About this file

This document is an Amendment to Solicitation 36C24725Q0370 for Home Oxygen and Ventilator Services issued by the Department of Veterans Affairs VISN 7 Network Contracting Office. The amendment extends the receipt of offers deadline to April 22, 2025, at 11:00 AM EDT and publishes a comprehensive set of questions and answers regarding the solicitation. Key clarifications include details about equipment delivery, patient travel requirements, equipment ownership, maintenance visits, and specific service provisions for oxygen and ventilator equipment.

The solicitation covers home oxygen and ventilator services for the Dublin VA Medical Center, with estimated quantities for various equipment types such as portable oxygen concentrators, ventilators, liquid oxygen systems, and related accessories. The contract includes multiple Contract Line Item Numbers (CLINs) for different equipment rentals and services, with the VA indicating flexibility for potential future service adjustments. The contractor is expected to have capabilities to provide various respiratory and oxygen-related equipment and services, even if not immediately required, to ensure continuity of care for veterans. The estimated annual quantities vary across different equipment types, with the VA noting that these are based on current services provided by the incumbent contractor.

This shall be provided at no additional charge.

a. If the veteran belongs to another VA, will the VA provide the vendor with an order that includes the patient demographics to retrieve the equipment back from the veteran?

Answer: The VA will assist in retrieving the equipment or provide payment.

b. If the vendor is unable to retrieve the equipment from the veteran being serviced by another VA, will the Dublin VA pay the vendor for the lost equipment?

Answer: No.

a. Are Puerto Rico, Hawaii and the US Virgin Islands considered to be overseas travel?

Answer: No, these are considered domestic travel rather than overseas travel.

b. If the veteran is going on a cruise, is it their responsibility to pay for a portable concentrator through a private vendor and not receive it through the VA?

Answer: A veteran beneficiary will not have to pay for a portable concentrator that is prescribed by a VA.

3. 3.9(f) Home oxygen for travel outside of the continental USA, overseas travel, and cruises are the responsibility of the patient.

a. If the veteran is permanently relocating to a service area outside of this contract, is the expectation to provide a portable concentrator or make arrangements with the contracted provider for a standard setup?

Answer: No.

A temporary order is issued from the “home” facility. Usually for 30days at that point as a courtesy it may be extended for another 2 months to accommodate the veteran until an appointment can be made at the veteran’s new facility.

b. If a portable concentrator is provided, would the VA pay for the portable concentrator if the veteran refuses to return it?

Answer: The VA will assist in retrieving the portable concentrator and work with the contractor in finding a solution.

4. 4.1(b) Contractor shall schedule and perform home visit every 90 days for traditional concentrators.

a. In section 4.0(a) the verbiage indicates the maintenance visits should be performed twice annually. Can you please provide clarification whether the required visits are quarterly and semi-annually?

Answer: As to 40(a), schedule visits depend on the maintenance required for the prescribed equipment as the number of visits can vary. 40(b) are instructions, specifically for Humidifiers and water traps.

6. 4.4 This is referring to ventilators that are being utilized “invasively” and not “non-invasively. Invasively means that patients are attached to the equipment via a tracheotomy. Non-invasively means that the patient is using a mask to the patient’s face.

a. Does this indicate that all ventilators are for invasive patients only? If so, the required supplies include full face and nasal masks, which are used for non-invasive ventilation.

Answer: Yes.

Answer: The section will not be removed as the contractor is required to have the capability of providing the item even though there is no CLIN. If the item is later needed, the item will be added through contract modification.

Answer: This CLIN is more specifically geared towards visits outside the scope of routine services.

21. Dublin VAMC currently has all Home Oxygen Patients seen by a Qualified Technician monthly to ensure equipment compliance and safety.

Does the government intend to make the change only to require a visit every 6 months?

Answer: This is being met with the monthly deliveries by the technician installing and replenishing tanks.

22. Dublin patients currently require a CRT/RRT to see all Home Oxygen Patients within 7 working days of initial setup and annually thereafter.

The current PWS does not show any requirements for an RT visit. Does the government intend to change this to allow a Qualified Technician to perform these visits? They have already been seen during the setup by a qualified tech

Answer: It is our position that initial setups and ventilator patients are the only exceptions to the annual visits that the RT is to perform.
