Vendor Questions/Concerns #3 for:

Pest Control Services / 36C24722Q0006 / CAVHCS, Tuskegee & Montgomery, AL

No information will be provided about the past or current contract. The current

SOW in the solicitation is to be used and will not be compared to past or current contracts. The prime vendor must be licensed in the State of Alabama, but does not have to be located in Alabama.

1. The SF 1449 "item 8" indicates 14 Oct. 2021 at 13:00 EDT as the response date however, 19 Oct. 2021 is displayed on betaSAM.gov and within the RFP as the response date. – The solicitation has been extended to closes on October 21, 2021 at 1:00pm EST.

2. When is the last day to submit questions? The SF form states October 14, 2021 at

12:00 PM (ET), but that is also considered the due date for the project. – Questions must be submitted by 12:00pm EST on Oct 14, 2021

3. I was wondering if we can pay a site visit tomorrow between 8-10 am. Our team couldn’t make it today. – Only 2 site visits were scheduled, and no additional site visits will be provided

4. How would you like the proposal submitted? PDF or a word document? – All documents must be submitted as PDFs. Pages 1, 9, and 10 of the RFQ/SF1449 must be completed and sent back to be eligible for review. A quote or proposal from the vendor will not suffice.

5. I noticed that it states in bold that the prime contractor must be fully licensed to perform these services in the State of Alabama at the time of award and throughout the duration of the contract. The question I have is doesn't this limit competition only to those SDVOSB companies in Alabama? – No, this does not limit competition for this particular procurement.

6. Would the government please clarify the subject RFP with regard to the "18-month

Prime Vendor Experience" VS the "Evaluation Factor Personnel Experience" (see RFP pg 4 C 1 "Specifications & pg 40 & 41 E.4 (a) Special Standards of Responsibility

SP2")? - Please advise if the Prime Vendor and/or the Prime Vendor's personnel are required to have 18 months of pest control experience as the above stated SOW and

Evaluation Factor are conflicting. - The Prime Vendor must have 18 months of experience

7. Is this opportunity following the “Limits on Subcontracting” rules and if we subcontracted this opportunity to a local vendor who has the above credentials and is a registered licensed entity for the State of Alabama, will we be able to bid this work being an Out of State Prime Contractor? - The Prime Contractor must have a License in the

State of Alabama

8. Where, in the attached documents, can I find the square footage/ acreage that needs to be serviced? - Square footage is not provided. Two site visits were scheduled to be able to see the layout regarding issues of square footage.

9. According to solicitation 36C24722Q0006 Scope of Work CAVHCS requires the following services: General Pest Control (Category Commercial HPC), Termite/Wood

Destroying Organisms Control (Category Commercial WDC) and Grounds Pest Control

(Ornamental and Turf Pest Control/ Commercial OTPS Commercial Category). Please confirm that the government understands the required categories per SOW in accordance with the Alabama Dept. of Agriculture and Industries Rules and Regulations. – The government understands the requirements place in its SOW.

10.Would the government please advise if AL license or category requirements can be subcontracted? - The Alabama License or category requirements cannot be subcontracted

11. Would the government please advise of the current pest control service frequency which the incumbent is performing (For example: 2 days per week or 5 days per week)?

Does the current pest control service frequency suffice the government/the service? - No information will be provided about the past or current contract.

12. Would the government please confirm the most recent contract award "total" amount for pest control services for CAVHCS? Per an official government website (public knowledge) the base year was awarded at $180,000 (1 year). Please confirm. – This information should be posted on the site that the previous solicitation was posted.

13. Could you please clarify in great detail if the current SOW has changed or is static? -

The current SOW in the solicitation is to be used and will not be compared to past or current solicitations/contracts.

14. Offerors are unable to bid intelligently based on the fact that the required pest control routine service frequency is not incorporated in the Scope of Work (SOW). Offerors cannot bid accordingly without "Workload Data". Please consult the service (EMS) again and make an amendment to the solicitation as to post/publicize said service frequency. -

The frequency will be Monday-Friday, times will be determined between contractor and contracting officer representative. Holidays and weekends will be treated as emergency call ins.

15. Per the scope of work pest control requirements. General pest control, Termite/Wood destroying organisms control and grounds control is required. However, the pest control operator is required by AL law to be certified in the categories below.

1. HPC- general pest control category

2. WDC- wood destroying organisms/Termite category (requires bond)

3. OTPS- grounds and turf pest control category

These categories should be spelled out in the contract as requirements. A license without all categories is illegal per Alabama Dept of Agriculture. - It is a requirement to be certified in the categories of General Pest Control, Termite/Wood destroying organisms and grounds and turf pest control
