About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Hot Water Heating Repair project issued by the Department of Veterans Affairs (VA) Veterans Health Administration Network Contracting Office (NCO) 7 in Atlanta, GA. The amendment, numbered 0002 and effective 12-16-2025, formally closes the questions and answers (Q&A) period for Solicitation 36C24726Q0131.

The attached Q&A document reveals key details about the project, including the requirement to install approximately 100 linear feet of 2-inch stainless steel water piping, with potential additional 40-60 feet of 1½-inch black iron piping replacement. Vendors inquired about piping specifications, connection methods (with 316 welded stainless steel recommended for 2" and over), project start date, and access points for equipment removal and installation. The VA indicates that access to the job site will be through the Boiler Plant courtyard, and post-award scheduling will be discussed with the Contracting Officer Representative (COR).

Questions

Hot Water Heating Repair, Solicitation 36C24726Q0131

1. Can we acquire a set of prints for the piping of the heat exchangers and the re-piping of the black iron pipe to stainless on the condensate lines? See attachment

2. The expected or anticipated start date for this scope of work, or any scheduling windows we should be aware of. After the award we would like work to be scheduled and it can be discussed with the COR for a start and end time.

3. The Performance of Work statement specifies the installation of 100 linear feet of 2-inch stainless steel water piping. During the site visit this morning, VA staff mentioned an additional 40–60 feet of 1½-inch black iron piping that appears to be expected for replacement with stainless steel as well. The primary line is right before the control valve where the stainless ends and goes to the top of the D/A tank replacing the black iron with stainless. Including the bypass line. The secondary line piping being replaced is the black iron pipe from the T connection from the condensate tank piping after the pumps and goes all the way to the top of the D/A tank with the bypass line included by the control valve for flow going into the D/A tank.

4. Should the existing 40–60 feet of 1½-inch piping also be replaced with stainless steel, in addition to the 100 feet of 2-inch stainless steel water piping? The request was for approx. 100 feet. It is more than 100 feet. To cover the Primary and secondary lines with the bypass lines included.

5. There was no mention of how the stainless-steel piping should be connected. Can the VA clarify if they would prefer welded, threaded or mega-press connections? All piping at 2” or over will be 316 welded stainless steel.

6. What points of access/egress will we be allowed to use when rigging old equipment out and new equipment in? We would work with you. Access to the job site would be through the Boiler Plant courtyard.
