The requirement is for quarterly delivery of 9mm and .223 caliber ammunition. The annual requirement is 41,000 total rounds - 10,250 rounds of 9mm per quarter (80 cases annually/20 cases quarterly) and 2,750 rounds of .223 per quarter (50 cases annually/13 cases quarterly). While 500-round cases are preferred, the VA will accept cases containing 200 or 100 rounds as long as total quantity requirements are met. Multiple approved manufacturers can be used, and partial shipments of different calibers are acceptable. Per LETC guidelines, officers must shoot 800 rounds of 9mm and 200 rounds of .223 annually. The ideal packaging configuration is 10 boxes with 50 rounds per box, though there is no minimum ammunition amount requirement.

Vendor Questions/Concerns for:
Ammunition / 36C24725Q0361 / Columbia, SC VAMC
No Information will be provided about, estimates, bidders lists, previous or current contracts. Due to the nature of this requirement and time constraints to respond to vendor questions/concerns, these responses are subject to change pending additional information.
This bid is due to close at 1pm EST on Feb 18, 2025.
1. Will the Government accept partial shipments (e.g., fulfilling the .223 ammunition requirements separately from the 9mm ammunition requirements), or must the entire quarterly shipment be consolidated and delivered as a single shipment?
Yes. The VA will accept ammunition that comes in separately.
2. Will the Government accept rounds from multiple approved manufacturers as outlined in Section B? For example, for the .223 62-grain requirement, would 1,250 rounds of Speer
Gold Dot SP and 1,250 rounds of Federal Tactical Bonded (totaling 2,500 rounds) be acceptable, or must each quarterly shipment come from a single OEM?
Yes. Rounds can come from multiple approved manufacturers, as long as the ammunition meets the requirements stated.
3. Regarding the quarterly .223 62-grain Gold Dot GDSP shipments, the VA Police have requested five (5) cases per quarter, totaling 2,500 rounds. If the OEM does not package in
500-round cases, will the Government accept shipments in OEM-standard configurations
(e.g., 20-round boxes packed into cases of 200 or 100 rounds), provided the total quantity of
2,500 rounds per quarter is met?
Yes. The VA will accept boxes packed with 200 or 100 rounds as long as the total amount of rounds provided equals 500.
4. While completing the SF-1449, I noticed a could-be discrepancy. I've completed the annual price/bid analysis for the requested rounds, 80 cases and 25 cases respectively. However, the quarterly deliveries are set at 25 and 5 cases, totaling 100 cases
(9mm) and 20 cases (.223) annually. If possible, please provide clarity on your expected quarterly and annual totals. Unless otherwise instructed, I will proceed with the annual figures for bid purposes and will modify if needed.
Annually, the VA will require a total of 41,000 rounds. This amount will vary depending on new hires. Per LETC guidelines, officers are required to shoot 800 rounds per year. Each quarter, 10,250 rounds should be provided for 9mm. For the .223, there should be a total of 11,000 rounds annually. 2,750 rounds should be provided quarterly.
5. I see you have listed that you require 80 cases of 9mm ammunition for handguns and 50 cases of .223 ammunition for long guns, however I do not anywhere in the solicitation a number of rounds per case. I was hoping you could provide that information to me so I could get to work on putting together a bid.
To meet the LETC requirements, each officer will need to shoot 800 rounds per year for 9mm and
200 rounds for .223. The VA is looking for 500 rounds per case. If that is not practicable, the VA will accept cases of 200 or 100, but the total amount of cases provided must equal 500 rounds.
6. I understand that you are requesting 500 round cases, as I search my distributors, I am only able to get the 9mm ammo in cases of 200. If the total round count stays the same, is it possible to provide the ammo in cases of 200 rounds as opposed to 500 rounds?
Yes, this will be acceptable. As long as the quarterly rounds equal 10,250 for 9mm and 2,750 for
.223
7. When pricing out the ammunition cases some cases come in boxes of 10 or 20 with 20, 25 and 50 rounds per box. Is there a minimum amount of ammunition needed?
There is no minimum amount of ammunition needed. Previous ammunition received were
10 boxes with 50 rounds per box. That is ideally what we are looking to acquire in this procurement.
8. It states 25 cases of 9mm and 5 cases of .223 quarterly but this does not total the 80 cases for handguns and 50 cases for long guns (25 per quarter would be 100 cases annually) and
(5 cases of .223 quarterly would be 20 annually)?
This was an error. We will need 80 cases annually, which will be 20 cases quarterly for the
9mm. For the .233 we need 50 cases annually, which totals 12.5 cases quarterly, but we can round it up to 13 cases quarterly.
