About this file
This is Amendment 002 to Solicitation 36C24726Q0296 for Medical Gases and Cylinder Rental services issued by the Department of Veterans Affairs VISN 7 Network Contracting Office in Tucker, Georgia. The amendment, effective March 3, 2026, revises two provisions: FAR 52.121-1 (Instructions to Offerors) and FAR 52.121-2 (Evaluation). Notably, the amendment removes all references to Country of Origin (COA) requirements that were included in the previous version.
The evaluation criteria consist of two primary factors. Factor 1 addresses Technical Acceptability, which requires quoters to demonstrate at least two years of related experience supplying medical gases and cylinder rentals to healthcare facilities, with verifiable contract references; submit detailed procedures for cylinder inspection, maintenance, testing, and OSHA compliance; and provide comprehensive information on customer support services, technical support, training, and emergency response capabilities. All three technical criteria must receive an "Acceptable" rating or the quoter will be deemed technically unacceptable. Factor 2 addresses Price, evaluated using the Schedule of Supplies and Price provided in section B.3 of the RFQ. Quoters must submit all-inclusive quotes that strictly comply with solicitation instructions and complete all required FAR forms, including FAR 52.209-7, FAR 52.212-3, and FAR 52.204-24 (if applicable). Award will be made to the responsible quoter whose conforming quote is most advantageous to the Government, considering both price and technical factors.
