About this file

This is a Questions and Answers document for solicitation 36C24725R0035, which addresses two specific questions regarding a project to improve Building 10 parking overflow lots at the Wm. Jennings Bryan Dorn Veterans Affairs Medical Center in Columbia, SC. The document clarifies that five example projects are required for Section F: Specialized Experience, and references a posted amendment with revised evaluation factors regarding the electrical systems design requirement that was previously questioned.

The associated pre-solicitation notice outlines an A-E contract with an estimated value between $250,000-$500,000, set aside for SDVOSBs under NAICS 541330. The project has a 295-day completion period with an anticipated award date before September 1, 2025. SF330 submissions are due by January 10, 2025, at 3:00 PM EST. The evaluation factors include specialized experience, past performance, professional qualifications, construction period services experience, location knowledge, QA/QC plan implementation, work capacity, and small business utilization.

Questions:

1. How many example projects are required for Section F: Specialized Experience and technical competence in the type of work required? The original solicitation required only 5 projects. 5

1. On page 3 of the solicitation, under 1.a.v), it states: "Specific emphasis of experience and technical competence shall be geared primarily towards electrical systems design, while also demonstrating competence with related structure, fire protection, and healthcare facility design." In reading the various tasks for this project, it does not appear that electrical systems design is of major importance. When this opportunity was first released (June 2023), an amendment was issued which instructed offerors to disregard this particular criterion. Is this to be disregarded again? If not, can the government release a new SOW for this project so that we can get a better grasp on the amount of electrical systems design required for this project? Offerors should see the posted amendment with revised evaluation factors.
