About this file

This is Amendment 0001 to solicitation 36C24725Q0213 for Kitchen Maintenance and Grease Trap Cleaning at the Ralph H. Johnson VA Medical Center in Charleston, SC. The amendment extends the bid due date to January 13, 2025 at 5:00 PM EST and changes the Contracting Officer from Arthur Harris to David Parente.

The amendment includes Q&A clarifications about the San-I-Pak tank cleaning requirements, confirming it is a 40-gallon underground tank that collects wastewater and requires quarterly pumping similar to grease traps. It also addresses questions about kitchen hood cleaning, confirming that work can be completed over 2 days and clarifying that ductwork cleaning is required from the kitchen interior to the exhaust fan and horizontally past the fan, but not up the vertical portion leading to the 9th floor roof. Contractors must add drain and access doors as needed to clean past the exhaust fan.

VENDOR RFI’S

1. In the solicitation it stated that the Sani Pak Tank has to be cleaned and it is in the Fire Lane. Upon research of a sanipak tank there is no relation to grease trap. I wanted to know if you could provide more information about the sanipak tank?

ANSWER: We have a San-I-Pak #352 with a conveyer belt. The tank is a roughly a 40-gallon tank. It collects the extra wastewater from the San-I-Pak. The San-I-Pak sterilizes trash before compacting it. The waste is NOT hazardous and can be disposed of in a similar matter to grease tanks.

Per the San-I-Pak material data safety sheet:

WASTE DISPOSAL METHOD:

Liquid wastes are not permitted in landfills. This product is not considered a hazardous waste under RCRA… In some areas disposal by flushing into a sanitary sewer with plenty of water may be permissible. Consult local, state, and federal agencies for proper disposal method in your area.

2. I spoke with Tyler, Project Manager, from San-I-Pak and he wanted to know if you all want Sanipak to manage the bin itself, maintain the San-I-Pak, or train someone on how to operate the San-I-Pak tank?

Could you inform me exactly what you all wanted done with the Sanipak tank because it is not stated in the solicitation?

The San-I-Pak project manager stated that there is not much to be done to the San-I-Pak tank.

ANSWER: The tank the solicitation references is an underground tank not connected to the SanIPak directly. It connects to a floor drain underneath the machine. This drain collects any liquid that flows out between the connection of the dumpster and SanIPak. This tank is accessible from a manhole next to the SanIPak. You do not have to touch the SanIPak to empty the tank.

This contract only concerns the tank and not the SanIPak itself. Maintenance, training, and operation of the machine is performed by another service within the hospital and not included in this contract.

The SanIPak tank is to be pumped out similar to the grease traps. The tank is to be pumped out/emptied quarterly and is listed on the Inventory and Frequency table.

3. After the walk through on December 17, 2024, here are the questions that we have.

I wanted to know if there is an issue with the scope of work being completed in two days by Kitchen Guard? Scope would require two days of service from Kitchen Guard

Also, the ducting from the amin kitchen hood leads through ducting up to a rooftop fan, then from there feeds to additional ducting that goes up 9+ stories. Our view is that ducting that high is unlikely to be heavily impacted by grease given the distance it would have to travel. We were also advised that access to the 9+ stories of ducting is in areas that may not be accessible. If that portion of the ducting is inaccessible and not needed to be cleaned, we would need confirmation that Kitchen Guard will not be held liable for that portion of the ducting (inaccessible areas are fairly common in the industry, but do require tenants to acknowledge them and remove liability from the cleaners)

ANSWER: Completing the work over 2 days is acceptable as long as the frequencies are achieved in the table listed under the Inventory and Frequency section.

The kitchen hood within room G317 is the item being addressed by this comment. The ductwork should be cleaned from the kitchen interior to the exhaust fan, and from the exhaust fan to the where the duct turns up vertically. Add a drain and access door as necessary to clean past the exhaust fan. Do not clean the vertical portion of the duct past the exhaust fan leading to the 9th floor roof.
