About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs, VISN 7 Network Contracting Office in Tucker, Georgia for solicitation 36C24726Q0179. The amendment extends the deadline for receipt of offers to March 30, 2026 at 12:00 AM EDT and posts 28 questions and answers received from offerors regarding the project scope.

The project involves flooring renovation work at a VA hospital on Level 4, requiring installation of sheet vinyl (Mannington Biospec MD or equivalent) in designated areas and epoxy flooring (Duraquartz Fallen Log specification) in other areas. Key project details clarified in the Q&A include: the entire floor will be renovated in one phase with no phasing required; work hours are Monday through Friday 0700-2300 hours excluding federal holidays with no overtime approval; the VA will handle all furniture and equipment moving and storage; the contractor has 120 days after award for project completion; sheet vinyl seams must be heat welded to create one complete piece; transitions and cove bases must match existing conditions; and no asbestos abatement is required as the current floor was installed in the mid-2010s. Additional clarifications address scalable plan requirements, weldrod specifications, transition details, wall base locations, product specifications, and staffing facility requirements. A floor plan document (DC000905_CB-100 MAIN HOSPITAL-Sheet - LS03B04) is attached as reference material.

Joseph E. Horn Contract Officer

This amendment is to Post Questions and Answers:

Questions and Answers:

1. Can we get a scalable plan ? This plan looks to be a full-size plan shrunk down to 8.5" x 11" paper. Attached

2. Is all Sheet Vinyl (1-4) to get Weldrod or just SV-1 ? Where ever a seem is present

3. Can we get a specification on the Epoxy Flooring ? Duraquartz Fallen Log

4. Can we get a specification on the Sheet Vinyl to Epoxy Transition? I have no specs on transitions, match existing or better

5. Can we get a specification on the Sheet Vinyl to Sheet Vinyl Transition ? I have no specs on transitions, match existing or better

6. In the solicitation, there is a note about Wall bases (4”) with cove molding in designated areas.

What areas? Not shown on Plan. Match existing: everywhere there is cove base, match what is currently there.

7. In the solicitation, there is a note about Mannington Biospec MD and Realities III sheet vinyl (color to be determined post-award) - Is there specific colors that need to be priced or a range of prices ? Facility is looking for Mannington Biospec MD or equivalent. Once contract is awarded, the contractor should give exact Maker and Model. Facility will then take up to 5 days to provide colors.

8. Will the entire floor be turned over at one time or will it be phased? The plan is to turn over entire wing.

9. If phased, how many phases will there be? How will this work be phased? The plan is to turn over entire wing.

10. Will more than on mobilization / demobilization be required?? How many mobilizations should we anticipate? Floor will be closed down and work will be done in one phase.

11. Has the floor been tested for asbestos, and if so, is there a report that can be forwarded. The current floor was installed in the mid 2010’s, no asbestos.

12. Who is responsible for the moving of the equipment and furniture? VA will move furniture.

13. Where will it be stored? The VA will take care of the furniture.

14. Existing epoxy looks to be Duraquartz Fallen Log. Is the customer looking for the same exact finish, texture, and color? Yes. Which manufacturer’s products were used for existing flooring and is there a specific brand required? Unknown. Is it suitable to profile existing coating and recoat or is a full demo of resinous floor and base required? It is suitable for recoat, however the installation would have to be guaranteed to last at least a year after installation.

15. Should Staff Toilet 4C-143 be SV-1 or epoxy? Match existing.

16. Will the SV-1 in rooms 4C-150, 4C-148, and 4C-141 need to have the integral (flash coved) base? If so, would 4C-160 Soiled Utility need to be flash coved as well? Match existing.

17. How will this work be phased? How many mobilizations should we anticipate? The plan is to turn over entire wing.

18. Is there a specific product called out or required for the epoxy in the restrooms? No specific product for restroom epoxy.

19. Where did they figure the Schonox RF to be used? They had approximately 17 bags on specific task list. Quoted vendor estimated 17 bags. This is the only count we have on record.

20. Will the demoed flooring require abatement? No

21. Is there an actual architectural finish plan with specs that you can share for this project? There is not.

22. Is the new Sheet Vinyl to be flashed up the wall? If yes, how high? If not, is Cove Base to be used and what height? Match existing.

23. Are the Sheet Vinyl seams to be Heat Welded? Facility is requiring that flooring be one complete piece when finished.

24. Will this project be occupied during the construction (phased install schedule) or all empty?
