About this file

This is Amendment 0005 to Solicitation 36C24725R0095, issued by the Department of Veterans Affairs VISN 7 Network Contracting Office on February 16, 2026, effective November 7, 2025. The amendment publishes questions and answers, revises the Performance Work Statement (PWS), and revises the Contract Line Items (CLINs) for home oxygen and ventilator services at Augusta VA Healthcare System. The due date for proposals remains unchanged. The guaranteed minimum contract value is $500.00 for the initial fiscal year, with a maximum ceiling of $16,000,000.00.

The contract covers rental and delivery of home oxygen and ventilator equipment and services to an estimated 615 oxygen-using patients and 40 ventilator patients served by Augusta VA Healthcare System across multiple counties in Georgia and South Carolina. Services must be provided 24/7, including holidays, with initial setups completed within eight hours and emergency response within four hours. The scope includes 21 line items per ordering period covering equipment such as 5LPM and 10LPM concentrators, conservers, portable systems, cylinders, compressors, ventilators with all supplies, liquid oxygen, fire safety valves, delivery fees, portable concentrators, and respiratory therapy visits. The contract includes five ordering periods from March 1, 2026 through February 28, 2031, with monthly unit prices to be filled by the contractor. All services are full-service contracts including setup, installation, patient education, bi-annual maintenance visits, emergency services, and equipment maintenance in accordance with Joint Commission homecare standards and CDC COVID-19 guidelines. The contractor must maintain a stock of ten portable cylinders at the VA Medical Center and provide FDA-approved portable concentrators for traveling patients. Failure to meet delivery timelines results in the VA obtaining services from alternate sources at contractor's expense.
