existing system's security documentation (e.g., System Security Plan, previous ATO artifacts) to support ongoing compliance?

Yes and yes. There is an ERA on file with VA.

What is the current Jeron Provider® 790 software version deployed at the Atlanta VAMC, and are there any known pending updates or upgrades that will need to be executed early in the base year?

There are no known pending updates or upgrades. The scope of all Base Year services and all subsequent option years is defined in RFQ. It is incumbent upon all oƯerors to demonstrate your understanding of the requirement by clearly describing your understanding of the tasks, objectives, and deliverables specified in the RFQ. We expect all oƯerors to thoroughly read and analyze the requirement document to inform their quotes with a comprehensive understanding.

Does the VA have an existing network monitoring platform (e.g., SolarWinds, Nagios, Splunk) that the contractor's remote managed services must integrate with or report into, or will the contractor establish its own monitoring toolset subject to VA approval?

VA Centrix is the only way to do remote access. This method and platform is approved by VA and a ERA is on file for the Jeron system. New vendor would need to ensure their computers and networks that are used to access VA network are compliant and/or also use any VA required access methods and equipment.

Is factory certification from Jeron (Ametek) required for the Onsite Administrator (CLIN x003) as a contract requirement, or is it a preference? If required, what is the acceptable timeframe to obtain certification after contract award?

Factory certification and training is required for staƯ that do remote support. This contract is for remote support only. If an on site visit is required that will be coordinated with the Service Line. On site technicians also need to be factory certified and trained.

For the Onsite Administrator (CLIN x003), what is the expected frequency of on-site visits per month under normal operating conditions? The SOW states visits are “as needed” – can the VA provide a historical baseline?

Be advised: CLIN 0003 Onsite Administrator has been removed from the RFQ for Base and all Option Years. No Onsite Administrator is needed for this requirement.

Will the VA provide desk space, computer workstations, or other facilities for the Onsite Administrator during on-site visits, or is the contractor expected to be self-suƯicient?

Be advised: CLIN 0003 Onsite Administrator has been removed from the RFQ for Base and all Option Years. No Onsite Administrator is needed for this requirement.

The solicitation is issued by the Ralph H. Johnson VAMC in Charleston, SC, but performance is at the Atlanta VAMC in Decatur, GA. Will the COR be located in Atlanta or Charleston, and what are the COR's expected communication and reporting preferences?

The COR will be at Atlanta. The Charleston address is the location of the VA contracting oƯice for this award. It is incumbent upon all oƯerors to demonstrate your level of familiarity with VA processes and procedures. We expect all oƯerors to thoroughly read and analyze the requirement document to inform their proposals with a comprehensive understanding. Your ability to clearly articulate this understanding will be included in our evaluation process.

The SOW requires weekly status reports under CLIN x002. Does the VA have a preferred format or template for these reports, or will the contractor establish a format subject to COR approval?

There is no specific format. Just needed the required information on the reports in the correct format, grammar, and data presentation type (table, graph, paragraph, etc.) in a

PDF.

Is there an incumbent contractor currently performing these services? If so, will a transition period be provided, and will the incumbent be required to cooperate with knowledge transfer?

This is a new requirement. There is no existing contract.

Given the April 1, 2026 contract start date and the March 20, 2026 quote due date, what is the anticipated award date? Will there be suƯicient time for PIV credentialing and VA OIT network access to be completed before the Period of Performance begins?

Contract award date/start date is estimated and is subject to change.

Please confirm whether technical evaluation will consider demonstrated experience delivering remote enterprise managed services and organizational cybersecurity maturity practices, in addition to experience supporting clinical communication or nurse call systems.

Evaluation of Technical Approach is separate from evaluation of Experience. OƯerors relevant experience will be evaluated upon examples of past work that illustrate your capability to fulfill the requirements. All oƯerors should explain how your previous experience relates to this project and how it will contribute to your success in this eƯort.

Can the Government clarify whether performance expectations emphasize proactive system health monitoring, optimization, and preventive maintenance versus strictly reactive break/fix support?

Proactive is preferred first before just reactive.

Are there defined service level expectations (e.g., response times, resolution targets, uptime objectives) that oƯerors should incorporate into their technical approach and pricing assumptions?

Within a few to 24 hours max since the nurse call system is a life safety/patient safety system. Immediate response is required. Uptime of 99.9% is required because this is a life safety/patient safety system.

Will contractor personnel performing remote administration be required to comply with specific VA cybersecurity frameworks or controls, or integrate with VA enterprise monitoring or logging platforms?

Yes, since remote access is through VA network.

Can the Government provide additional detail regarding current integration points between the Nurse Call system and VA network infrastructure, wireless systems, paging/voice systems, or clinical applications?

No additional information will be provided at this time.

Are there any planned modernization initiatives, infrastructure upgrades, or system expansions during the base or option periods that may aƯect scope or level of eƯort?

The scope of all Base Year services and all subsequent option years is defined in RFQ. It is incumbent upon all oƯerors to demonstrate your understanding of the requirement by clearly describing your understanding of the tasks, objectives, and deliverables specified in the RFQ. We expect all oƯerors to thoroughly read and analyze the requirement document to inform their quotes with a comprehensive understanding.

Will the contractor be expected to provide after-hours or emergency incident response support, and should oƯerors include associated staƯing models in pricing?

Yes for after-hours and emergency, especially for major system issues since this is a life safety/patient safety system. Yes. Correct and accurate pricing is needed.

Does the Government anticipate requiring named key personnel roles such as Remote System Administrator, Technical Lead, or Program Manager?

No Key Personnel.

Can the Government provide examples or templates for quarterly review reports, preventive maintenance reporting, or incident documentation expected under this contract?

PDF document with correct presentation formats of graphs, charts, data, paragraphs, etc.

for correlating reports that are required as a deliverable. No set format template is established by VA.

Does the Government place value on contractor approaches that emphasize service continuity, patient safety risk reduction, and mission alignment with Veteran care delivery objectives?

Yes.

Is there a technical approach to solicitation #: 36C24726Q0357?

Quotes will be evaluated on Technical Approach, as well as Experience and Past Performance. Please refer to 52.212-2 in the RFQ document.

Are there any incumbent vendor(s) on the contract? If so, who are they?

This is a new requirement. There is no incumbent.

What was the total spend on the contract in the past year?

N/A – no existing contract.
