1. Q: Generally, for on-call reusable sharps services the VA clinic staff will perform the sharps container change outs from their point of generation and then place the full sharps containers in the Bio-Hazardous storage room. For clarification, Are the sharps container change outs at the below listed on-call CBOC’s to be performed by the VA staff and staged in their Bio-Hazardous storage room for the contractor to remove when notified, providing a one for one exchange or are the sharps container change outs at the point of generation within the CBOC’s to be accomplished by the contractor?
A: Collection will be completed by VA Staff and placed in staging area for pick up at all CBOC’s.

1. Q: Can you please provide the required quantities and sizes of sharps containers to be used in the Statesboro CBOC?
A: Approximately 15 containers, 5-gallon capacity
1. Q: Is the Government seeking pricing by the container, by the pound, by the month, by the year, etc.? It is imperative in order to properly and fairly evaluate all bids that all vendors are bidding on the same pricing format.
A: Pricing is based on expected exchanges of containers annually.
1. Q: Regarding the Statement of Work Item 5.11.4 requires the vendor to provide copies of their drivers Hazardous Materials CDL; however, this contract does not include RCRA Hazardous Material and would not require this type of license? The driver is also not required to have a CDL unless the Gross Vehicle Weight of the truck is over 26,001 pounds. This is Federal requirement. Typically, the trucks that pickup/deliver Sharps do not require a CDL.
A: Documentation must be provided to appropriately transport regulated medical waste. Companies bidding on the contract will need to verify type of vehicle for transport based on size and type of cargo with the authorized licenses to perform the work.
1. Q: Item 5.11.7 requires vendors to provide a Contingency Plan for Emergency Response Cleanup; however, this is not an Emergency and Rapid Response Cleanup contract. Is it the Government’s intent to have vendors provide the potential cleanup for more than Non-Hazardous Sharps waste? If so, will the Government identify the types and kinds of materials that may be involved in a cleanup event, and could those materials be RCRA Hazardous in nature?
A: The contingency plan if in case of regulated medical waste from collection point to location of disposal. This plan provides the VA with a sound action plan from the company that the contents generated by the VA will safely reach the point of destruction.
ie: opened sharps containers spilling sharps across an interstate due to accidents. If sharps escape the holding area during transport, how will the company safely gather the contents to ensure appropriate disposal?
1. Q: Is the Government seeking the onsite Sharps technician to be onsite full time Mon-Fri 8:00 a.m. to 4:30 p.m.? I am asking as Line 5.7 in the Statement of Work needs to be clarified in this regard.
A: Sharps Tech is expected to provide service to Downtown Facility 1X per week and Uptown Facility 1X per week. Each location is serviced for approximately 6-7 hrs for each facility.
