About this file
This document is an Amendment to Solicitation 36C24725Q0370 for VA Dublin Health Care Home Oxygen and Ventilator Services, issued by the Department of Veterans Affairs VISN 7 Network Contracting Office. The amendment publishes additional Questions and Answers and revises the Performance Work Statement (PWS) for home oxygen and ventilator services at Carl Vinson VA Medical Center, which currently serves an estimated 300 oxygen-using patients and one ventilator patient annually.
Key service requirements include 24/7 delivery and setup of medical equipment in patients' residences, with a four-hour delivery window, full equipment setup, patient training, and safety checks. The contract includes line items for portable oxygen systems, delivery fees, and respiratory therapy visits. The contractor must maintain portable oxygen cylinders at the medical center for patient use, provide in-home equipment support, and be capable of offering additional services like nocturnal pulse oximetry and cough stimulating devices if needed in the future. The amendment clarifies pricing, service expectations, and technical specifications, with a focus on comprehensive home oxygen and ventilator support for veterans.

Additional Questions and Answers
1. Page 5 states: “The Department of Veterans Affairs Medical Centers (VAMC) at: Carl Vinson VAMC currently serves an estimated 300 oxygen-using patients and one (1) Ventilator yearly.”
Question: The estimated quantities provided in the price schedule do not reflect an estimated 300 oxygen-using patients and one (1) Ventilator yearly. Please clarify.
Answer: These are estimates per provided based on the services currently being provided.
2. Page 6 states: “1.4 PORTABLE EQUIPMENT AT VA MEDICAL CENTER(S) A stock of twelve 12 portable cylinders, regulators, regulator keys, nasal cannulas, fire safety valves (two (2) per tank), and 02 carriers shall be continuously maintained by the Contractor at the VA Medical Center located in Dublin, Georgia. These cylinders shall be used only to accommodate Home Oxygen beneficiaries who are visiting VA or being discharged and require a tank of oxygen to go home. This service shall be provided at no additional cost to the Government.”
Question: The statement above says this service is to be provided at no additional cost to the government, however, contract line item 0005, 1005, 2005, 3005 & 4005 is requesting “Portable System (Medical Facility).” If contractors are to be providing portable tanks at the VAMC at no additional cost to the government, why is there a line item to bill for this?
Answer: This only pertains to equipment stored at the facility. Meaning charges will only occur upon usage.
3. Page 7 states: “2.2 DELIVERY OF MEDICAL EQUIPMENT
a. The Contractor shall deliver and set up in the patient’s residence all equipment and supplies ordered. This contract is a full-service contract. Set-up shall include establishment of operational parameters of equipment to VA prescription, ensures purity of O2, Veteran training on system operations, review of safety checks and discussion of home safety issues. Services are required to be provided 24 hours a day, seven (7) days a week, including holidays, including all emergency service calls. Contract prices are all-inclusive. The Contractor shall not be reimbursed for costs incurred more than the contract prices in the Schedule of Supplies/Services for services provided in accordance with the Schedule of Supplies/Services.
b. Patients shall be notified of expected delivery times by the Contractor. Veterans shall be provided with a four (4) hour delivery time window for expected time of delivery.
c. Deliveries of medical equipment and supplies shall be made in full. If the contractor is unable to fulfill the full prescribed medical equipment and supplies list, the contractor may choose partial delivery. Contractor shall notify the VA Designee and/or COR via secured email or facsimile or entry in VA approved portal within one (1) calendar day in the event of a partial delivery. In such cases where a partial delivery is made, the remainder of the delivery will be made within one (1) calendar day. Payment shall only be issued for full deliveries. Contractor shall maintain sufficient stock (or have available) to ensure all deliveries can be made within the contractual timeframes. The cost for additional deliveries to complete the order shall be at no additional cost to VA.
Question: Contract Line Item 0020, 1020, 2020, 3020 & 4020 is for a Delivery Fee. Is Contract Line Item 0020, 1020, 2020, 3020 & 4020 the line-item contractors will use to bill the VA for each delivery?
Answer: Only scheduled deliveries for the above CLINs
4. Page 14 states: “b. Contractor shall schedule and perform home visit every 90 days for traditional concentrators.”
Question: Is the 90-day home visit required to be performed by a Respiratory Therapist?
