Parking Lot Sensors Questions and Answers
1. Can you confirm this request is strictly for surface parking lots, (not garages)? Yes.
Strictly for parking lots 1 & 1A as mentioned in the SOW.
2. The Gateway within your price list form shows a QTY of "1". Our technology typically would require additional Gateways based on the layout and configuration of the parking lot. Is there a specific manufacturer that you are requiring for this RFQ? Or would a technology that requires more than "1" Gateway be acceptable? A specific manufacturer is not required and more gateways within reason would be acceptable.
However, the parking lots are small, and more gateways should not be necessary.
3. Can you provide specifics on the signs that are needed? How big is the sign and what do you want displayed on the sign? The VA would accept signs of up to 18x24 or “standard” word size sign.
4. Are their power receptacles at each sign location or do we need to quote electrical work?
An electrician will be needed to make sure all devices will have power.
5. No WIFI repeaters are listed. Based on our experience for these types of projects, we will need these, especially if this is a parking garage. Repeaters will not be needed.
6. We will also need hard power for WIFI repeaters if they are used. No, the current gateway has the range needed to communicate with the sensors in the current parking locations.
7. It appears that the RFQ was written with a specific vendor in mind as the requirements section almost perfectly mimics one vendor’s detailed specification sheet (included on their website) and is not publicly available on any other competitor’s site. Has the VA or the Contract Officer engaged in prior discussions with this vendor and tailored the RFQ to intentionally exclude other potentially more qualified vendors?
This is a Brand Name or Equal requirement. The technical details included in the RFQ are there as salient characteristics for the equipment and software we require for this project. Any band is acceptable as long as they are equal to what the RFQ Statement of Work has listed.
8. Will the VA require the successful vendor to prove FCC certifications for specific devices deployed in this project? Failure to obtain specific device level certifications can have serious consequences. No, that should be taken care of at a manufacturer level, so long as the devices have FCC certifications for their use as needed that should suffice.
9. Will the VA require the successful vendor to have US patent coverage for substantive aspects of the actual operations of its sensors and “base station”? No
10. Will the VA require proof of accuracy and latency claims from third party testing? No, the technology has been tried and tested in other VA’s and by other users.
11. Will the VA give preference to disabled veteran- owned businesses?
This RFQ is 100% set aside for Service-Disabled Veteran Owned Small Businesses and the government will only accept quotes under this RFQ from VIP verified concerns.
12. Will the VA give preference to sensors and base stations that are designed, manufactured, and supported by a US company over sensors and base stations that are designed, manufactured, and owned by foreign nationals?
There are currently no preferences given as long as they comply with the requirements of The Buy American Act and other such clauses. We are not allowed to have any radio equipment that is manufactured in China.
13. Is there a reason the VA desires all work performed during business hours which is also likely the height of parking activity at the hospital? Would not “off hours” be more convenient for the VA’s patients and visitors? The VA is not authorizing overtime at the moment.
14. Are lots 1 and 1A surface lots or parking garages? If surface lots, why is there a Base
Station requirement for covering multiple floors? Surface lots. Future work may require the parking lot garages to be added to the project.
15. The specifications stipulate that “no on-premises hardware or network” be required? This is confusing as both sensors and base stations are hardware. It actually reads “..necessary” it pertains to hardware or network items from the VA IT staff. Sorry for the confusion.
16. The specifications require that “the system should give alerts by SMS”? What would the nature of the alerts be? Are there time limits on parking? The amount of time in a parking spot is going to be monitored. The alerts would be for lack of parking, in the future potentially a long “Dwelling” alert, a parking spot opening closer to the hospital and so on.
17. In B.2. What does the parenthetical “9 extra/spacers” mean? 9 spare sensors in case they are needed during installation.
18. In B.2. there is a requirement for 5 signs, but no size or location stipulated nor is the information to be displayed called out? Can the VA provide those details prior to bidding? The information will be given. The amount of available parking spaces is to be displayed. Closed parking lot, open lot, or FULL lot.
19. Will the VA agree to indemnify the vendor for surface mounted sensors that are clearly within the VA’s specifications? Within reason
20. Would the VA accept in-ground sensors that are flush with the parking surface and produce no tripping hazard? Absolutely
21. Will the VA extend the due date of bids by 2 weeks? We are not able to extend the due date by 2 weeks, but an extension has been given.
22. Is this low bid or best value RFQ?
In accordance with FAR 52.212-2 Evaluation, this is a LPTA where technically acceptable will be determined based on submitted product information.
23. Can we email our bid in or do we need to mail it in or deliver it?
Quotes will only be acceptable via email submission in accordance with FAR 52.212-1 Instructions to Offerors Addendum.
24. Is a bid bond required?
No bid bond is required
