About this file

This is an Amendment to Solicitation (SF 30) for solicitation number 36C24726Q0277 issued by the Department of Veterans Affairs VISN 7 Network Contracting Activity. The amendment extends the offer receipt deadline from February 20, 2026 to February 26, 2026 at 1:00 PM EST and provides responses to Requests for Information (RFI) received prior to the original deadline. All other terms and conditions of the original solicitation remain unchanged.

The RFI responses clarify key requirements for the Marriage Enhancement Retreat event planning contract. The event will consist of one two-day retreat scheduled for mid-April 2026 (April 17-19), accommodating approximately 30 couples (60 participants). The contractor must secure conference space including a larger interactive training room and smaller confidential counseling/hospitality suite, arrange audio-visual equipment with technical support and strong Wi-Fi, coordinate videography services (4 hours daily, 2-6 PM), provide coffee and beverage packages, and supply promotional items including pens, notebooks, water bottles, table throws, pull-up banners, and game giveaways. Event planning services over 60 days will encompass facility coordination, meal negotiations, couple recruitment and registration, supply ordering and assembly, on-site registration and emergency management, and survey analysis and reporting. The contractor must have a local point of contact or project office in Atlanta, Georgia to reduce transportation costs and enable in-person facility visits, though proposals from third-party organizations are not permitted. The performance period runs from March 1 through August 31, 2026, with one event planner assigned on-site, potentially with an assistant depending on staffing availability.

Steven Timmons Contracting Officer

RFI - 36C24726Q0277 – Marriage Enhancement Retreat

1. In regard to your period of performance 3/1/26 - August 31, 2026... how many events are you looking to have? Do you have just one event between that time frame or are there multiple events throughout that timeframe? Do you have preferred dates?

One event during the performance period; Mid-April, either 17-18 or 18-19, 2026

2. Under Task 4.0, what type of supplies and promotional items need to be ordered? We just want to make sure we price it right.

We use LeaderPromo; Items include and are not limited to

· Pens, Notebooks with tipping pages, carry totes, hand sanitizer, Kleenex, chapstick, lanyards, mints/small peppermints

· 24 oz slim water bottle (easy handling for older adults and those with arthritis)

· 6’ Table throws (blue) with VA logo and Chaplain Service Marriage Retreat; 2 promotional pull-up banners 7-9’ in height; 1 Back Drop

· Vinyl Emotional Wheel Stress Ball, Pill Case with Cutter, Mousepad, Blanket or Towel (game giveaways within training)

3. On the pricing document...

· for the conference space you say quantity 2. Does that mean 2 rooms? Can you explain what that quantity means?

The larger conference room is used for interactive training, and the smaller room is used for emergency, confidential counseling needs and hospitality suite (preferably in close proximity to one another, not on different floors/locations)

· for the av equipment, can you explain what av you will need and what hours you will need technical support?

The hotels that we’ve identified can accommodate our needs in their AV equipment packages. We’d need access to technical support at the beginning to ensure mics and video are operable and set-up correctly, and available upon request for troubleshooting should something go awry after a break. This could mean hotel staff or our own VA medical media staff. We need strong Wi-Fi signal throughout training facility. We’d like to video-record parts of the training for promotional and learning purposes, if possible and fit our budget.

· for the am/pm coffee breaks for 2 days you have quantity 6. How do you get that number? Should it be 4?

The resorts we’ve investigated have am/pm break and all-day beverage packages. 2 days, 2 am breaks, 2 pm breaks, and 2 all-day beverages. We can change that to number to reflect number of participants if necessary.

· What hours are you needing the videographer for 2 days?

Videographer- includes interviewing select couples- (4 hours/day) 2-6pm preferably but flexible

· When you say event planning services for 60 days, what does that entail?

Please refer to SOW/PWS for details. Event Planner will be confirming facility availability, meal selection, negotiating contract for AV equipment and meals, recruitment and registration of couples, ordering supplies, accounting for and assembling grab bags and giveaways, on-site registration and management of emergencies, and managing pre-post survey results, analysis, and reporting, debriefing with staff, and completion of contract evaluation.

· Promotional Items and Supplies quantity 66, what does that include?

We anticipate 30 couples. That’s 60 expected participants. We will order larger quantities of some items just because of how promotional items are categorized.

· How many event planners will you like on site?

One - Possibly an assistant. It depends on the selected event planner’s staff team.

1. Could you please confirm whether proposals can be submitted by third-party organizations? No

2. Are the dates flexible, or should the hotel propose the best available dates? Please check with facilitators for their availability before confirming training dates

3. How many conference days are required? 2 full days (8 hours/day)

4. Could you provide additional details regarding the conference setup? TBD.

5. What audio-visual equipment and services will be required? Please refer to SOW/PWS

We would appreciate clarification regarding the requirement referencing headquarters being located in Atlanta, GA. The Marriage Retreat Committee’s preference is to have someone local in Atlanta who may know the market better and can reduce transportation/travel expenses. They can accommodate in person meetings and can visit facilities as needed not just review hotel resort packages.

Specifically, could you confirm whether this requirement applies to the prime contractor, or if it pertains to a specific project office, point of contact, or subcontracted entity? We’re open to project office and/or primary POC. No subcontracted entity.
