About this file
This is Amendment 0002 to solicitation 36C24725Q0143, issued by the VA Network Contracting Office 7 in Birmingham, AL, containing questions and answers from vendors. The amendment clarifies that this is a new requirement for ultrasound technicians at the Atlanta VA Health Care System with no incumbent contractor, and current tasks are being performed by on-call staff. The VA declined to extend the proposal due date despite it falling during a holiday week, citing urgent need. The amendment clarifies that past performance from medical clinics and military facilities (not just hospitals) will be evaluated, and no page limits were set for technical proposals to allow for submission of required documentation for proposed candidates. The base solicitation seeks on-site radiologic technologists and sonography technicians who must be accredited by the American Registry of Radiologic Technologists (ARRT) and follow ARRT standards and guidelines, with services to be performed at the Atlanta VA Health Care System in Decatur, GA.

Additional Questions From Vendors:
1. Is this a new offering or is there currently and incumbent?
Answer: This is a new requirement. There is no incumbent.
2. If support is currently in place have you all had any major concerns with the current technicians?
Answer: This is a new requirement. There is no incumbent.
3. We would prefer to keep the current staff in place and badge them over to our company (if there is currently temp staff in place) to make the transition seamless without affecting current case load and scheduled appointments. Therefore, the resumes attached to our proposal may not represent our proposed staffing accurately. Is this ok being that the end goal would be to keep the same team?
Answer: This is a new requirement. There is no current staff for the required services.
4. Could the government consider extending the due date, given that the response falls during a holiday week and answers to questions are necessary for proper pricing and identifying qualified candidates Answer: Due to the urgent need, an extension will not be provided.
5. Can the government please provide clarification on the following: "Volume 2: Past Performance - Provide a listing of past performances with hospitals and VA facilities. Quoters should provide references for similar services performed for hospital and VA facilities." If an offeror has experience at medical clinics and military facilities but it's not a true "hospital", would that mean the past performance would not be evaluated?
Answer: Past performance providing equivalent services at medical clinics and military facilities will also be evaluated.
6. For Volume 1: technical, can the government please provide page limit guidelines for the requirements of the proposal? The technical understanding (a.), management plan (f.) and quality control plan (h.) could all be anywhere from 5 pages to 100 pages in length per section.
Answer: Page limit was not given to allow for submission of required documentation for each prospective candidate.
7. Can the government please confirm if this is a new contract or if there is an incumbent in place?
Answer: This is a new requirement. There is no incumbent.
8. If this is a new contract, who is doing these tasks now?
Answer: This is a new requirement; the current staff are doing the tasks (on-call) to cover. Services required are in addition to the current staff.
