About this file

This is a Questions and Answers document for solicitation 36C24725Q0129 regarding Chiller Plant Preventive Maintenance at the Charleston, SC VA Medical Center. The document contains 7 vendor questions with VA responses covering topics like contract scope, maintenance responsibilities, and equipment servicing requirements.

Key details from the responses include: the contractor must take full responsibility for equipment at time of award though previous repair records will be provided; corrective maintenance covers repairs needed with scope decisions made by the Contracting Officer; the contractor must develop a maintenance service plan for CO/COR approval detailing covered services; and refrigerant handling is included in the scope, requiring proper licensing and documentation of additions/removals. The VA explicitly states multiple times that no information will be provided about past or current contracts, including cost transparency reports and incumbent contractor identity. The Statement of Work (SOW) serves as the primary reference for determining what is covered under the contract scope.

Vendor Questions/Concerns for:

Chiller Plant Preventive Maintenance / 36C24725Q0129 /

Charleston, SC VA Medical Center

No information will be provided about the past or current contract.

1. Will the VA provide the current contract cost transparency report from 2023 and 2024.

No information will be provided about past or current contract(s).

2. Will the VA confirm that once the contract is awarded, there will be a period of time allotted to identify any deficiencies that need to be addressed per piece of equipment prior to taking full responsibility of equipment? If so, what would that timeframe be?

The VA will provide records of previous repairs and PMs, but it is assumed contractor will take full responsibly of equipment at time of award

3. Will the VA confirm what repairs are deemed to be outside of scope? SOW should be sufficient to detail what is covered under the contract. The contractor may present a specific question to the COR after award as necessary, but the SOW will be the reference used to determine what is covered under contract.

4. Will the VA confirm who is the current contractor servicing the equipment? No information will be provided about past or current contract(s).

5. Section A-4: What is defined as “Corrective Maintenance”? Anything outside of this needs to be quoted and approved, so would need it defined. Any repairs that need to be made. Corrective maintenance outside the scope can be discussed between

CO/COR/Contractor. All final decisions will be made by CO.

6. There is no “What is not covered” section. Hard to price appropriately without that, i.e.

refrigerant, paint, piping, condensers, fan blades, etc. Contractor will develop a maintenance service plan detailing what they are covering. CO and COR will approve the plan

7. Refrigerant is not in document. Is it covered by this contract? Yes, contractor will need to add or remove chiller refrigerant as needed based on their developed maintenance service plan and checks for the chiller plant. Contractor needs the

Refrigerant handling licenses as necessary and log all refrigerant addition and removals.
