About this file

This document is an amendment to Solicitation 36C24724Q1039 for the Department of Veterans Affairs (VA) to obtain x-ray imaging equipment, imaging technicians, and tele-radiology reading services for 11 Community-Based Outpatient Clinics (CBOCs). The amendment provides questions and answers related to the solicitation. Key details include:

The x-ray equipment must have specific technical requirements, including an approved Enterprise Risk Analysis, VA VistA Imaging Approved DICOM Modular Interface, and current Memorandum of Understanding. The contractor will provide full-service imaging equipment, staffing, and interpretation services. Pricing will be based on equipment plus exams, rather than solely on CPT codes. The resulting contract will be a base year plus one option year, from November 1, 2024 to October 31, 2026. There is an existing contract, #36C24720C0029, for these services.

Atlanta VAMC’s CBOCs X-Ray

Imaging Equipment, Staff Technicians, and Teleradiology Reading Services Solicitation 36C24724Q1039

Questions and Answers

2 Oct 2024

Q1: Equipment description: What are the salient or essential characteristics of the radiographic systems being requested?

A1: The X-Ray equipment should have an approved Enterprise Risk Analysis (ERA), VA VistA

Imaging Approved DICOM Modality Interface, BAA, and a current MOU. The equipment

Pinnacle / CareRay / Voyance is an approved x-ray system for just plain films that can fit in each of the CBOC’s (past performance) without construction / expansion (due to limited spacing).

Q2: Pricing Structure Concerns: CPT codes are designed for multi-payer environments and do not account for the comprehensive nature of the services requested here, such as full-service imaging equipment, staffing, and interpretation services. For a dedicated contractor working solely with the VA, it is counter to industry practice to rely solely on CPT codes, as they primarily reflect individual exams or readings, not the broader scope of services provided. This approach overlooks key operational costs and responsibilities. I believe that basing prices only on CPT codes risks underpricing, leading to a degraded service to the VA and its patients.

A2: The pricing is the equipment + the exam. We will need the vendor to supply appropriate staff to do the exam on their equipment. The facility needs x-ray systems at each CBOC (comprehensive service or all-encompassing service).

Q3: Is there a current contract for these services; if so, what is the contract number?

A3: Contract # 36C24720C0029