Answer: RT is only required to see patients yearly for traditional concentrators. There are other guidelines in the PWS for other circumstances.
5. Page 14 states: “c. Contractor shall maintain, deliver, and pick-up VA owned equipment.”
Question: Is there VA-owned equipment on this contract?
Answer: Currently there is no VA owned equipment. The contractor should have the capability of providing such services upon request, if later needed by the facility.
6. Page 20 states: “4.15 IN-HOME NOCTURNAL CONTINUOUS PULSE OXIMETRY TEST Contractor shall provide in-home nocturnal continuous oximetry testing after receipt of VA physician order. The Contractor will make (3) three attempts (on different days, no less than four (4) days apart) to contact the patient for setup, if the Contractor is unable to make contact, they are to report the information back to the VA designee and/or COR for follow up and direction on how to proceed. Procedure shall include delivery, set up and pick up of rented oximeter. Data from the oximeter shall be downloaded and a written report be furnished to the VA designee and/or COR within 48 hours of pick up. This process shall be completed within 30 days of the initial order.”
Question: The PWS makes it clear that contractors shall provide in-home nocturnal continuous oximetry testing after receipt of VA physician order. However, there is no contract line item on the price schedule for us to bill for this service. Consider adding a contract line item for in-home nocturnal continuous oximetry testing.
Answer: There is currently no need for this service. The contractor should have the capability of providing such items upon request, if later needed by the facility.
7. Page 20 states: “4.16 COUGH STIMULATING DEVICE The Contractor Respiratory Therapist shall deliver a Cough Stimulating Device to the patient; provide instruction on use of device, with return demonstration by patient and/or caregiver, along with applicable patient education and equipment maintenance training.
a. All Cough Stimulating Device setups shall include all supplies, accessories, and components required for operation of the device, both disposable and non-disposable supplies, accessories and components. (Masks, patient circuit, air filters, hose clip, AC Power cord, SD card, carry case) Disposable and consumable supplies and/or accessories shall be replaced at the time interval recommended by the equipment manufacturer.
b. Initial set-ups shall be completed within eight (8) hours of request. Set-up of the Cough Stimulating Device includes setting up and ensuring the equipment is operational, instruction and training of patient and/or caregiver and home-environment safety check. Failure to deliver within the required time shall result in the VA obtaining the service from another source. Any costs more than contract pricing for services provided shall be billed to contractor or credited to next invoice at the discretion of the ordering facility.
c. Once the initial set-up has been completed, the Contractor shall develop a regular delivery schedule for all disposable and/or consumable supplies.
d. The Contractor is responsible for establishing appointments with patients when initiating set-ups and deliveries.
Question: The PWS makes it clear that contractors shall provide cough stimulating devices, however there is no contract line item for this device. Consider adding a contract line item for cough stimulating device.
Answer: There is currently no need for this service. The contractor should have the capability of providing such items upon request, if later needed by the facility.
8. Page 28 states: “4.31 DAMAGE CHARGES The Contractor agrees to provide cylinders without assessing damage charges on the Government. The Contractor further agrees that the free loan period of cylinders is indefinite but shall not exceed the term of the contract.”
Question: Did you mean to say Demurrage instead of Damage?
Answer: Yes. The PWS will be revised.
9. Page 31 states: “5.6 PATIENT EDUCATION REQUIREMENTS
a. The Contractor shall provide education to each patient at the time of set-up, and every six months thereafter, and assess the need for reinforcement during visits.”
Question: Page 14 states that a home visit is required every 90-days. Please clarify how often contractors are to perform home visits. Also, please clarify if the home visits need to be performed by a Respiratory Therapist.
Answer: Home visits can vary depending on the patient. 90 days is standard for traditional concentrator. The 90-day visits do not require a RT for traditional concentrators. RT standards and guidelines references can be found in section 7.15.
10. Contract Line Item 0022, 1022, 2022, 3022 & 4022 Respiratory Therapy Visits Question: Are these Respiratory Therapy Visits for concentrator patients, ventilator patients, or both?
Answer: Both.
