Vendor Questions/Concerns for:

Elevated Tank Maintenance / 36C24725Q0272 / Tuskegee & Montgomery, AL VAMC

No Information will be provided about, estimates, bidders lists, previous or current contracts. This action is now extended to close at 1pm EST on Feb 6, 2025.

1. What is the magnitude for this project? Please review the Statement of Work and Line

Items.

2. Can a list of rooms included on this contract be provided? Please include Room number, designation, and facility location. This action is for outside water tanks, no servicing of rooms are part of this procurement.

3. Will the past performer with the Sub can be used? The vendor is responsible for all services regardless of if a sub is used. No information will be provided about, estimates, bidders list previous or current contracts.

4. The corrosion inspt IAW WWA D 104-91-Appenix " C " are to be use on the two tanks @

Tuskegee Campus could give some in site about this is this the right one to do. The correct standard to follow is AWWA D104-97, not AWWA D104-91. This standard should be followed on all three tanks in Montgomery and Tuskegee. Please see attached pdf standard as well as a field guide to explain cathodic protection for steel water tanks.

5. Will customer be responsible for draining the tank? YES, VA will drain one tank at a time.

6. Will there be a water source available to feed pressure washers and/or fill a water buffalo tank? YES

7. Confirm no rigging will be required for the washout or inspection. In other words, we are to clean interior surfaces that can be reached from the floor, and inspect interior/exterior surfaces that can be reached from ladders or walkways? There is a ladder that goes up to the main bowl of the tower to enter. And a walkway that goes around the outside.

8. Confirm it is acceptable to pump remaining water removed from the tank directly onto the ground as well as all sediment or debris removed from the tank onsite next to the tank? The vendor is ultimately responsible, and techniques used. No sediments or contents is to be dispose of on VA property without approval of Contracting Officer and Contracting Officer

12. While reviewing the RFQ document for the Elevated Tank Maintenance contract, we noticed a reference to "WWA D104-91 Appendix C" in Section 002. We believe this might be a reference to AWWA D104-91 Appendix C, which relates to cathodic protection for steel water storage tanks.

Could you kindly confirm whether the maintenance of cathodic protection systems is a required part of the scope of work? If this reference was included in error, we would appreciate clarification on the intended regulation or standard. The correct standard to follow is AWWA

D104-97, not AWWA D104-91. This standard should be followed and is required as part of the scope of work. Please see attached pdf standard.

13. is there a bid bond requirement? Vendor is highly recommended to be insured. The vendor will be responsible for all damage caused during services.

14. With the Department consider accepting a response from a minority owned business in lieu of a disabled veteran owned business? NO

15. With the Department consider using commercial divers to clean and inspect the interior of these elevated water tanks? The vendor is ultimately responsible for servicing of procurement regardless of who they may or may not subcontract. But the tanks will be emptied of water one at a time.

16. Can sediment or contents removed during any cleaning procedure be disposed / dispersed on-site? The vendor is ultimately responsible, and techniques used. No sediments or contents is to be dispose of on VA property without approval of Contracting Officer and Contracting

Officer Representative.

17. Can you clarify if this maintenance is once a month or an annual inspection? This is an annual cleaning and inspection of tanks
