About this file

This is a questions and answers amendment (0001) to solicitation 36C24725Q0259 for trash and recycling removal services at the Department of Veterans Affairs VISN 7. The amendment extends the offer due date to February 4, 2025, at 11:00 AM EST.

The Q&A clarifies that the services require: two 6-cubic yard trash containers with twice weekly pickup, one cardboard compactor with weekly pickup, servicing of one VA-owned trash compactor twice weekly, construction/demolition container with weekly pickup, and 30-cubic yard roll-off containers available upon request (up to 200 times). The existing trash and cardboard compactors are ground-mounted with rails secured to pavement and are loaded from a rear loading dock platform. The amendment maintains the subcontracting limitations requirement under VAAR 852.219-75 for services, and directs interested parties to submit FOIA requests for incumbent information. All containers and compactors are accessible 24/7.

36C24725Q0259 0001 Questions and Answers

1. Question: I have the following question in regard to the Cardboard compactor:

I need to know if the compactor will be on a doc or free standing.

Can you please provide specifics on the hopper size?

Answer: The trash compactor is on the ground with rails secured to the pavement. It pushes up to the loading dock platform from which the trash is loaded into the hopper that is loaded from the rear. The cardboard compactor has a similar design, and it too is loaded from a loading dock platform into the hopper.

2. Question: We are performing independent research on the Combined Synopsis/Solicitation (36C24725Q0259). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: Please submit a FOIA request for the incumbent information.

3. Question: I was wondering if there is any way the subcontracting limitation can be removed. I have vendors that are local that we’ve been working with that are willing to take up the service, but the subcontracting limitation is posing a challenge for us.

Answer: The VAAR 852.219-75 Limitations on Subcontracting, “formal certification must be completed, signed, and returned with the offeror's bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award”.

4. Question: In the attached screenshot of VAAR 852.219-75 Limitations on Subcontracting, we would like to confirm under which category this contract falls—Services, Construction, or Special Trades.

Answer: Services

5. Question: Upon review, it appears there is only one small facility in the area that handles recycling, and they are unable to manage the logistics of:

· Recycling: Provide one (1) 30/35 cubic yard self-contained cardboard compactor to be picked up once a week.

Given this limitation, the alternative would be to transport the recycled cardboard to Savannah, Georgia, which is over 100 miles away. Weekly hauls over this distance would result in significant additional costs. Additionally, the recycling container for this purpose will need to be fabricated. Typically, the cost of such a container is distributed over the duration of a 5-year contract. However, since this is a government contract structured with a 1-year base and 4 option years (which the government can choose to discontinue), the full cost of the bin will need to be quoted and paid for within the first year of the contract. Could the government provide guidance on any alternative approaches they would like to consider, or should we proceed with a quote based on the original solicitation requirements?

Answer: Please read the RFQ and its entirety.

6. Question: We understand that we missed the initial site visit scheduled for this project. However, we would greatly appreciate the opportunity to schedule a brief onsite meeting. Our intended subcontractor for this job is Republic Services a recognized leader in the waste management industry known for their exceptional service quality. We have some specific questions regarding the compactors and would like to review how they are currently set up onsite to ensure our proposal is as accurate and cost-effective as possible.

Answer: Please read the RFQ and its entirety, on questions and site visit information.

The site has:

2 – 6 cube trash containers you will need to supply and dump 2x a week.

1 cardboard compactor you will need to supply 1x a week.

Service of 1 VA owned trash compactor 2x a week.

Construction and Demolition you will need to supply 1x a week.

Availability to provide 30 cubic yard roll off containers upon request as needed 200x.

All dumpsters and compactors are easily accessible and can be accessed at any time, 24/7.
