About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a Department of Veterans Affairs (VA) Request for Proposal (RFP) for non-emergent wheelchair transportation services. The amendment extends the proposal submission deadline from 9/15/2025 to 9/18/2025 and provides responses to submitted questions. The solicitation is for transportation services for veterans within South Carolina, Georgia, and potentially North Carolina, with an estimated 5-year contract value covering transportation to VA clinics and medical facilities.

Key details include a base rate for one-way trips up to 50 miles, a mileage rate for trips exceeding 50 miles, and waiting time charges in 15-minute increments. The Columbia VA Health Care System serves over 76,741 veterans and has seven community-based outpatient clinics located throughout South Carolina. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with specific requirements for joint ventures and mentor-protégé arrangements. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type, with quantities estimated for the entire five-year contract period.

Thomas Nicholls Contracting Officer

1. The estimated quantity for transports has significantly increased since the last iteration for this requirement. Additionally, in the last RFPs addendum(s) it was noted that the estimated trips per day was 60-80. Please revise this to reflect the most accurate estimates provided by the beneficiary travel office.

AGENCY RESPONSE: Requesting service has verified that all estimated transportation quantities are accurate.

2. FAR 52.212-1(e) encourages offerors to submit multiple offers presenting alternative terms and conditions, including alternative line items or products/services, with each to be evaluated separately. However, Section f. of the RFP states that “Offerors shall complete and submit the Price Schedule in Section B.3 which includes estimated use. No other format shall be accepted.”

Given this apparent conflict, could the Government clarify whether alternative price proposals— presented in addition to the required Section B.3 Price Schedule—would be evaluated if submitted in compliance with FAR 52.212-1(e)?

AGENCY RESPONSE-Offerors are allowed to submit multiple price proposals; however, all proposals must utilize the line-item structure in the solicitation.

3. Section E.1 – Addendum to FAR 52.212-1 of the solicitation requires that any offeror submitting a proposal as a joint venture must provide a certification from each SDVOSB joint venture partner, signed by an authorized official, affirming compliance with 13 CFR § 128.402(c).

Could the Government please confirm that:

a. SBA-approved mentor-protégé joint ventures—where the protégé is an SBA-certified SDVOSB—will be considered eligible for award under this solicitation.

b. Such mentor-protégé joint ventures will only be required to submit the SDVOSB certification for the protégé firm (along with the joint venture agreement and other required documentation), and will not be required to produce any separate “SDVOSB JV” certification for the joint venture entity itself, consistent with SBA’s August 1, 2025 rule change.

AGENCY RESPONSE-The agency will follow all applicable laws and regulations allowable with the set-aside. Offerors shall submit all required documentation in accordance with policy and regulation with their proposal.

4. QUESTION: On page 5 of 99 in the solicitation document, it states on the PWS section numbered two (2) the following:

“Background: The CVAHCS main campus is located at 6439 Garners Ferry Road, serving over 76,741 veterans, primarily from the Columbia area and its seven Community-Based Outpatient Clinics. The hospital has 204 inpatient beds and sees approximately 15,558 inpatient admissions and

1,046,878 outpatient visits a year. Veterans served within this facility live within the following counties and zip codes.”

What are the zip codes for the counties that the veterans live within as none are listed? We were able to find listed on page 59 of 99 in the solicitation the following counties for the state: of South Carolina; Calhoun, Fairfield, Kershaw, Lexington, Richland, Saluda. Are there more in addition to those provided?

ANSWER:C:\Users\VhacmsStinnW\Downloads\Current Users by County Zip Code (1).xlsx

5. QUESTION: On page 15 of 99 in the solicitation document, it states in section five (5) for the Period & Place of Performance the following:

“The Place of Performance is variable and may occur within the states of South Carolina,Georgia, and North Carolina; non-emergent wheelchair transportation services may be required to or from locations including, but not limited to the following: …”

The table provided in the section lists VA Clinics located in South Carolina, Georgia, and also Alabama. There were no addresses for any clinics in North Carolina.

In order to assess the best price/cost schedule for delivering the services that would satisfy this contract, can you provide a list of all the exact VA Clinic locations required to be serviced by this contract? Can you confirm that the VA Clinic locations listed in Alabama would also need to be serviced? In addition, could you provide information on the locations for the other non-VA medical facilities and Community Care facilities as authorized by the VA?

ANSWER: The Columbia VA Health Care System opened in 1932 at its current location and has since expanded to include seven community-based outpatient clinics (CBOCs) located throughout South Carolina in Anderson (330 SSC-81 Anderson South Carolina 29621), Florence (1380 Celebration Boulevard Florence, SC 29501-5495), Greenville (41 Park Creek Drive Greenville SC 29605), Orangeburg (151 Magnolia Village Parkway Orangeburg SC 29188), Spartanburg (279 North Grove Medical Park Drive Spartanburg SC 29301), Sumter (245 Bultman Drive 29150), Rock Hill (2670 Mills Park Drive, Rock Hill SC 29732).

6. QUESTION: On page 30 of 99 in the solicitation document, it states in section B.3 for the Price/Cost Schedule under the item information table, it provides a quantity number for the ‘description of supplies/services’.

There are three (3) line items listed which are as follows:

01 Base Rate for all VA ordered one-way trips up to 50 miles

02 Mileage Rate for each mile that exceeds the 50 threshold for each one-way trip

03 Waiting Time – Each = 15 minute increments (after first waiting more than 30 minutes for each trip ordered by the VAContract) , etc.

For each item listed above in the Price Schedule, does the quantity indicated on the table represent the estimated number of transportation trip orders the VA estimates to request during that period, or is it the estimated quantity per individual transportation order?

ANSWER: Estimated Quantity per individual transportation.

Quantities listed in the price schedule are estimated and are estimated for the entirety of the five

(5) year IDIQ contract life.
